Repeal: “Minimum Standard Of Living Act”
Category: Repeal | GA #344
Proposed by: Skelleftella | No Onsite Topic
Replacement: None

General Assembly Resolution #344 “Minimum Standard of Living Act” (Category: Social Justice; Strength: Strong) shall be struck out and rendered null and void.

The General Assembly:

Acknowledging that every human beings has a right get a good living condition; and

Aware that the "Minimum Standard Of Living Act" has many flaws that was abused by many member states; and

Shocked by the fact that even though abused by many members, attempts to repeal the "Minimum Standard of Living Act" never actually passed the World Assembly General Assembly votes or proposals; and

Realizing that many of flaws in the "Minimum Standard Of Living Act" can be resolved by introduction of a new resolution after being repealed; and

Recognizing that the "Minimum Standard Of Living Act" was a product of the past, by being introduced several years ago, which in that period of time many things has changed; and

Find of these following flaws:

1. Undetailed Definition
In the first article of the resolution, the resolution doesn't give a detailed definition of "the minimum levels of access to food and water, clothing, housing, sanitation, appropriate utilities and appropriate transportation necessary for a person to be remain reasonably healthy, safe and productive in a given member state" which, leaving it entirely to each member states to define the article, which can lead to abuses by member states; A member state that abuses this clause could just give their citizens an inadequate level of access to food, water, clothing, housing, sanitation, appropriate utilities and appropriate transportation necessary for a person to be remain reasonably healthy, safe, and productive with just arguing that the citizens was given a living condition as defined in the minimum standard of living. Because, in their own definition they think they've given the minimum standard of living defined by the resolution, due to undetailed definition of what is "the minimum levels of access to food and water, clothing, housing, sanitation, appropriate utilities and appropriate transportation necessary for a person to be remain reasonably healthy, safe and productive in a given member state".

2. Abusable for foreign citizens, laborers or workers
In the subsection A of fourth article of the resolution, member states can exempts the residents of foreign countries in their own state from the resolution; "are not legal permanent residents or citizens of that member state", this is very dangerous for foreign workers or laborers since foreigners that live in a member state that abuses this clause can argue that since they aren't a citizen of said state, they could live in a very harsh condition below the condition required by the resolution or even, death caused by the living condition they experience in mentioned country.

3. Contradiction with another article
In the article 2 of the resolution, it says that "each member state is required to guarantee a minimum standard of living to all inhabitants of that member state." Which meant that all human person living in the member states, should have their minimum standard of living protected by the article in the resolution regardless of nationality because they are staying in a member state; while in the article 4 of the resolution, it says that it exempts "are not legal permanent residents or citizens of that member state," which contradicted the article 2 of the resolution, since article 2 stated "inhabitants", instead of "citizens".

4. Abusable by "Emergency" and "Economical Problem"
In the fifth article of the resolution, it says that the nation could "partially" ignore the resolution by declaring a national emergency or economic crisis or saying that the resolution would harm their economies. Many member states can abuse the clause by stating that "the resolution would harm the economy of the country". And during a national emergency/economic crisis, the government of a member state could ignore the resolution "partially", which can result in millions, even billions of human beings suffering for an unlimited amount of time just because a member state declared a long-lasting national emergency or an economic crisis.

Convinced by the argument that the General Assembly Resolution #344 is causing more harm than good;
The World Assembly hereby repeals the Minimum Standard Of Living Act.
Note: Only votes from TNP WA nations and NPA personnel will be counted. If you do not meet these requirements, please add (non-WA) or something of that effect to your vote.
