The Security Council,

In recognition that Sparrow is an ancient region with a long and storied past that has impacted the national identities of hundreds of nations throughout world history,

And in standing resolute against the cruel implementation of long-term delegate-imposed barriers,

And with the belief that all nations of good standing within this body should have the right to participate in the affairs of their ancestral homelands,

The Security Council hereby liberates Sparrow.

Against - but not due to the content. I believe there's a pressing historical reason to liberate regions locked down by raiders and griefers unless those regions were fascist, destructive themselves or otherwise reprehensible in some way.

However, it appears Sparrow's founder is Ivan Moldavi - who is likely easily contactable by various people should it be required to do so, which makes any attempt at liberating the region from his clutches very unlikely to succeed. The nations residing there are relatively high influence and a prolonged occupation would be necessary to be able to remove them. I don't view this as something with a good chance at success and I'm against for that reason.
 
As this vote was lodged AFTER the proposal dropped out of the queue. Gonna have to discount it.

In other news, this proposal has failed to achieve the necessary approvals to enter the formal queue and has this dropped out.
