The Security Council of the World Assembly,

Noting that a great region is one that is better than others,

Recognizing that regions exist as ideas in the minds of the citizens of the nations of the world,

Asserting that a region that exists not only in minds but also in the world is better than one that exists merely in the minds of the world's citizens,

Noting that if the world's citizens could imagine a better sort of region in this aspect (of existence), it would necessarily be a great region,

Deducing that necessarily, the best regions must exist outside the minds of the world's citizens,

Hereby declares that the greatest regions are ones that exist in the world.

Against unless that against exists only inside the mind of the world's citizens, in which case for.
