With the world entering a new era of heightened tension and conflict, the nations of Saintonge and Xentherida have deemed it necessary to stem this tide of violence, especially acts directed towards the most vulnerable. Therefore, on April 1st 2021, a set of rules for war were drafted as an attempt to protect those most at risk, such as soldiers wounded, sick, captive. It is hoped that as many countries as possible sign, ratify, and adhere to these rules, in order to protect vulnerable populations and to limit the bloodshed in the face of this eruption of warfare.

This document is based on the IRL First Geneva Convention, Second Geneva Convention, and Third Geneva Convention, plus the Chemical Weapons Convention, Biological Weapons Convention, Convention on Cluster Munitions, and Convention on Certain Conventional Weapons. This shall be the text that the following summary is based on. We have summarised the convention in the subsequent spoiler posts, as an in-character summary. Given that RL is different from Eras, we had changed some of the names and provisions that are not applicable to Eras. The main basis/text will still be the IRL text, but if there is a difference between the IRL text and the IC summary, the IC summary takes precedence. - Respect for the Convention: All Contracting Parties have bound themselves irrevocably to abide by the provisions of the Convention.
- Application of the Convention: The Conventions apply in War, whether declared or undeclared, whether international or non-international, even if the state of war is not recognised or declared.
- Rights of the International Federation of Red Heart Societies: All aid organisations, including the International Federation of Red Heart Societies or those who deliver their service on behalf of the International Federation of Red Heart Societies have the right to assist the wounded and sick.
- Equal treatment of all personnel: All wounded and sick will be respected and protected without discrimination on the basis of sex, race, nationality, religion, political beliefs, or any other criteria.
- Rights of the wounded and sick: All wounded and sick shall not be murdered, exterminated, subject to torture, or experimented, and shall receive adequate care, protected from pillaging and ill treatment.
- Responsibilities of the Parties: All belligerents in a conflict must actively search for and collect the wounded and sick, providing their information to the Central Tracing and Protection Agency of the International Federation of the Red Heart Society.
- Regarding the wounded and sick at sea: All parties in battle must take all possible measures to search for, collect, and care for the wounded, sick, and shipwrecked.
- Rights of medical ships: A hospital ship’s medical personnel cannot be captured by a warship or any other means, but its wounded, sick, and shipwrecked patients may be held as POWs, assuming there are sufficient facilities on the warship to treat the patients. Hospital ships cannot be attacked, or captured, or used for any military purpose, and their names, descriptions and locations of the hospital ships must be conveyed to all belligerents.
- Rights of medical personnel on combat ships: All religious, medical, and hospital personnel serving on combat ships must be respected and protected. They are to be returned to their side immediately should they be captured.
- Rights of POWs: Prisoners of War must not be subject to torture, and experimentation. POWs are required to provide their name, rank, date of birth, and military service number to their captors.
- Protection of POWs: POWs must be protected against acts of violence, insults, and public curiosity. POWs cannot be discriminated on the basis of race, nationality, religious beliefs, political opinions, or other criteria, and female POWs must be treated with the regard due their sex.
- Treatment of POWs: POWs must be housed in clean, adequate shelter, receiving their necessary food, water, clothing, and medical care necessary to maintain good health. Their shelter must not be in combat areas where they are exposed to fire, nor can they be held to shield areas from enemy military operations. POWs can only perform non-military jobs if in reasonable working conditions, and paid at a fair rate. Seriously ill POWs must be repatriated.
- Transferring information regarding POWs: All names, ranks, dates of birth, and military service numbers must be sent immediately to the Central Tracing Agency of the IFRHS, and POWs must be allowed to correspond with their families and receive relief packages.
- Legal status of POWs: POWs are subject to the laws of their captors, and can be tried by their captor’s courts, as long as the captor ensures fairness, impartiality, and a competent advocate for the prisoner.
- Repatriation of POWs: As soon as the conflict ends, all POWs must be released and, if requested, sent home without delay.
- Rights of the IFRHS on behalf of POWs: The IFRHS and other aid organisations who deliver their service on behalf of the IFRHS and are granted special rights to carry out humanitarian activities on behalf of POWs; they are permitted to visit with prisoners privately, examine their confinement conditions, and distribute relief supplies.
Regarding: Chemical, biological and radiological weapons.
- All signatories are prohibited to undertake the production and use of aforementioned weapons.
- All signatories are required to begin the destruction (or monitored conversion to other functions) of such production facilities, with the expectation that all such facilities are converted or destroyed within 20 years of the state’s ratification.
- All signatories are required to begin the destruction of all such weapons (including weapons abandoned outside the state parties territory), with the expectation that all such weapons are destroyed within 10 years of the state’s ratification.
- All signatory parties must cooperate and assist with the EWC in the case of suspected production or use of aforementioned weapons.
- All signatory parties must fully cooperate with EWC efforts to examine the rate of destruction of aforementioned weapons, and the destruction/conversion of their production facilities.
Regarding: Cluster munitions, non-detectable anti-personnel landmines (glass/plastic) and their fragments, blinding lasers, “expanding” bullets, and any unexploded ordnance (UXO).
- All signatories are prohibited to undertake the production and use of aforementioned munitions.
- All signatories are required to begin the destruction/monitored conversion of such munitions production facilities.
- All signatories are required to begin the destruction of all such stockpiled weapons, including weapons outside the state parties’ territory.
- All signatories are required to dispose of any unexploded ordnance, including ordnance outside the state parties’ territory.
- All signatory parties must cooperate and assist with the EWC in case of use or suspected production of aforementioned weapons.
- All nations are prohibited to undertake the use of incendiary weapons in civilian areas, and prohibits their deployment from aerial vehicles.
Section A: Regarding land mines.
Section B: Regarding booby-traps.
- All signatory parties are prohibited to deliver mines in civilian areas.
- All signatory parties are prohibited to use remotely delivered mines, such as but not limited to by aerial deployment.
- All signatory parties are prohibited from the indiscriminate use of mines; i.e. not directly against a military objective, or with an expectation to cause incidental loss of life to civilians or personal property.
- All signatory parties are prohibited to use mines that do not self-destruct or self-deactivate over time.
- All signatory parties agree to record the location of all their pre-planned and large scale minefields, and retain such records.
- Immediately after the cessation of hostilities, the records as to the location of such mined areas must be made publicly available to all sides of a conflict and neutrals.
- Immediately after the cessation of hostilities, the signatory belligerents agree to take all possible endeavours to remove or disable minefields placed within their own during conflicts.
Section B: Regarding booby-traps.
- All signatory parties are prohibited to use any booby traps which may appear to be a harmless object.
- All signatory parties agree to recording the locations of booby traps which they have placed, and retain such records.
- Immediately after the cessation of hostilities, the records as to the location of such booby-trapped locations must be made publicly available to all sides of a conflict and neutrals.
