General Assembly Resolution #83 “International Road Safety” (Category: Free Trade; Strength: Mild) shall be struck out and rendered null and void.

The World Assembly,

Applauding the target resolution's intentions of setting standards for roads, bridges, and tunnels used for international travel to increase safety on public highways connected in more than one nation;

Disappointed that the scope of these regulations is not clearly laid out in the resolution - although the target does state that the standards put out by the International Transport Safety Committee (ITSC) must to some extent improve traffic safety, by regulation roads, vehicles, or training for their operators, and must be reasonable in terms of cost, no specific benchmark for these regulations is ever stated;

Convinced that this is likely to cause significant inefficiency and inadequacy in addressing the concerns stated in the target itself;

Dissatisfied that, given the absence of an upper limit on the stringency of the committee’s regulations, said regulations could have unnecessary adverse effects regarding other matters, such as disruption to local wildlife;

Believing that a replacement resolution actively instructing a committee to create clear, unambiguous safety regulations would be far preferable to this attempt at enacting a "one-size-fits-all" policy that, in its vagueness, achieves very little of substance;

Hereby repeals GAR #83, "International Road Safety.”

Overview
The at-vote proposal aims to repeal GA resolution “International Road Safety”, arguing that the ambiguity of the regulations introduced in the target may result in unintended and negative consequences towards the effectiveness of the resolution. A replacement is being drafted alongside the repeal to address these concerns.

Recommendation
While the proposal in question is well constructed, it does not offer an effective case for the necessity of a repeal. The target clearly sets a guideline for the scope of its regulations in its ‘Requires’ and ‘Further Requires’ clauses, with the proposal itself ceding that the target sets definable standards for the regulations it implements. It is evident that the target establishes a distinguishable upper limit and sets clear parameters for the safety regulations implemented. While a case could be made for repealing the target resolution, this repeal does not make a particularly convincing one.

For these reasons, the Ministry of World Assembly Affairs recommends voting Against the at-vote General Assembly proposal, "Repeal 'International Road Safety'".

I understand the necessity of a repeal, I think it kind of scatters around in terms of the logic. Against.
 
For. The target is bad. The repeal is satisfactory. The replacement is approaching that point. Present.

Edit: The writing in both this and the replacement is a bit stilted; I think that's due to the author more than anything else.

Against. The scope of the regulations is laid out quite clearly in the resolution (when one compares with other resolutions allowing rulemaking), they must concern the safety of international commercial road vehicles, the competence of drivers and maintainers of such vehicles, or the safety of roads where they cross international boundaries. The benchmark is stated (and even referred to in the repeal), they must “result in reasonable improvements to traffic safety”, it must be feasible to comply with them, and the cost of compliance must be such as to be justified by their benefits. There is a plain upper limit following logically from the requirements referred to. There is no need to suppose that regulations made will be “one-size-fits-all” and could not prescribe different standards for roads in different areas or of different kinds or for different classes of vehicle.
 
For, I feel that the regulation of infrastructure is something that the World Assembly should not be as involved in. I believe that it should mainly be handled by the individual nations.
