Section IV: Summary of Requirements

1. Summary of Requirements:

The Ministry of Defence (MOD) is seeking to procure seven new General Purpose Frigates for the Haor Challian Navy (HCN) at a planned cost of $2.1 billion, with the potential for a follow-on order of another four. The T64 will be a General Purpose Frigate, to provide enduring and continuous maritime security around Haor Chall and with the ability operate at range from home waters when needed.

The T64 will be required to conduct a wide range of military activities; such as fleet escort duties, anti-submarine taskings, counter drugs and counter piracy operations. It will also carry out defence engagement activities and must be ready to respond to emergent events, such as natural disasters or evacuation of non-combatants. It is a particular focus of the MOD to find a procurement option for the T64 with potential for foreign military sales, to reduce unit cost and to enhance Challian defence export sales.

Therefore the T64 will need to be adaptable, with a modular approach to allow flexibility in meeting export customers’ needs and providing for efficient future upgrades of capability enhancements to enable the T64 to remain at the cutting edge for the duration of its planned service life.

The purpose of this Contract Notice is to advertise the requirement and invite companies to express their interest for the T64 competitive procurement. Only bidders who wish to undertake the whole $2.1bn contract should respond to this Notice.

The bid process is open to international suppliers, and the MOD is keen to see innovative proposals to achieve our requirements, but interested parties should be aware that it is a key prerequisite of the Haor Chall government that at least 50% of the build programme is allocated to shipyards within Haor Chall. Certain, specific, sensitive military equipment will also be limited in build and integration location. As such, bidders should be aware that one of the key criteria in the assessment of all bids will be evidence that these requirements can be met.

2. Intended Procurement Process

All suppliers who express an interest in this procurement, by the deadline, will be invited to submit a response to a more detailed programme requirement Design and Build Specification (DBS). This will include a more detailed scoping of the requirement and the criteria that bidders will need to meet.

After the DBS deadline, the MOD will review all received bids and evaluate them against the specification criteria. The supplier which provides the best value proposal that is credible, affordable and meets all of the evaluation criteria, will (subject to approvals) be awarded the contract to design and build the T64. The contract will cover the initial seven ships planned, with clauses to cover additional builds as required (whether for HCN or foreign sales).

Other than any amount that may be paid to successful bidders in the final Contract, any suppliers who respond to this procurement notice are to be fully responsible for the cost of responding to the procurement and the MOD does not accept any liability for any costs howsoever incurred.

Whilst what is set out above is the intended procurement process, the MOD, in its sole discretion, reserves the right to amend in any way and/or cancel the procurement process.

3. Foreign Nations Interests:

Once the preferred supplier has been decided and the initial contract awarded, the unclassified design specification will be released to foreign nations interested in procuring the T64 frigate. These will be added to the build programme as agreed with the Haor Chall MOD.

Interested nations are asked to advise the MOD of their interest at the earliest opportunity. Specific National requirements can be discussed at MOD to MOD level, without commitment, prior to the completion (and separate from) the bid process.
