The General Assembly,

Believing that every citizen of every nation has to be medically treated to the best of medicine’s ability.

Understanding that not every nation can access such treatment for their citizens.

Acknowledging that World Assembly Resolution #97, Quality In Health Service, attempts to guarantee such treatment.

Noting that the resolution does not require that a nation be able to fully accommodate the needs of a nation's population through health services, only that they finance such services, regardless of the ability to provide medical care to a nation's citizens with those funds.

Believing that the ability for a government to not attempt to medically support it's people a sufficient amount should not be permitted by this esteemed assembly.

Hereby;

1. Requires that all health services be organized and financed depending on the needs of a nation's population

2. Prohibits the organization and financing of a health service that is intended to not meet the needs of a nation's population, or unnecessarily favors one health service over another, such as that the organization or financing of a service is not able to meet the needs of the nation's population, in favor of supporting another service.

3. Prohibits a nation from diverting funds from medical services to fund another government function or project, to an extent which compromises the ability to meet the organization or financing defined by the World Health Authority under clause 4a.

4. Tasks the World Health Authority with;
A. Defining how a service is organized or financed depending on the percentage of a nation's population that requires it, and financing nations that are unable to meet this goal, unless deniable according to other resolutions that are in effect.
B. Working with member nations in ensuring the highest quality of medical treatment for all citizens of member nations.
C. Ensuring the advancement of medical treatment, and that the usage of such knowledge is to achieve the best medical services for all member nations, as well as the best organization and financing of such services.
D. Helping member nations in ensuring that such services are organized and financed to the highest quality possible, so that the needs of the nation as defined by the World Health Authority under clause 4a are met.

Clarifies that a nation has the right to organize and finance health services in any way they choose, as long as they meet the needs of the nation's population as defined by the World Health Authority

Acknowledges that a nation knows what is best for it's own citizens.

Believing, however, that this can't be allowed to result in the needs of a nation's population being unmet.

Hoping that this resolution will continue the progress in medical services and research being made by this august body.




First attempt at writing a World Assembly proposal, so I expect this to be a terrible. Feel free to offer criticism, advice, suggestions, etc. Even if it's horribly illegal/terrible and unable to be saved, logical corrections, arguments made, etc, to improve potential future proposals would be appreciated.
 
I support as we need good healthcare, and in Canada's example, you can have good healtcare and a good economy simultaneously.

Nothing's wrong with it? No bad grammar, false arguments, bad clauses, etc?

Also, since some people seem confused, this is nowhere close to a general healthcare bill, it's a bill addressing a flaw in one (of many) previous healthcare resolutions.

A point of clarification. What flaw is it addressing?
The resolution intends to require nations to provide sufficient health services to it's citizens. However, it does not prevent certain services from falling short in favor of others, and also still allows nation to simply neglect health services past the minimum, as the only punishment would be a lack of medical funding. This resolution fixes those things, as well as helps nations fulfill the requirements of the resolution.
