It is after the Crown Conflict. The Cimmerian foreign minister has ripped the peace treaty that could've ended hostilities with Cogoria. As an result, a state of war continues to exist between the Federation of Cimmeria, and the First People's Empire of Cogoria. King Miles III, the current monarch of Cimmeria has recently made a speech, announcing that he must be given emergency powers in order to create peaceful relations with Cogoria.
 
The king now has full control after the majority of Parliament voted yes.
After this, he then makes another announcement.


"People, the Parliament, and the government of Cimmeria, As the war is yet to be over, we must realize that the current government, especially the Parliament, is outdated. If we wish for peace, we must make amends with Cogoria, and accept that they are a sovereign nation, despite their ideology. That is why I will do the one thing that has very seldom been done since 1888. I shall disband the current government and Parliament, and replace it. In order for our nation to truly be respected, we must show respect to everyone else. We must show that this nation is willing to conform, and change with the rest of the region.
That is why I must do this. I am doing for the greater good, and for our nation. I am afraid I have run out of time. Thank you for coming."
 
To the government of Cimmeria
Following your representative's failure to sign the peace treaty, we can only interpret your nations actions as hostile. As such we are writing now to inform you of the ending of the ceasefire that existed in order to facilitate the signing. Until such a time as you are willing to return to the negotiation table, a state of war shall continue to exist between our peoples, and we assure you, in any future treaty lenient or as merciful as the one your representative tore up.

While the Cogorian fleet was re mobilising, having resupplied in Lupagrad, far beneath the waves, a long black cylinder made it's way towards Cimmeria. On paper it didn't exist, but the reality was, if any nation didn't know about the sole nuclear powered submarine in the Cogorian fleet, then they needed to reevaluate their budgets. The only true secret of the submarine however was its payload. deadly warheads from Cogoria's secret weapons programs topped the SLBMs, ready to unleash suffering on a monumental scale on the Empire's enemies

While mobilization was secretly taking place, the king announces that new elections for the positions in the government will take place starting Saterday, May 6 at 8:00 pm. He also announces that elections for a new president, now renamed Prime Minister will also take place the next day.



The Secret Intelligence Agency receives news about an unknown and long black object. They suppect that this object could be an submarine capable of launching SLBMs towards the northernmost Cimmerian coastline, but are unsure if this is true. With no confirmation that it could be heading towards Cimmeria, they start to looking deeper into this object to learn more.
 
Flakeyland/Crèmèden's Prèmièr, Alexandrè Volkè is watching their military ship. The military had sent a ship to support the submarine.
 
The submarine carried on its journey, passing the West coast of Xentheridia. It's crew were on high alert following reports of a vessel approaching. The order for silent running was given, and the vessel dived down deeper at a reduced speed. A few turns were carried out and it was determined that the risk to the vessel had been sufficiently reduced. However at their greater depth and reduced speed, it would take 3 days to reach their launching positions South of the Syrixian Home islands. The orders from the high command were clear and definitive, unrestricted warfare was authorised to bring the enemy back to the negotiating table, but only with an escalation of force permitted. In three days they would launch their FAOB compliment, and after if there was no peace, they would truly bring suffering to the foe

As the monarch of Cimmeria, I wish to negotiate peace with your nation. As you well know, there have been reasons for the war, and while there have been no shots fired, I wish for it to stay this way. If there is to be peace between our two nations, then we must talk this out. Please take this into consideration.

The Goyanean nuclear missile submarine HMS Hans Anner lurked deep below the waters of the Meterran Sea. The situation of the Crown Conflict was recently escalating once again. Goyanean reconnaissance imagery had shown mobilization occurring in Cimmeria. The Commanding Officer was receiving reports from central command over heavily encrypted messages. They were to wait out until the conflict worsened. If Goyanean assets and interests were to become threatened, they were to initiate response plans to defend as warranted. But for now, they were silent running, deep below the waves of the surface...
 
The submarine settled onto the sea bed, it was in launch position and was now awaiting the order to fire. Far away in Cogoria a letter was being fed into a fax machine.

The king made plans to prepare his plane so he could fly to Cogoria to negotiate peace with them. Meanwhile, the new prime minister, William Staedtler, the son of the former "minister president", David Staedtler, was recently elected. His first task was to appoint members of his cabinet. That meant he had he had to choose who he wanted from the government, which still needed to be filled.




AXEL NAVAL DRYDOCK, HAMILTON BAY (REACTED BY MILITARY INTELLIGENCE, 13:42, 02017/05/13)


The Royal Navy's Northern Main Fleet were secretly readying a special payload onto a stealthy purpose submarine recently built, and commissioned 4 years ago. The commanding officer, Captain Brack Kain gave the order to dive once the payload was ready. When the payload was ready, they were clear to dive, which they did. The crew activated their sonar for a special purpose. If anyone didn't know about the submarine part of the Royal Navy, then they need to have their budgets revised. The only thing that was well hidden from public knowledge was the aforementioned payload, the whereabouts of the submarine, and more importantly, its destination and orders.
 
Premierè Volkè and his cabinet had decided to join the meeting and made plans to fly up into Cogoria.
 
The Kanadian infantrymen climbed aboard the ships, and by noon, the last ship was leaving the harbor, announcing its departure with a loud shriek of a whistle. All of the Cogorian soldiers had been ferried home, and now it was the Kanadians' turns. Of the 9,000 men sent to Scallendovia, 1,000 remain. Either to guard the newly annexed lands, or because their corpse is laying on the beach. Kanadian attention turns of Cimmeria.
Though Cogoria has suggested staying out, Kanada will still support their ally. Two cruisers have been sent south, and are to anchor a few miles outside of Cimmerian national waters. If Cimmeria attends peace talks and ends the conflict, Kanada won't intervene. If they don't, there are no promises.
 
The king starts to head out to the airport in order to fly to Cogoria. He is in his limousine, alone with his secretary and translator, while his convoy is being protected by a security detail. As they are driving, a sudden explosion happens to blow up the king's vehicle. This brings the security detail to a halt. Meanwhile, things are starting to go downhill, as corruption and civil unrest roam nationwide, resulting in the Credit to be worth less than what it was before.
 
A meeting was being held in Parliament. Queen Grace III was present to the discussion, after being told that it had to do with Kanadian security. The new Minister of Defense, from the recent election, Ethans Percan, stepped up to the podium,
"Hans Urgarud is a spy from the Inellegence Center, as most of you may know. He and his two accomplices were stationed in Samaria." A tall man with sandy blonde hair and thin glasses walked up next to Ethans, who gave him the podium to speak. Hans rubbed his chin and opened his mouth to speak, "Me and my buddies have been in Samaria for a couple of months," he said in a deep, yet soft voice. "That guy over there," he pointed to a man in the back, "He was with me there, and he witnessed an explosion from a bit away. He heard the explosion and went closer to the sight, managing to see the wreckage of a royal vehicle before being escorted away by the police. All around the country, the economy and people are in a terrible position, with corruption and the Credit becoming an unreliable currency. That's why I believe we should send help t-"
He was cut off by the Minister of Defense, who basically pushed him away from the podium before saying, "Why we should take a militaristic advantage. With them weakened, we could swoop in and loot. We could even push them into submission of giving us their naval power." Yelling exploded throughout the parliament as the Prime Minister quickly took the podium, "Now wait, wait. I think that's a terrible idea. With the costs involved, plus the deaths of Kanadian men, it would be virtually useles-" He was drowned out by shouting of the far right side of the semicircle, where the Sundeonian ministers were, shoutings of support for an invasion of the weakened nation. The Queen stood and had her nearby guard blow his whistle, and the building silenced.
The petite woman stepped forward, "I personally believe that is a terrible idea. We've already lost a few hundred young men on the Scallendovian beaches. Even at their weakened state, they are still powerful. It's like cornering a wild animal, very dangerous. I will simply not let this pass unless they attack us first." Some nods went around the parliament along with some hushed speaking between some.
Ethans got back up to the podium, "Well, fine. They are still a large threat to the entire region, though. So I believe we can at least send a few more ships. Not to attack, but to keep watch." The Queen okayed the idea, and a vote was held. 68% of the Parliament agreed, and four corvettes were readied to be sent to Samaria. The Minister of Defense didn't share his other ideas. More ships nearby Samaria means a higher chance that they are attacked, either by Samarian forces or by civilian uprisings in the civil unrest, meaning that the Queen would support the idea of attack. The Parliament broke off the meeting, and everyone filtered out for the night.
 
With the King dead, and the nation in disarray, Prime Minister Staedtler had to do something to keep it from falling further, figuring out who did it. He knew that it couldn't be the government, as it was disbanded, and is currently being filled as the political parties are being elected for who will be the governing party.
He knew that it couldn't be a member of his Cabinet, as politicians from every province in Samaria are being elected. He kept pacing, when his secretary came in to tell him the news.

"Mr. Minister, we have news about the killer."

Really? Who did it?"

We don't know, but have received reports from the SS. What we know is that the murderer belongs to a secret organization. This group had successfully infiltrated the previous government, and that they may have been the ones who orchestrated the attacks before his majesty disbanded Parliament."

"How is this possible?"

"We believe that this group may have been created by your father."

"What?"

"Sir, the SS found that the attacks started after your father was removed by the King."

"No! It can't be! Why would he do this l?!"

"We honestly don't know."

"Could you leave me alone for a minute?"

"Of course." (Leaves the office)

"DAMN IT! WHY?! WHY ARE YOU DOING THIS?! WHY?!"

The minister sits down in disbelief, thinking.
 
The Samaritan House of Commons is almost 65% full.
Meanwhile, Prime Minister Staedtler orders the Federal Police Service to do a search for his father, the one who's suspected of committing murder, and possibly treason.
 
News of the bombing of the kings motorcade in Samaria was not well received in Cogoria. It seemed that the nation and its' people were hell bent on waging this war. Then the talk turned to a darker subject. It was clear from all the evidence that Samaria was a nation on the brink of collapse, of anarchy. And it was believed by the intelligence community that they possessed nuclear weapons, and the idea of a failing nation with an uncontrollable population in possession of such destructive force painted an image best left in the furthest corner of the mind.
The military were issued orders, from the office of the chairman himself, and alongside his signature for the first time on a Cogorian strategic order was that of the Peoples' Crown Princess Rokotov. Troops began to muster at the airfields, their short leave cut even shorter. At ports along the coast, cargo ships were being drafted into the service, with modifications being hastily made for their clandestine mission. With the demobilisation of the old army when peace appeared to be just a formality away, the responsibility fell on the unbreakable Revolutionary Guard Division.

Far below the waves waiting in its launch position, a submarine briefly stirred. The clocks showed it was time to brief the high command and to receive its next set of orders. A buoy on a line was released to float to the surface, a burst transmission was sent and another recieved, before the line went taut and the buoy was hauled back down to the depths. the orders were brief, but the paper they were printed out on weighed in the captains hands like a lead weight. "Open magazine H. Prepare the payloads. 1CF+2N+AFAE. Standby. NO 4"
 
Ethans walked through the double doors past two guards armed with assault rifles. Alone in the middle of the Kanadian wilderness, this military base was completely private. Anyone found on base without clearance would be taken into custody and do who-knows-what. He meets a man with a stark white lab coat and speaks, "Is it almost ready?" The man nods, and gestures down the hallway.
The Minister turns and walks down the hallway and opens another pair of doors, revealing a room full of scientists moving around, and a large cylinder shaped thing covered in a blanket. He walked to a man by the covered object and asked, "Why is it covered? We're in one of the hardest military bases to find in the country, and I'm fairly sure that a cloth blanket will stop it from exploding." He chucked, "Remove the cloth." The scientist did so, and Ethans stared at it. "How much longer until it's ready for use?" The scientist responded, "A couple of weeks." Ethans nodded and smiled slightly. He was looking at what would be Kanada's first nuclear weapon.

The submarine that was deployed days before received its orders from
high command. They were to move in towards their target, which were Cogorian cities such as Lupagrad, Ferrograd, and several others. Their orders were to decimate Cogoria completely if they have to retaliate. With that said, the commanding officer, Captain Kain, ordered that the ship go deeper and set up measures to avoid detection from foreign defenses, such as maintaining radio silence.

With King Miles III dead, the next in line for the throne is his son, Prince Cedric. Meanwhile Prime Minister Staedtler, and his advisors discussed plans on what to do about the conflict.

"Sir, the rest of the Northern Fleet has just been mobilized. They will be ready to counter any attacks from Cogoria. We've also received reports from Secret Intelligence."

"What do they have?"

"They claimed that they have been paying attention to the areas located at the Xentheridan coast, and their reports indicate.."

"Wait, how EXACTLY did MIS14 find this info?"

The submarine that was sent out days before was originally ordered to go to Cogoria by passing by the Xentheridan and Imperium coasts. The crew was also given orders to report any suspicious activity along their journey. They were on when the sub's sonar was beeping. The crew then went closer, and closer until they saw a large object by. The object they passed by turned out to be a long, and black nuclear submarine. With this, the captain ordered that the crew turn back for fear that they may have been caught.)

"That's the whole point of an intelligence agency. Their operations are kept secret."

"But we're the one who hired them."

"Sir, they're technically not part of the government, and.."

"Yes, I'm aware of this. But, they can't just go on, and say they found out something without knowing how they did. Is that clear?"

"Yes, sir."

"Good. Now get on with it. What exactly do they know?"

"They found that there is a submarine on their coast. They believe that it may belong to Cogoria. I recommend that we hunt this submarine down, and destroy it."

"How exactly?"

"We have another stealth sub in place which will be ready in a week or so from now."

"Good. What about our so called "secret weapons"? What will we do with them?"

"We shall use them as a retaliatory weapon if the sub deployed fails. Also, there's something I must tell you about them."

"What about them?"

"The secret weapons not anywhere in Samaria. This is done to.."

"Wait! Where are they deployed?"
 
The two soldiers saluted the Queen as she walked into the viewing room. "That's it?" she asks a balding man in a lab coat, who answered, "Yes, madam, that's it right there." "Is it functional?" The man nodded, "We don't have any nuclear missiles, but this one can be dropped by plane. If we are forced to, we can flatten an entire city."
The Queen looked at the short man, who was even the same height as her, "I hope t will never come." "Me as well, madam. But if we must, for the defense of the Fatherland, we are able to do so."
Second Class Officer, Derek Semual, was with his wife, hugging her close. "I promise, I promise. I'll be back." "You better not die out there." He smiled, "I'll try my hardest. I love you." He kissed her on the nose and ran up the stairs quickly. Men sprinted across the deck, with things to do and places to go.
But none of their missions were as important as his. He walked through the chaos as anchors were lifted. Whistles and horns sounded out as the aircraft carrier left the harbor. Derek pushed past a group of pilots and across the deck. A single white bomber sat, farther away from the other few. In the bottom compartment sat the weapon.
The spy crawled onto the rowboat in the dark of the night. Quiet and alone, he slipped onto the Samarian shore, pushing the boat back into the current and sweeping away his footprints behind him. He would leave no evidence.

The Final Act had detected its tail easily enough. However the crew were skilled in their art, they were the most experienced sailors in the Cogorian Navy. Running engines on half power they loaded a torpedo tube. Reporting to the captain that they were prepped, the engineers shut down the engines, the sub went silent. At the same time the torpedo fired. Activating its electronics sweet and activating a sonar transmitter it mimicked the signature of the submarine. As the crew held their breath the hydrophone operator was glued to his set. Listening. Counting. Analysing. As the blade count went after the decoy. After distance between the Cogorian submarine and the Samarian grew. the crew let out a collective sigh of relief. On quarter power the Final Act slipped way on silent running protocol, heading towards a secondary deployment zone.


The jury rigged fleet was almost ready, the troops were beginning to embark, columns of soldiers marched along the quays to the waiting vessels. There were only two pieces needing to be sorted out before the fleet could leave. As the troops went up the gangway some strained there necks as the roar of jets streaked over head. A diplomatic plane was flying to nearby Xentherida with a secret dossier containing the military strike plan. When the plane reached it's destination the onboard collection military advisers and diplomats would advise the Xentherida authorities of the Cogorian intention to strike at the potential Samarian sites and ask them , all that Cogoria needed was a satellite pass to show the Cogorian forces where to hit. Unless they got concrete evidence the force couldn't conduct the operation.
 
Flakey City Naval Yard, Cremeden.

As a war was overhead, the Cremeish government had comissioned many ships were to built in their naval yards. Iron was being transported by train from the southern mountains and up north in Maloria. The industrial city of Frankfort in southern Cremeden was also receiving iron to manufacture arms. The arms were being put on the Cremeish merchant ships and sent to Cogoria and Kanada for purchase.

I and my fellow colleagues of the 2nd Crimson Beret Corps invite representatives from both of your nations to our field office in Avon, Kalti to discuss and sign a peace treaty establishing status quo ante bellum between your two countries and bringing the Crown Conflict to a close. I have attached a copy of the treaty below for your representatives to look over and will be more than happy to answer any questions either of you might have. I look forward to welcoming you both to Avon and concluding this conflict.

The Treaty of Avon:
The First People's Empire of Cogoria and the Kingdom of Samaria, desirous of ending the Crown Conflict which has subsisted between these two Powers, and of restoring the principles of Peace, Friendship, and good Understanding between them, have for that purpose appointed their respective Representatives, that is to say, (Cogorian Representative) and (Samarian Representative) and have agreed upon the following Articles. The Merilian League, through its appointed representative of Amélia Coelho, Head of the 2nd Crimson Beret Corps, shall oversee the ratification of this Treaty. Once the Treaty is in effect, status quo ante bellum (“the state existing before the start of the war”) shall exist between the two Powers.

ARTICLE ONE
There shall be a firm and universal Peace between the First People’s Empire of Cogoria and the Kingdom of Samaria, and between their respective Countries, Cities, and Armed Forces of every degree without exception of places or persons.

ARTICLE TWO
All combat engagement by land, sea and air shall cease as soon as this Treaty has been ratified by both parties after which orders shall be sent to the Armed Forces of the two Powers to stand down and cease from all hostilities.

ARTICLE THREE
Territorial and naval borders of the two Powers shall remain as they were before the outbreak of the Crown Conflict.

ARTICLE FOUR
All Prisoners of War taken by either side shall be returned to their respective Countries as soon as is practicable after the ratification of this Treaty.

ARTICLE FIVE
This Treaty, which shall be ratified on both sides without alteration by either of the Powers, and the ratification being mutually exchanged, shall be binding on both parties. Furthermore, this document shall be signed by the respective Representatives of the Merilian League, the First People’s Empire of Cogoria and the Kingdom of Samaria with copies being made in each nation’s official language which shall then be distributed to that country's government.

The invitation came through a fax machine in the Prime Minister's office.
Once read, he made preparations to go to Kalti. He knew about the recent attempts of signing the treaty had came to a failure, so he all sorts of background checks to see if any of his staff could be trusted. He also decided to take his private jet, and set up a decoy to make sure he didn't get killed in a motorcade.
 
The Cogorian fleet stayed moored in its position as news of a new peace treaty spread across the nation.Formations of troops kept moving to the coast though, the paranoia spawned by the memory of the last treaty's shredded remains prompting the commanders to continue marshalling their forces. On a quiet runway of an airfield near Lupagrad, Ivan Gogorovich climbed onto the Idling plane, laying the briefcase with his credentials on his lap as he took his seat. The diplomatic jet wasted no time getting airborne once its passenger was onboard, the war had gone on too long for any delays to be acceptable.
 
The motorcade began to head out, while the Prime Minister began to climb onboard his private jet, bringing with him credentials inside his briefcase. Once he got on, the planned began to take off.
 
The Samaritan private jet landed in the airport at the state capital of Avon in Kalti. The prime minister, William Staedtler, departs from the the plane, before encountering the press. He expressed his hope that the treaty will bring a conclusion to the war, before he headed to the convoy.
 
Amélia Coelho was waiting at the Aeroporto Internacional de Sea Harbour (Sea Harbor International Airport ... the main airport of Avon, Kalti) for the delegations from Cogoria and Samaria to arrive. While waiting she had headed off to the employee section of the private terminal to work out at the gym and to get in some yoga practice. Amélia knew that there was going to be a lot of tension between the two parties and even though they were signing a status quo treaty, she still felt wary that the two delegations would actually go through with it. Better safe than sorry she thought to herself as she worked through her various yoga poses to relax and set her mind at ease. Sometime later she was interrupted by a knock at the door; it was her second in command, Sofia Novo, "ma'am, the diplomatic jet from Samaria has already arrived with Prime Minister William Staedtler and his convoy having left a short while ago before any proper introductions could be made. The Cogorians are still due to land a little later, are you going to greet them or shall I?" Amélia finished the workout she was in the middle of to respond, "give me fifteen minutes to get in a quick shower then I'll be outside to greet the Cogorians when they land."
 
The plane circled the Avon airport as it waited for a runway to be authorised, on board Ivan Gogorovich made himself ready, secreting a few choice ceramic blades about his person. As a Clerk of Zhukovs personal Administrative Office, he was not the most likely candidate for a treaty signing, however he was chosen for his talents and dedication. He would sign the treaty on behalf of his beloved homeland, hopefully ushering in a period of peace before the next corrupt foreign imperialist regime tried to force its will on his people. However he had strict orders should the Samarians tear up this treaty like the last, he was to kill their representative to send a message that there would be no further attempts at peace. This was the last hurrah for the diplomatic peace process, should it fail the conflict would only end in fire and blood with the first drops being those of the Samarian PM. Ivan hoped it would not come to that, he was authorised with full plenipotentiary powers to sign whatever the Rose League's diplomats put in front of him and he intended to use those powers to spare his nation any further bloodshed.


Circling one last time the diplomatic jet made its final approach. As with all things Cogorian built it was not easy on the eyes, instead it conveyed a rugged reliability that seemed to say "This plane can carry diplomats or commandos". As the stairs pulled up alongside the aircraft the door swung open, and Clerk 1st Class of the Chairman's State Administrative Division Ivan Gogorovich stepped down, ready to meet his counterparts from the Rose League.
 
As the convoy head to the field office of the 2nd Crimson Beret Corps in Avon, Staedtler was thinking what was to happen. He thought about what Cogoria would do if he didn't sign, but he knew that all he needed to do is to just sign the treaty for if doesn't, the war will continue, and the end results wouldn't be in Samaria's favor.
 
As the Cogorian diplomatic jet landed, Amélia was still not in a better mood despite her yoga workout which she had hoped would relieve some of her annoyance. Sofia was standing next to her and upon seeing that the Cogorians had sent one of their diplomats instead of Zhukov, she made a remark to Amélia, "it looks like the Cogorians actually sent a diplomat... that's good on them since there have been reports of civil unrest in both Cogoria and Samaria lately. And with the Samarian Prime Minister here instead of a diplomat, he can't easily deal with any civil unrest that crops up. Quite frankly he should be home working with his king and government to stabilize the country and fix the issues facing their people instead of being here. Doesn't really matter though does it? At the end of the day both Zhukov and Staedtler are going to have to sign the treaty anyways. Having a diplomat here to oversee and sign the treaty just generates bureaucratic red tape so I guess the Samarians wanted to cut down on that and just get to the heart of the matter. That or they had no diplomats left to send, what with government officials dying left and right because of a failure to sign the original peace treaty..." Amélia chuckled to herself and cut off Sofia before she could continue rambling, "now, now... no need to be so harsh to the Samarian's or their Prime Minister. While I am glad that he decided to make the trip down to sign the peace treaty, I do agree with you that they should have sent a diplomat since our original invitation did state representatives of both governments should be here. É a vida... Shall we go greet the Cogorian diplomat?" Sofia looked off in the distance before answering, "let's... this war has dragged on long enough as it is." Amélia and Sofia walked over to greet the Cogorian diplomat and welcome him to Avon before getting back in their car to drive back to the HQ of the 2nd Crimson Beret Corps.
 
The Samaritan convoy has reached the field office of the 2nd Crimson Beret Corps, and is awaiting the representatives for the Merilian League.
 
Having arrived back at their office, Sofia went and made sure that the conference room was prepared and that copies of the treaty were available in Merilian, Cogorian and Mercanti. Amélia on the other hand went to greet the Samarian Prime Minister, "welcome Senhor Staedtler to Avon and to our field office. I apologize that we weren't able to formally meet you at the airport but you landed and then left in quite a hurry that we didn't get a chance to welcome you then. Regardless, you are here now and my second in command, Sofia, is off in the conference room with copies of the treaty ready for all to sign. Though we do ask for your patience in signing the treaty as we will not recognize it as formally ending the hostilities of the Crown Conflict until the Cogorian representative has arrived and signed it in addition to myself. And the only reason that I will be signing the treaty is as witness that both you and Senhor Gogorovich signed the treaty in good faith and in the spirit of working towards a better future."
 
Ivan Gogorovich walked into the office, the case in his left hand weighed heavily, the responsibility it represented seemed similar to a ton of bricks. Not making eye contact with the Samaritan Pm, he sat himself at the table. Opening the case he removed the fountain pen he'd been issued to sign the treaty with, and laying out the forms confirming his plenipotentiary status. Finally set up, he turned towards Amélia he gave a slight nod and in nearly accentless Merilia he addressed the room "On behalf of the First People's Empire of Cogoria, in the name of her people, in the name of the Czarina Apparent Rokotov and in the name of People's Commissar for Government Zhukov, I Igor Gogorovich formally represent the will of the nation. With the power vested in me I stand ready to sign and ratify the treaty proposed by the Crimson Berets" Licking his lips he then repeated the words in Mercanti for the benefit of the Samaritan representatives. With the formal declaration finished he relaxed into his seat and awaited the document to end officially end the war.
