This union is for nations to support with each other as well as providing a platform for prosperity, with more influencial nations helping other, less financially able and prosperous nations.

Funds raised by membership fees as well as Celestial Union (CU) projects shall be used for the following
  • Military Funding
  • Humanitarian Projects
  • Disaster Relief

As this union is about helping smaller nations grow, we believe that influential nations gain more seats with larger membership fees but with less support from the union. Membership fees are as follows
  • 1 seat: 250k - 500k Klygla with 4x support payout when needed
  • 2 seats: 550k - 800k Klyga with 3x support payout when needed
  • 3 seats: $1mil and over with 2x support payout when needed

Elections are held the first Tuesday of every 3 months for the Chancellor of the Union (once we hit 5 members).
Bills can be proposed by any member, and bills are binding unless you opt-out with permission of the Chancellor and a valid reason.
Any nation is welcome and may be part of any other alliances.

Free Trade Bill
All nations shall cut all protective measures which relate to trade to any other Celestial Union Member. This will increase free trade between countries. This bill also establishes the Celestial Free Trade Zone for its members.
Visa Regulation Bill
Visiting any member country for less than 90 days shall not require a visa. This bill also promotes the disarmament of touching member borders.

Free Trade Bill

Chancellor Curio,
The Empire of Xagill wishes to present the Free Trade Bill. This Bill will result in a further economic output for smaller countries, helping them becoming stronger in this union, further helping all countries in terms of need. We do understand that some countries may benefit more than other but it is for the good of humanity. Thank you Mr Chancellor.

Chancellor Curio,
The Empire of Xagill presents the Visa Regulation Bill. This bill will reduce paperwork for visitors for member countries allowing all citizens to enjoy the culture and provide tourism to other member states. We note the 90 day rule in order to stop permanent migration to more advanced countries for better pay and living conditions for smaller and poorer states due possible mistreatment for these citizens. Thank you Mr Chancellor.

I, Tom Anderson, on behalf of The Empire of Xagill, vote aye for CA#1 and CA#2.

Noting that both parties have voted Aye for CA#1 and CA#2, both bills pass into law.
 
I, Mitchell de Curio, on behalf of the founding nation, Xagill believe that a constitution is needed for the Union and thus present this draft. This shall require much debate before going to vote and will be the founding consitution and shall be enforced upon all member states that apply for the Celestial Union.

Article 1:
The Celestial Parliament shall be the legislative body of the Union. It shall have the power to pass resolutions of international law within the Union.

All member states have an opt-out right for resolutions, however by default they are binding. Should a nation deem it necessary to use their opt-out right, their lead representative must declare it before Parliament after the resolution is passed. There must be a valid reason for this opt-out and will be approved or disapproved by the Union Chancellor.

Each nation may send up to 3 representatives to the parliament.

Article 2:
When passing a resolution, a majority of at least 50% must be reached in order for the resolution to become law.

The parliament shall also be presided over by the Chancellor, elected every three months. The Chancellor, may serve two consecutive terms maximum, after which they cannot run for a third consecutive term.

The Union Chancellor shall have the power to call votes and shall keep debates and discussion civil by any means necessary, within reason.

Any member state that wishes to stand in the election may submit one of their Celestial Representatives as a candidate for their nation. While this Constitution shall not mandate that this candidate be a nation's lead representative, it is highly encouraged. Each nation shall vote for Union Chancellor during a session of Parliament, and nations cannot vote for their own candidates.

Article 3:
The member states shall pay membership dues to the Celestial Union every year. These payments shall be compiled into the Celestial Treasury that can be used for financial support and international aid, as well as other reasons that may be determined by Parliament.

Article 4:
Any attack by a non-Union member against a Celestial Union member state is considered an attack against them all. This Constitution mandates that all member states take measures to defend the member state being attacked.

If a member state attacks a non-member state, the other member states are not required to assist the member state attacking the non-member state. The courses of action of the other member states shall not be restricted by this Constitution, nor the Parliament.

Article 5:
Amendments to this Constitution may be proposed during a session of Parliament and shall be voted on like any other resolution. However, as they are constitutional amendments, if passed, the opt-out is not available.
