The Sangatha (सङाथा), also known in Mercanti as the Organization for Mutual Development, is a brotherhood of states united in cultural solidarity and diversity, as well as a shared commitment to peace and freedom at home and abroad. Formerly known as the Syrixian Commonwealth, the Sangatha was founded with the signing of the Treaty of Pataliputra in 1954 and both reformed and broadened into the modern Sangatha in 1998. Its headquarters are currently located at the Jade Palace in Pataliputra, Syrixian Empire.

SANGATHA INITIATIVES:

The Sangatha Initiative for Cultural Enrichment is meant for the purpose of encouraging cultural enrichment programs amongst the members of the Sangatha, such as archaeological digs, translating important works into various parties' languages, cultural exchange and awareness programs and initiatives, etc. It could also host awards ceremonies for cultural achievements, such as the Sangatha Academy Film Awards ("the Safas"). It is also in charge of running the biannual Sangatha Games.

The Sangatha Free Trade Initiative is meant for the purpose of encouraging free trade. In addition, if they wish, members are able to designate each other with Accelerated Trade Status, akin to a "Most Favored Nation" designation.

The Sangatha Security Consortium, the only opt-out initiative for members, is meant for the purpose of the mutual defense of the parties to it and of the coordination of joint military activities and initiatives. Leadership of the Consortium passes between each member nation every year.

The Sangatha Monetary Fund is meant for the purpose of contributing to sustainable development across the Sangatha in the context of effective, responsive and accountable moneylending. Its funds are gathered through annual payments by member states, though members can make additional payments if they so choose.

The Sangatha Initiative for Scientific Enrichment is meant for the purposes of encouraging mutual scientific research in the form of such things as joint research projects and initiatives in a variety of fields from nuclear research to medical research, etc., joint space missions and initiatives, etc.

The Sangatha Health and Humanitarian Initiative is meant for the purposes of coordinating any and all extant and possible future humanitarian efforts both inside and outside of the Sangatha. Dear Rajesh III,
On behalf of the Socialist State of ABC and all its people, I hereby ask for acceptance into The Commonwealth. Far before its creation, the people of ABC were Syrixians. They lived in Syrixia, spoke the native language, and shared the same culture. At one point though, a group of adventurous (and rather progressive) Syrixians voyaged out to sea in search of new land. They had planned to search a specific spot for land and headed that way. A great storm blew their ship off path and far away from where they had intended to go. They ended up and an extremely large island with no natuve inhabitants. Having no sense of where they were, they could not return home. They longed to return home, but couldn't without knowing where they were. Being progressive, the people elected a government to make decisions. Land was cleared and eventually the city of Verum was built. The culture of the Syrixians remained the same and has to this day remained almost identicle. The population grew and eventually came to be to what it is in this day and time. Finally, with modern technology in the early 20th century, the Alphasians figured out where they were and now hope to join The Commonwealth, to be close to Syrixia once more.

After discussions with Syrixia, ABC, would like to explain its connection to Syrixia:

0 AD: A group of August dissidents splits from the group that would eventually go to Esroniet. They land on an island, led by a renegade aristocrat whose name is lost to history. Most people today refer to him by the nickname "Alpha Verum". He would give his name to the country.

2 AD: The August dissidents land in ABC. They set up a colony known as Verum. As time passes, other cities sprout along the coasts.

200 AD: The first expeditions into the island's interior with the purpose of settling happen.

500 AD: By this point, city-states exist all over the island. The city-state of Eboracum is the dominant state. Eboracum begins to expand its dominion, and in later years the other cities follow suit.

700 AD: By this point, seven kingdoms dot the island. After the Council of Verum, a pivotal historical meeting between the kingdoms in 697 AD, it is decided that the greater region, the island, is to be named ABC; A for Alpha Verum, the explorer, and BC for Bibractia Caldonensis, the region of ABC where Verum landed.

900 AD: After a long period of hegemony over the island, Eboracum is challenged by Verum, whose king, Decanius IV, wishes to establish a power base of his own. Verum leads a coalition of 4 of the kingdoms (including itself), while 2 kingdoms stay allied with Eboracum. The War of the Powers rages, and Verum's coalition wins in 910.

1600: Syrixian traders had started trading with the kingdoms of ABC earlier, but now the Syrixian Empire decided to land in ABC for the purpose of colonization. Verum is conquered first and is made the capital of the colony of Alphasia. Eboracum, ironically, is the last city standing, and the Empire places a siege on the city. King Rilis XII of Eboracum dies in 1618, and two years later, the city falls.

1865: After the liberation of Esroniet, ABC becomes inspired, but instead of a revolution, the island petitions the Empire for self-governance. The Dominion of Alphasia is created. By this point Syrixian culture has all but replaced most of the Latin culture of the island. Rakanism is the largest faith, and Mercanti (English) is the most spoken language with smaller groups speaking Alphasian (Latin) and Syrixian. The island's primary ethnic group is the Syrixian-Alphasian hybrid race, while there are minorities of Syrixians dotting the island. There is also a small population of pure Alphasians.

1989: After a referendum, Alphasia is renamed to its old name, ABC, (though its demonym remains "Alphasian") and gains full sovereignty. ABC joins the Commonwealth. The first Prime Minister of ABC, Rilis Singh, assumes power soon after following the first general election, in which the Law and Justice Party, a conservative party, won the most seats. Singh was the mayor of Vayaram (Most cities in ABC were renamed when the Empire took over) before assuming the Prime Ministership.

1992: A bill is put forward by a group of pure Alphasians to change the name of the capital Vayaram back to Verum citing 'historical significance'. After a decision by parliament, the capital regains its former name.

2016: Avis Axl, a member of the small pure Alphasian community, becomes Prime Minister of ABC. His party, the Liberal Democratic Party, is more of a catch-all party, believing in some conservative, but mostly leftist policies. Avis Axl is the current leader of ABC.

It is with great honor that I, President Avrohom Kadish, with the will and consent of the Iraelian Knesset, request to join the Commonwealth. Our history extends way back to 1609 when the first Syrixian Colonists came to Iraelia. At the time, our people were brutally oppressed by the Shaivan States and scattered to the winds. The Syrixians, in all their kindness, restored our standing in our ethnic homeland. Ever since then, we have been loyal to the Syrixian Empire. We were the last colony to gain independence from Syrixia in 1949, a testament to our loyalty. Noting this shared history, it is with great humility that I request, on behalf of the Iraelian people, entrance into the Commonwealth.

The story of the Iraelian people is one of hardship, resolve, loyalty, honor, and strength. The Empire would be more than welcome to accept the State of Iraelia into the Commonwealth.
 
Lessen restrictions on travel for citizens between Commonwealth members. Maybe visa free travel. It could be opt in. This would create more tourism and movement between us.
 
Iraelia would support a pseudo-open border policy. Not a complete relaxation of customs barriers, but policies that make it easier for people and goods to move between Commonwealth nations.

THE COMMONWEALTH
OFFICE OF SECRETARY GENERAL

Commonwealth representatives,

First, I must thank Deputy Secretary General Imber Barak of Iraelia for his outstanding work as Acting Secretary General during my illness. Secondly, I wish to inform you all that I have petitioned the Head of the Commonwealth to call a session of the Council at His Majesty's earliest convenience.

As you all are likely aware, there have been escalating tensions in the Strait of Genovia off the southern coast of Benolia in recent weeks. The nation of Ereion, a failed state ruled by factions of pirates and warlords, has sabotaged Benolian shipments and provoked minor conflicts with naval patrol ships in the Strait. Using advanced, military grade equipment, they have managed to pillaged civilian cargo and merchant ships and cost Benolian industries billions of drachmas.

The political and military situation in Ereion is delicate. After the collapse of the oligarchic government in 2015, remnants of the nation's military have taken control of strategic geographical regions in an attempt to restore the government-in-exile. The nation's de jure capital has been reduced to a graveyard. The de facto capital, Ereion Bay, is a 'port in the storm'. Several pirate factions now control the Bay, and have established a strict code of conduct. Disorder is not tolerated, and faction relations do not matter.

Benolian military officials have been wary of military action to control the pirate situation in the Strait. They fear that further escalation could trigger war, but also recognise that the status quo can not be tollerated. The Commonwealth Charter reaffirms our collective values and common goals. Among them are the maintenance international peace and security. Action must be taken, and we wish to extend a plea to our allies and friends to help us establish peace in the region. I wish to discuss the possibility of combined defence action in the Genovian Strait to protect shipments and a possible joint coalition force to restore order in the Ereion nation. Through combined action, we can affirm our common principles and our position as a global force for good.

It is only befitting that we send our utmost gratitude to Deputy Secretary-General Barak for his hard work. The Empire welcomes you graciously back to the Commonwealth Council, and we are very happy to hear you are in good health once more.

The situation in Ereion is gravely concerning. The Empire fervently believes in and is committed to the safety of all Commonwealth members, and no longer can the pirate threat lurking in Ereion be ignored, lest Benolia continue to be endangered by it.

As mentioned, the political and military situation in Ereion is delicate. Military factions control various sectors of the nation, pirates control Ereion's bay, and the old capital of Ereion is now naught more than ruins; and all of this lingers just south of the Benolian isles.

I shall be present at the Golden Palace for the meeting recently called by His Majesty. It's time we dealt with this.

THE COMMONWEALTH
"Brotherhood and Solidarity Eternal"

Commonwealth representatives,

By order of His Imperial Majesty, the representatives to the Commonwealth Council shall convene at the Golden Palace to discuss the matter in Ereion and Benolia. Further meetings may be scheduled at the pleasure of the Secretary-General.
 
Imber Barak had only been in Pataliputra for a few hours. He was feeling the fatigue of the flight, but he had declined to rest in his quarters when the Commonwealth assembly was imminent. There would be time to rest afterwards. He took a sip of water as one of his aides passed him a file on the Ereion and Benolian situation, settling into the Deputy Secretary General chair.
 
Alexander hadn’t originally planned on arriving in Pataliputra as early as he did. Taking the opportunity to explore the massive city, Mr. Nicoli eventually found himself in “Levant Town”, a small district of Benolian and Ereion migrants. He entered a small cafe and ordered an ellinikos, a strong coffee, and an amygdalota, a sweet biscuit.

With his stomach appeased, Mr. Nicoli arrived at the Golden Palace with about half an hour to spare. He navigated the wide halls of the palace until he reached the Council Room.

Mr. Barak was already seated when he walked in, only looking up from his files to exchange brief greetings with the Secretary General. Alexander took his seat next to his Deputy and waited for the others to arrive.
 
Frederick Sardana quickly rechecked and looked once more over the documents he had brought with him to Pataliputra, making double sure that everything was in order, while his cab driver was waiting on a traffic signal.

He had little issue finding his way around the immense city, given that he had visited the Syrixian capital one prior summer for a vacation. And neither did he have any issues reading the signs or communicating with the people, for even if his family weren't already ethnically Syrixian, the public school system in his homeland of Thenaca made it a mandatory 2nd language.

He used a simple cream-colored hand cloth to wipe the sweat from his forehead, both from the high heat of a Syrixian summer, and from his nerves about being late to the meeting. It didn't help that he unluckily chose a cab that had a broken air-conditioner. "Always my luck...!" He thought as he let out a warm sigh, imagining he could get there faster just by walking.

"How much longer, driver?" He asked, impatiently tapping his foot as the wait at the light began to aggravate him.

The cab driver just shrugged. "Your guess is as good as mine, friend. Hehehe" He chuckled, looking on ahead at the numerous intersections still left to cross before Frederick could reach where he needed to be...
 
“Good morning, everyone.” Representative Nicoli says, flatly. “I’m sure you have all been briefed on the situation at hand by your respective intelligence services, so let’s just get on with the discussion.”

He paused to sift through some paperwork, adjusting his glasses.

“My government is asking for Commonwealth support for anti-piracy measures in the Strait of Genovia. There have been increased provocations from Ereion pirates in recent months, some involving the hijacking of cargo ships until ransoms are paid, while most involve simply unloading cargo onto small transport ships.

My first request, I hope, will be rather uncontroversial; deploying armed security forces on commercial vessels travelling through the Strait as well as the Argent Sea. While this is a break with shipping practices and tradition, it will effectively prevent further hijackings and is widely seen as appropriate within the Benolian defence community.

Secondly, I request your nations provide what they can to support and defend us as allies and as friends. All contributions are voluntary, and I would like to know which nations will be willing to help out.

Many have expressed fears that after this piracy mess has been contained and Commonwealth vessels return to their home countries, the vacuum of power that exists in the region will allow for a resurgence of pirate activities. It is widely agreed that a permanent naval presence in the region will be required.”
 
Alexander Marston looked out the window from his vehicle, running though possibly scenarios in his mind...

"Alex, you remember your briefings?"

"What? Oh, yes Alto, no agreements to anything military, nothing that breaches META agreements, etc..."

"Good, also, we're here, get ready."

Alexander opened the door and walked up to the Golden Palace and was ushered in by the Sentinels. He then made his way to the Commonwealth wing and joined the other representatives.
 
Locan’ took deep breaths as he exited the airport, the sultry spiced airs of Pataliputra rubbing on him. He put down his luggage to straighten his golden tie once more, wiping his forehead from the assault of the sun's rays. [bgcolor=#fff]“Estas Siri?o,”[/bgcolor] he said to himself, [bgcolor=#fff]“kaj mi estas nur flugilo de ma?ino.”

This is Syrixia, and I'm just a pinion of a machine.

It ‘d be a first time in a long time that Demescians discussed military action. A few minutes later Locan’ was in a taxi headed towards the palace.

He came in just in time to hear Nicoli's remarks.

Locan' went to his seat, setting down his suitcase. He spoke an accented tongue of Mercanti: [bgcolor=#fff]"we, the Federal Commonwealth of Demescia, may aid—you all in the effort against piracy, dispatching fleets from La Skarletarmado as needed... Though our navy isn't as strong as it was a decade ago, I believe our chief premier—Sinjoro Iliopoulos—aims to double or even triple our assets...which should be more than enough to fend off the pirates."[/bgcolor] He took a sip of the Citronmort' (a Demescian soda) he brought with him.
 
Edrik Vants has to push down the feeling of being overwhelmed as he hurried into the Commonwealth wing of the golden palace, his two aids following close behind. Just a week ago he’d been special liaison to the Syrixian ambassador in Lamidath and now he was here to represent Austalgotha. His predecessor had political views that Algon Chopra could no longer allow. “Things have changed,” the Vizier had informed him after his appointment.

That was an understatement. While Austalgotha was still the only Vestrugatic nation in the commonwealth, Edrik had been appointed because he would need to represent Federation interests, not just the interests of his home nation. It would be up to him to find a balance between their interests at home, and their relations with the empire and her other former colonies.

He quickly found his seat and had barely sat down when the Benolian Representative began speaking. When Nicoli finished speaking Edrik took a moment before deciding to respond.

“Austalgotha offers their support against these pirates in what capacity we can,” he said. “I do wonder however whether arming merchant ships is a good idea. We’re talking about putting troops on hundreds of ships. The practicality of that and the cost I think would make that impossible. Nor do I think it will stop the high jackings, but will instead lead to violence and the deaths of our merchantmen.

“You’re second point of having a permanent naval presence in the area is the better idea, and I think the only necessary one, to combat these pirates. A single naval cruiser can protect hundreds of ships at a fraction of the cost and manpower than putting armed security personnel on every ship passing through the area.

“I do have some questions. How much regional support do these pirates have in the area, and are they receiving support from any legitimate governments that may escalate any conflict once our naval forces start arriving in the area?”
 
"First, I would like to thank Mr. Locan and Mr. Vants for pledging their nations' support. There is strength in numbers, and your generosity will be remembered.

Forgive me, Mr. Vants, for I believe you misunderstood what my nation is requesting.

We are not, in fact, talking about putting troops on hundreds of ships. These would be private security agents, contracted by ship owners. No money is needed from your government. What we do need is authorisation to allow these security groups to operate on the vessels, and perhaps man power to establish a joint training programme to certify that these security agents will act according to our expectations. If trained right, they can in fact prevent further bloodshed.

As to your second point, are you fully aware the operational costs of running a fleet of ships? And, if I may add, if a permanent naval presence was all that was required, do you honestly believe we would be here asking for international support?

Don't bother answering, as these are rhetorical questions. The Benolian Navy may be on the smaller side, but our ships are among the most advanced in the world. The enemy we are facing simply can not be defeated by conventional means.

Finally, the pirates are not receiving any international support as far as our intelligence services can determine. There is no legitimate government in the nation of Ereion at this time, at least none that my nation is willing to recognise. Are there any further questions?"
 
Edrik felt his hackles raise at the condescending tone of the Benolian Representative. He had forgotten how unprofessional things could be outside of the Federation. He stood and addressed Nicoli directly.

“Sir I came here to protect my nations interest, asses the situation, and to be appraised fully of the situation so I can report back to my superiors. If my asking questions has so offended you that you feel the need to respond in such a manner as you just did, as if I was an idiot and below your concern, then it’s quite obvious that I’m wasting my time here. As such the Republic of Austalgotha will not, in fact, be providing any assistance.

“So, have a pleasant day.” He bowed formally and then turned and walked out, his aids following close behind.
 
Alexandro took a sip of tea as the Austalgothan representative ranted in front of him. Despite the harsh words, Mr. Nicoli appeared unfazed, as though he had expected such a situation. When all of Mr. Vants aids had left the chamber, he spoke calmly, "If any of you wish to follow our friend Edrik out the door, be my guest. We have no time for childish outbursts. As you all know, this is a delicate situation. It is in times like these that our true allies are revealed."

Mr. Nicoli is tapped on the shoulder by an aid, who hands him a cell phone. “It’s the Prime Minister’s Office, sir.”

“Verry well,” he said. “If you all will excuse me, I must take this.”
 
Roshni, whilst Alexandro was on the phone, sent a message to the State Department:

Austalgothan delegates walked out of room. SG Nicoli misinterpreted Austalgothan questions and acted condescendingly. Defended own actions and discredited Edrik. Likely not to apologize. Message recommended.
Roshni then responded quickly as soon as Alexandro got off the phone. "Mr. Secretary-General, we cannot risk an international incident at this point in time. I...regret what happened with the Austalgothans but we must still act quickly on the topic at hand."

SUBJECT: Commonwealth Meeting

I am sure that in due time, if not already, you will have received a report on the most recent meeting of the Commonwealth Council from Councilor Vants. I felt it to be prudent that you hear it from my point of view as well.

As you may know, Secretary-General Nicoli made a set of remarks today that Councilor Vants took to be both condescending and offensive. I would like to, at this point, take the opportunity to note that Councilor Vants was, in our opinion, correct. In this capacity I will be speaking to Mr. Nicoli about the matter personally following the meeting.

However, the State Department nor I are writing this just to take a side. Ultimately, regardless of who was correct or not, it is in the Empire's interest, and in the best interest of all Commonwealth members, for there to exist brotherhood and solidarity, as the Commonwealth's motto so states.

I cannot guarantee that the Benolian Republic will deliver a statement of apology for Mr. Nicoli's actions, as I nor the State Department speak for them. I can, however, say that you may rest assured that this will not be simply brushed off or swept under the rug, as I stated before.

I can also ask that, regardless of whether the Benolians release a statement of apology or not, Austalgotha not seek retribution or retaliation. As I said to Mr. Nicoli just after Councilor Vants departed the Golden Palace, let us not start an international incident over what was originally a discussion about bands of pirates.

Nicoli reintered the room as Azad began to speak.

After the Councillor had finished, Nicoli responded. "The excitement of the morning should not give way to hasty decisions. We shall take our time to formulate a plan that works for everyone.

Now, then, are there any further questions regarding the naval task force? I have a resolution typed up, and would like to introduce a vote to the floor."
 
"Let's see the typed resolution." Roshni said promptly, with the intention that she would second the motion if she found it satisfactory."
 
Turning behind his chair, Alex motions to a sachel and asks an aide to bring it over. He pulls a file out of the retrieved sachel.

"Here you are, ma'am," he says, placing a document in front of Ms Azad. "I have copies for all of you. Feel free to look it over and suggest any revisions." He distributes the proposals to each of the Representatives.

The Commonwealth Council,

Continuing to be concerned by the growing threat that piracy and armed robbery at sea against vessels pose to the situation in Ereion and other States in the region, as well as to international navigation, the safety of commercial maritime routes and the safety of seafarers and other persons, and also concerned by the increased level of violence employed by pirates and persons involved in armed robbery at sea off the coast of Ereion,

Emphasizing the importance of finding a comprehensive solution to the problem of piracy and armed robbery at sea off the coast of Ereion,

Stressing the need to tackle the underlying causes of piracy, thus contributing to a permanent eradication of piracy and armed robbery at sea off the coast of Ereion and illegal activities connected therewith,

Calls upon Member States that have the capacity to do so, to take part in the fight against piracy and armed robbery at sea off the coast of Ereion, in particular by deploying naval vessels, arms and military aircraft and through seizures and disposition of boats, vessels, arms and other related equipment used in the commission of piracy and armed robbery at sea off the coast of Ereion, or for which there are reasonable
grounds for suspecting such use,

Recognizes that the ongoing instability in Ereion is one of the underlying causes of the problem of piracy and contributes to the problem of piracy and armed robbery at sea off the coast of Ereion, and stresses the need for a comprehensive response to tackle piracy and its underlying causes by Member States and the international community at large,

Calls upon Member States and other States or organizations cooperating with the Commonwealth in the fight against piracy off the coast of Ereion to further increase their coordination to effectively deter, prevent and respond to pirate attacks,

Underlining the importance of addressing the problems caused by the lack of de jure judicial system within Ereion to effectively prosecute suspected pirates,

Commending those Member States that have amended their domestic law in order to criminalize piracy and facilitate the prosecution of suspected pirates in their national courts, and stressing the need for Member States to continue their efforts in this regard,

Urges all Member States, especially States in the region, to criminalize piracy under their domestic law, emphasizing the importance of criminalizing incitement, facilitation, conspiracy and attempts to commit acts of piracy;

Recognizes that piracy is a crime subject to universal jurisdiction and in that regard reiterates its call on States to favourably consider the prosecution of suspected, and imprisonment of convicted, pirates apprehended off the coast of Ereion,

Underlines the need to investigate and prosecute those who illicitly finance, plan, organize, or unlawfully profit from pirate attacks off the coast of Ereion, recognizing that individuals and entities who incite or intentionally facilitate an act of piracy are themselves engaging in piracy,

Invites Member States to examine their domestic legal frameworks for detention at sea of suspected pirates to ensure that their laws provide reasonable procedures, and also invites States to examine domestic procedures for the preservation of evidence that may be used in criminal proceedings to ensure the admissibility of such evidence,

Underlines the importance of continuing to enhance the collection, preservation and transmission to competent authorities of evidence of acts of piracy and armed robbery at sea off the coast of Ereion, and welcomes work of industry groups to assist in providing guidance to seafarers on preservation of crime scenes following acts of piracy, noting the importance for the successful prosecution of acts of piracy of enabling seafarers to give evidence in criminal proceedings,

Urges Member States to share evidence and information for anti-piracy law enforcement purposes with a view to ensuring effective prosecution of suspected, and imprisonment of convicted, pirates,

Requests Member States to consider measures aimed at facilitating the transfer of suspected pirates for trial within Benolia or other competent States within the region,

Emphasizes the need to ensure effective coordination of anti-piracy efforts and in that regard authorizes the Secretary-General to establish a Commonwealth Office for Maritime Crime Prevention, tasked with coordinating counter-piracy and maritime justice operations,

And urges both State and non-State actors affected by piracy, most notably the international shipping community, to provide support for the above-mentioned judicial and detention-related projects.

Continuing to be concerned by the growing threat that piracy and armed robbery at sea against vessels pose to the situation in Ereion and other States in the region, as well as to international navigation, the safety of commercial maritime routes and the safety of seafarers and other persons, and also concerned by the increased level of violence employed by pirates and persons involved in armed robbery at sea off the coast of Ereion,

Emphasizing the importance of finding a comprehensive solution to the problem of piracy and armed robbery at sea off the coast of Ereion,

Stressing the need to tackle the underlying causes of piracy, thus contributing to a permanent eradication of piracy and armed robbery at sea off the coast of Ereion and illegal activities connected therewith,

Calls upon Member States that have the capacity to do so, to take part in the fight against piracy and armed robbery at sea off the coast of Ereion, in particular by deploying naval vessels, arms and military aircraft and through seizures and disposition of boats, vessels, arms and other related equipment used in the commission of piracy and armed robbery at sea off the coast of Ereion, or for which there are reasonable
grounds for suspecting such use,

Frederick was furious at how late he had gotten. He imagined there was a a 50/50 chance that the meeting had already ended on him as he ran up the steps leading up to the entrance to the building. Barging through the entrance while carrying a standard suitcase, he was thankful to have files already ready on the topic of the day, and he knew what his answer was supposed to be.

Nearly charging through the meeting room doors, and calming himself just in time to realize the vote had started, the first words out of his mouth was:
