Dear esteemed colleagues of the AoN. I am writing to you to tell you of the opinion that the Prime Minister of the League has ordered my office to present to this body. It is of the opinion of our politicians and officials that the charter of this body is lacking in very substantial ways, it lacks terms for the Council of Nation, and even the the Secretary-General creating a near monopoly on power, lacking even a clarification for how to expand the council despite expanding it being part of the charter itself.
Though due to the large change that we are proposing we will be splitting our proposal into two separate non-competing proposals to help separate the non-vital parts from the more important amendments. Below you will find attached the two proposals with additions highlighted in green and any removals stroked out in red.

Article 3
1. The International Association of Nations shall consist of an Assembly of Nations and a Council of Nations.
2. The Assembly of Nations shall consist of the entire membership of the International Association of Nations and shall be the body responsible for drafting and passing legislation within the International Association of Nations.
3. The Assembly of Nations shall elect the Council of Nations from the membership.
3.1 The Council of Nation shall sit for 4 Months (OOC) and then shall resign, with the Secretary-General presiding over the Elections.
3.2 Individual Nations can sit for a maximum of 3 Consecutive Terms before being barred from the Council of Nations for 1 Term.
4. The Council of Nations shall consist of 5 members and rise to a maximum of 13 as the Assembly of Nations deems necessary.
4.1 The Council shall automatically expand to 7 members should 50 nations cast votes in the Election of the Council, and shall expand 2 seats for every 25 votes after.
4.2 Should the Council express a need for an expanded membership with all sitting members in agreement can propose a permanent increase to the Assembly of Nations, at their discretion.
5. The Council of Nations shall be responsible for setting the agenda of the International Association of Nations and for ensuring compliance of the legislation passed by the Assembly of Nations.
6. The Assembly of Nations and Council of Nations shall be jointly led by the Secretary-General, who is nominated by at least 50% of sitting members of the Council of Nations and confirmed by the Assembly of Nations with a plurality of votes in a multi-nominatee situation, restricted to a 40% legitimacy threshold for plurality.in majority votes.
6.1 The Secretary-General shall sit for a 6 Month Term (OOC) and their home nation shall not hold any consecutive terms in the seat of the Secretary-General.
