Given that the Argent Alliance hasn't at all worked with us so far, I'm not sure why would do Nebula the favour of letting them us our foothold to expand the Argent occupation zone, so that they can lock us out of negotiations.

Yeraennus has, at least, agreed to negotiate.

That being said, Nebula's not posted too much, so I'm willing to OOCly retcon in like communications and the like, so perhaps even if Nebula hasn't worked with us militarily, they did work to make sure that we didn't get in each other's way and the like. That would give us the trust to agree, bilaterally, to an agreement on the Imperium/Nebula occupation zones heading into the negotiations (I don't care enough to negotiate that agreement ICly, frankly - too fiddly, and it'll only be relevant for the negotiations - but we can say it /exists/).

Alternatively, you could find out where Wolfsea marched from.

Little late, but posted.
 
We have contributed air power and tangled briefly with the Rhuvish navy while it still existed. All we want is the right to set up a naval base.
Speaking of which, why haven't I been invited to negotiations?
