Out of Desperation

It is commonly known that in recent months, since Queen Diana Wrokford brought the national coffers to it's knees, Cronaal has been suffering economic disaster, job shortages, mass homelessness and famine. This has had an adverse effect on emergency services as well, fire and police services taking up to 2 hours to arrive at a scene due to the roads being blocked by abandoned vehicles and piles upon piles of rubbish, hospitals being unable to hold the hundreds, sometimes thousands, of people that have recently piled up into their waiting rooms because of disease and illnesses caused by lack of food, such as malnutrition. Our citizens resorting to such horribly, disgustingly extreme measures to avoid dying, one of the most globally known is Cannibalism, an act that Lara Kray herself considers one of the most heinous, vile acts a human can commit against another.

In that, we continue to why this is being released. Cronaal needs help, desperately and it cannot hold up by itself, the government has already appealed to the NPTO but it needs more, it needs medicines and food and more, it has been reduced to a third world nation within the space of a year. We call out with all our might to others.

We are appalled that such activities as cannibalism, homelessness, famine, and suffering could happen to Cronaal in such a quick span of time. We cannot allow this, in good faith, to continue further.

The Imperial Ministry of Foreign Affairs will be sending, with your permission, airlifts and freight ships to major cities and ports in Cronaal that shall carry such items as food, clothing, vaccines, as well as other important items. We sincerely hope this crisis ends soon, and if Cronaal needs anything more, we will be happy to assist. We stand ready and firm to help our fellow man in their time of dire need.

• The August government will exercise total sovereignty over a single urban center in the United States of Cronaal. The center will be no smaller than 2,500 citizens, and no larger than 10,000. The urban center must have an airfield, or coastal access, preferably both. The urban center is to be of an average level of development relative to Cronaal.
• In exchange for this sovereignty, the urban center in question will be supported by all aspects of Augustine government. This includes the provision of social services, education, law enforcement, and a basic standard of living.
• The urban center will be used as both a base of operations for further foreign aid by Imperium Augustum, and to test potential foreign aid measures to be rolled out into Cronaal.
• The August government will base an expeditionary force under the auspices of the Limitory Service, to assist Cronaal in on-land border control, riot control, and police.
• The Kray government will consent to the payment of a maintenance fee as incurred sovereign debt, with an interest rate of 1.5%, with the interest rate only being incurred from the withdrawal of Augustine sovereignty over the designated urban center onwards.
• The August government will create and maintain an August embassy to Cronaal in the designated urban center, which will remain sovereign territory of Imperium Augustum until the withdrawal of August sovereignty.

• The August government will deploy an Auxiliary expeditionary force to relieve emergency services in Cronaal by offering aerial support. The expeditionary force will be supported by the Aerial Military Service and Naval Military Service, to long-term deploy a single helicopter carrier, providing rapid-response police and medical airlifts within a coastal city of the Cronaali government's choice. The deployment will require the designation of a forward operating base within the city, which will become an operational management center for all August foreign aid in Cronaal.
• The August government will deploy an armed engineering detachment to ensure the viability of a road network within the aforementioned coastal city. The August government will require the capacity to utilize lethal force.
• The August government will implement a rationing scheme in the aforementioned coastal city, to provide a basic standard of living for citizens.
• The August government will indicate private property that can be converted to temporary housing, to provide a basic standard of living for citizens. The August government will perform conversions where requested, but will require the Cronaali government to undertake the process of nationalization in accordance with their own laws.
• The August government will take control of the public transport and utilities of the city until the withdrawal of the August expeditionary force.
• The Kray government will consent to the payment of a maintenance fee as incurred sovereign debt, with an interest rate of 2.5%, with the interest rate only being incurred from the withdrawal of the August expeditionary force.

• The August government will provide supplies of food and potable water to the Cronaali people. The Augustine government will perform the process of distribution itself, using uniformed servicemen. Supplies of food will also include famine relief, which consists of high-caloric density 'therapeutic food'.
• The August government will provide August service engineers and medics as an expeditionary force. The expeditionary force will manage its own supply line of medical and technical equipment, as well as logistical requirements.
• Medics will provide general practice and pediatric services, as well as general surgical services and emergency relief services. This includes specialists in nutrition science and psychiatric trauma. Psychiatric support will be provided as part of a duty of care to a limited number of patients volunteering for participation in research. Psychological research on Cronaali patients will be made available to Cronaali medical practitioners with equal detail and timeliness as it is to the August government. It is believed that such research would play a critical role in responding to the long-term effects of trauma upon the recovery and stabilization of the Cronaali state.
• Engineers will manage new urban development and infrastructure restoration projects, particularly in securing access to utilities and public goods.
• The August government will be permitted to raise and maintain a Speculatorial detachment in Cronaal, to act as a foreign intelligence asset. They will provide critical logistical and reconnaissance support to the aid effort, and greatly improve its security by producing accurate representations of prevailing sentiments and potential terrorist activity.

The Executive Board of the Office of Foreign Funding, after deliberations with the Central Bank, the Ministry of Human Services, and the Gonfaloniere, has decided to offer a loan of 1.5 billion florins to the United States of Cronaal. This offer has been approved under the OFF's Exceptional Access Policy and would, if accepted, enable the immediate disbursement of 345 million florins, with 98 million florins of that amount allocated to budget support.

The purpose of this proposed financial assistance is to help the Cronaali government address deficiencies in food production and distribution, secure internal borders, and restore certain government services. Cronaal has been designated an "Extremely Low-Income State" by the Central Bank and therefore the OFF can offer this loan at 0% interest until mid-2017. Many ELIS have made great strides towards macroeconomic stability in the past and the OFF is confident that, when put back onto her feet, Cronaal will be capable at paying this loan back in a timely fashion.

The shock of the recent famine in addition to the recent economic troubles due to the continuing situation in McMasterdonia has understandably left Cronaal with a widening government deficit. A condition of this loan offer is that the Cronaali government take steps in the right direction to secure its macroeconomic policy and put itself in a state where it can repay this loan in the future. These conditions include cuts to government spending in certain areas, wider fiscal adjustment, and maintenance of its exchange rate peg.

If this loan offer is accepted, the above conditions will be monitored by the OFF's External Compliance Board, who will ensure compliance by the Cronaali government to conditions set in the loan's terms. Looking ahead, the government of Cronaal should lay the groundwork for policies that will make the economy more resilient to external shock as well as internal disturbances such as famine, electricity and internet outages, and gaps in policing and law enforcement.

All nations encounter problems with their economy and hurdles towards their continuing success. The Office of Foreign Funding was established by the Floregasque Republic to help nations get over these hurdles and continue on a path of macroeconomic growth. We encourage the Cronaali government to take help from nations that are in a position to offer it, so that in the future it can offer its own aid to other countries in need.

An Official Address To Cronaal From Prime Minister Isaac Oudinot Of The Lancerian Empire:

The Queen-Empress and I have recognized Cronaal's need for support. To that effect, The Lancerian Empire is prepared to deploy the 1st Royal Engineers Regiment, 1st Field Hospital Regiment, the 2nd Field Ambulance Regiment, the 1e Bataillon De Police Militaire (Military Police), and the 3rd Battalion of the 3e Fusils De La Reine infantry regiment to Cronaal should you wish.

The mission goal for the Royal Engineers is to address the concerns of infrastructure. They will work to clear debris, unblock the roads, and repair and develop what infrastructure requires it within their means.

The mission goal for the 1st Field Hospital Regiment and 2nd Field Ambulance Regiment is to set up a temporary field hospital augmented with facilities such that water purification, food distribution, and medical procedures may all be conducted in support of the local populace.

The mission goal of the 1e Bataillon De Police Militaire is to maintain order, work in co-operation with local police forces, and to police the forward operating base detailed in the following paragraph below.

All of the above will be set-up in a forward operating base in which the Field Hospital will remain and which the Engineers will operate out of. Naturally, the security of our troops is of great importance, therefore, the 3rd Battalion of infantry from the 3e Fusils De La Reine will be providing security to the above regiments in addition to their own infantry attachments. This base's highest authority will be the Royal Lancerian Army in cooperation with Lancerian and Cronaal governments.

Should you chose to accept this force, it is best deployed for a medium-sized urban center. I have spoken to the officers of the Royal Lancerian Army who have also expressed their interests in operating in an urban center adjacent to the Area of Operations of Imperium Augustum, should you chose to also accept their aid, in the interests of solving this problem at a regional level instead of the local level to assist your country. As of yet, the government of The Lancerian Empire has not discussed possible co-operation with Imperium Augustum, but are interested in pursuing that possibility.
