If your captains make rash actions that your government didn't tell him to do, how is that captain a good captain? Furthermore, how does your nation even have a standing military if your captains can do whatever they want?

But, we digress. Nebula needs to leave Shei Ren. Nebula's refusal to leave is the sole obstacle to peace on Eras at the moment, not counting the recession, of course.
