Conference on the Status of Shei Ren

"We are not looking for any military confrontations with Nebula. We want to have a base here, so both you and us may help protect Shei Ren."
 
"Now then; we've talked about the first two points, you have your trade assurance, and we covered the military side of things as well. Any other things you wish to see covered before we wrap up?"
 
"We need a definite accord of sorts, something official, and we also need to tell our obnoxious neighbors to send their fleets home."
 
"I wouldn't call them obnoxious. They're doing their part to prevent a war, and here we are doing ours. But, I do agree with you concerning the accord. Nanh-san, could your Government draft it?"

"Of course." Nanh replied. "Expect the document soon."
 
The next day, the three men met once more in the Lha Shan conference hall after a good night's rest. Nanh placed the first draft of the accord on the table for both Atlas and Malachit to see.

THE TREATY OF LHA SHAN​
Concerning the status of the island of Shei Ren | Drafted and Signed in Lha Shan, Shei Ren​


PREAMBLE:
The leaders of Shei Ren, Nebula and Syrixia hereby, on this 23rd Day of September in Lha Shan, Shei Ren, do agree and decide the following points, which have been compiled here and shall be known as the Treaty of Lha Shan.

ARTICLE 1: CLARIFICATION
1. The parties from Nebula, Syrixia, and Shei Ren shall henceforth be referred to by this Treaty as "the signatories" when mentioned all together.
2. This Treaty applies to the island of Shei Ren, and that island only, as is intended. The Treaty's mandates shall not be construed to branch out to other locations.
3. Any violation of this treaty will result in serious implications for the violator. These implications shall be defined by the government of Shei Ren.

ARTICLE 2: POLITICAL AND MILITARY STATUS OF SHEI REN
1. Shei Ren shall become an independent national polity. It will have the freedom to join alliances as it so chooses, and trade with whomever it desires.
2. Shei Ren shall follow a democratic socialist system, as a compromise between socialist Nebula and capitalist Syrixia.
3a. Shei Ren shall establish the Island Guard, which will function as both its military and its police forces.
3b. Shei Ren's Island Guard will consist of an army, navy, air force, and police. Shei Ren will only use them for self-defense as well as bringing criminals to justice.
4. Shei Ren shall be known as the Communal Republic of Shei Ren. It will retain its direct democracy. Shei Ren will elect a Dau Tien, who will serve as its leader.
5. Syrixia and Nebula will both erect one military base on opposite sides of the island of Shei Ren. These bases must have the same amount of staff.
6. The capital city of Shei Ren shall be the town of Lha Shan, as it is home to the National Assembly. The Assembly will be the government of Shei Ren.

ARTICLE 3: SHEIRENI FOREIGN RELATIONS AND TRADE
1. The Treaty assures that Shei Ren will not cease trade with Nebula. Shei Ren shall be allowed to trade with whomever it desires.
2. The Treaty mandates that Shei Ren will initiate free trade with Nebula as well as free trade with Syrixia. Both Nebula and Syrixia may opt out of this clause if they desire.
3. Shei Ren will be able to join any alliances it chooses. Such alliances do indeed include the NPTO, the Faibuaizu and Helmebaine Alliances, and the Democratic Union.
4. The Treaty mandates that both Nebula and Syrixia open up embassies with Shei Ren. In turn, Shei Ren shall have embassies in Nebula and Syrixia.
5. The Coalition on Waterways is free to protect international waters as it so desires. The Treaty does not mandate the ceasing of Coalition operations.
6. Shei Ren shall have an open embassy program, to which any nation may apply.

ARTICLE 4: RATIFICATION
1. The signatories shall ratify this agreement via votes from their legislatures. (Nebulan Legislature, Sheireni National Assembly, Syrixian Parliament)
2. The Treaty shall not be ratified until all three parties give their approval. The Treaty shall be strictly enforced. Any construement is seen by the Treaty as a violation.
3. The Treaty may be annulled if all three parties agree to annull it. Otherwise, it shall remain in force.

"The draft looks good," Malachit said approvingly. "Would we keep our existing military center on the west end of the island?"
 
"Yes, that would serve as your base." Atlas said. "Syrixia's base would be on the east end, and would be the same size as yours, as the treaty mandates."
 
"It is on the Caltanian continental shelf and is just off Syrixia's coasr, so yes."
 
As Malachit signed the treaty, Foreign Minister Akshay Khan got out his own pen, and signed the document as well.

The Treaty of Lha Shan had been finalized.
