I greatly appreciate the opportunity to rejoin the office that I have always so loved. Thank you Darcania :) I plan to do the best job I possibly can in this position.

Opening Address: May 12, 2018


Citizens!

I am honored to serve as the Speaker of our esteemed Regional Assembly. Under my leadership and with the help of my deputies, I will do my best to ensure that the RA prospers. Without further ado, I hereby outline my plans for what I shall do this term:

  • Continue fast and seamless citizenship checks
  • Work on improving RA Activity by creating a series of simple dispatches explaining to citizens how the RA Works and why they should get involved
  • Potentially work with the Communications Ministry to help develop a more interesting and more engaging RA Digest
  • Bring back the Speaker's Staff to help train a new generation of people to work in, engage, and learn about the office
...and now for the moment you all have been waiting for. My deput-y!

Wonderess - Wonderess has served in other regions as a record keeper and has a good track record for being very active. They have expressed to me their great enthusiasm for the office and I am happy to welcome them onboard.

I will be inviting 2 more deputies to the office, so if you believe you have what it takes, please feel free to contact me.


Finally, I would like to thank a few people for helping me get to this point:

Pallaith - Under Pallaith I was part of the Speaker's Staff and learned many basics which helped ensure a faster transition to my position as a Deputy under Owen. He was very competent and helpful and I thank him for his efforts.

Owenstacey - Owenstacey is a natural leader. Under him, I learned many new skills, strengthened the ones I had begun learning under Pallaith, and gained a deep respect for the work of the Office, so I thank him very much for this.

Darcania - Darcania seems to be great in any office he serves in. He helped me refresh my skills, learn new ones, and was very patient when I didn't get something. For that, I truly thank him.

Knowledge
I read most of the Constitution, Bill of Rights, and most of the Law Code.. not to mention I read most of the RA Laws and on right side of my signature has the most important laws...

If you don't make me Deputy Speaker, at least make me part of the RA Staff..

I did see both, I apologize for not responding and letting you know I received them.

I am currently reviewing a few different options so it will take me about a day or so to decide on my other 2 deputies.

Deputy Appointments


The other two Deputies I've decided to appoint this term are:

McMasterdonia - Their competence in all areas of government they've served in shows that they can effectively take on all the duties required of them as a Deputy Speaker.

Yuno - They are very active, have demonstrated competence in their positions in government throughout the game, and have shown their willingness to devote dedication to everything they do.

... mcmasterdonia can't be both a Deputy Speaker and Minister. Those are government official positions in two separate branches of government.

McM expressed interest to me in being a DS.

It seems I made a mistake when giving them the position without first realizing that.

My bad. I volunteered to ABC and that particular section simply slipped my mind. Will have to wait for another opportunity to work in the Speakers office ;)

I would like to motion that Ismud's comments in the World Exposition bill be struck from public reports including the RA Digest.
 
I would like to ask abc how they plan on splitting their workload between he Speakers Office and their new role as Deputy Minister of Home Affairs because from experience, the Speakers Office takes up huge amounts of time.

Looking back at this, the speaker locked the thread without the petitioner motioning to withdraw the bill. Why was that? Without looking at standing procedures or anything, is there a time limit for discussion that was breached?

It was locked for gravedigging but I disagree with locking gravedigging RA business because people should be able to bring business back to discuss it. But I would like to know the Speakers answer to this. As far as I’m aware, the thread should only be locked if it is withdrawn or the conversation goes in the wrong direction.
 
Personally, I do not have a problem splitting the workload between these two jobs. I understand the work I need to do as Deputy Minister, having served three terms prior to this, and believe it won't be an issue for me.

Second, on the topic of the thread being locked, it was purely because of gravedigging. As far as I know, there is nothing that makes any exemptions for gravedigging here as opposed to anywhere else, though since this issue has been brought up it might be something we want to add so future Speakers can avoid this.

Wearing my admin hat i have been thinking about the way we track citizenship applications. At the moment, the Citizen application thread can sometimes get to be a muddle, with oaths, checks, replies etc.

I wonder if there is a better way of tracking citizenship applications? Perhaps instead of admins, VD and speaker all replying to applications, we ought to edit the original application, putting at the end the result of our checks. So you would get something like this ON ONE POST:

Nation: TESTNATION
I pledge loyalty to The North Pacific, obedience to her laws, and responsible action as a member of her society. I pledge to only register one nation to vote in the North Pacific. I pledge that no nation under my control will wage war against The North Pacific. I understand that if I break this oath I may permanently lose my voting privileges. In this manner, I petition the speaker for citizenship the The North Pacific.

Flemingovia - Passes Admin checks
Deropia - Passes VD Checks.
Wonderess - Passes speaker checks and granted citizenship.
McMasterdonia - Remasked.


It makes tracking a lot easier, and I think we all have ability to edit posts (if not, this could easily be sorted.)

That does seem like a good idea, I'd be open to doing that.

Of course then again, my post count would go down.

They could be tricked into granting citizenship to an applicant who edited their own post. This is problematic, since the Speaker's actions are performative and instantly grant all rights and privileges of citizenship, so removing someone improperly admitted to the RA could be fraught.

I prefer official actions by government officials to take place in posts by their official forum accounts, not edits to other's posts which can only be verified by admin.

That's a good point.
I would like to remark that things are already quite organized through the Citizenship Registry Spreadsheet, so there isn't so much of a need to do this.

I'd be willing to give it a shot if you think it will make things a bit more organized.

Yeah, that's what I said. Periodic posts by the Speaker's office confirming all accepted citizens. I imagine every so often you would post with a list of people rather than more frequent posts confirming people one or two at a time.

Hmmm okay. So maybe every few days or so we'd post the new citizens? Would we continue to post after every citizen was granted citizenship, but in the checks thread just for masking purposes?
