Guten Tag, und herzlich willkommen in Kannex! We are a strongly democratic nation with His Majesty Kaiser Franz of the House of Niemza as our glorious Emperor. House Niemza has ruled the country since nearly its independence two and a half centuries ago, under the great Kaiser Johann.

Since the 1968 Revolution overthrew the military junta, our Empire has been a democratic parliamentary system. Our legislative body is the National Congress, and its members are elected by the people. Two of our major parties are the ruling, center-right Liberale Partei and the center-left Demokratische Partei. The current Chancellor is the Honorable Hans Kreutzer. The Foreign Minister (Aussenminister) is Jurgen Reina.

Diplomatic immunity is granted on different levels, depending on diplomatic rank.

Foreign relations since 1850, then. The ruler of Kannex then was Empress Marianne.

We may have friendly relations, as long as the sovereignty of Kannex over her land, air, and waters is respected.

As the Empire allows only monogamy, Andulan travelers and expatriates in Kannex are informed that only one person, per individual, of the opposite sex may be designated the spouse for purposes of welfare, social security, etc. However, exceptions will be made for Andulan diplomatic staff.

Senso Kyoki is your King and Ambassador? It's not clear who's who.

A band of 25 armed guards seems excessive; be mindful that the Empire will provide utmost security for Embassy Row.

How about 1991?

Cannabis is not legal in the Empire of Kannex, unfortunately. The Aussenministerium would like to offer some Kannexan beer in compensation, for the ambassadorial staff's enjoyment. After a few glasses, Kannexan beer has a similar effect to cannabis. Not that any of our Ministry's officials would know. We heard it from the Home Ministry.

How about 1991?

Cannabis is not legal in the Empire of Kannex, unfortunately. The Aussenministerium would like to offer some Kannexan beer in compensation, for the ambassadorial staff's enjoyment. After a few glasses, Kannexan beer has a similar effect to cannabis. Not that any of our Ministry's officials would know. We heard it from the Home Ministry.

How Your Government Is Supposed to Work:
The national level government passes laws that create a cohesive unifying base for the country, most power is held at oblast (state) level with varied but similar laws on most subjects. The national government is a check and balance Executive (operations) / Congress (bicameral federal legislature) / Judiciary (Legal clarification.) This is overseen by the Czar (Tsar/Tzar) who signs bills into law or vetoes/line-item vetoes the legislation. The Czar is also the head of the Assembly of Oblast Governors. There is an additional check/balance for the Czar, but that matter is handled internally through the royal family. There are provisions allowing for the population to enact (temporary) suspension of the Czar's executive power requiring a 3/4 vote of the populace or congress. Another provision allows for complete sovereignty of the Czar by 2/3 vote of the population or 3/4 vote of congress.

A fair tax is collected by the national government and distributed back down to the oblast level after the federal portion is removed.

How Your Government Actually Works:
The national government generally only passes and clarifies universally accepted/major/required laws allowing for local level flexibility. They also help mediate disputes between the oblasts, run national level operations, national level projects, and coordinate/oversee certain oblast level programs. The oblast governments generally handle the day to day internal operation of the nation using the light framework of the national congress and is overseen by the Czar. Certain oblast operations are coordinated nationally and operated locally allowing cohesion and improved operation. The national government handles unifying the internal structure of the nation but mostly handles the external affairs of the nation including diplomacy, trade, transportation, military, etc.

The Czar's powers are usually not restricted or increased by popular vote. Only once in national history has the Czar's power been curtailed by popular vote and twice nearly restricted. (One vote failed, one vote ended when the reigning Czar conceded to the request of the people.)

Iris Careen Merkel is accepted as the Ceretian ambassador. Summer passes to retreats in Nordmark mountains or Sanssouci plains are available, courtesy of the Kannexan Aussenministerium (Foreign Ministry).

Countess Rebeqa Tal-Koorunett is accepted as the New Aquilan ambassador. The Aussenministerium will send some officials to learn the Aquilan language.
