The Allied States of Bustos, commonly referred to as the Allied States, is a megacorporation that has attained its own sovereignty, and is led by a royal family. In the past, it was a colony of Eluvatar and currently, is the only company of its kind in The North Pacific and consists of seven states. It is one of the world's most ethnically diverse and multicultural nations. A result of large scale immigration from many countries. The Allied States operates an open, free market driven by laissez-faire capitalism within it's territories.

We are known for our Charter of the Allied States of Bustos, more commonly known as the Charter of Rights, which laid out fundamental rights for residents and abolished slavery.

The Charter of the Allied States of Bustos​
1. The Board of Directors shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Company for a redress of grievances.
2. A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
3. No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.
4. The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.
5. No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury, except in cases arising in the land or naval forces, or in the Militia, when in actual service in time of War or public danger; nor shall any person be subject for the same offense to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.
6. In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Counsel for his defense.
7. In suits at common law, where the value in controversy shall exceed twenty golds, the right of trial by jury shall be preserved, and no fact tried by a jury, shall be otherwise re-examined in any court of the Allied States, than according to the rules of the common law.
8. The enumeration in the Charter, of certain rights, shall not be construed to deny or disparage others retained by the people.
9. The powers not delegated to the Allied States by the Charter, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
10. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the Allied States, or any place subject to their jurisdiction. Board of Directors shall have power to enforce this article by appropriate legislation.

As we are seeking Observer Status and do not qualify to become a member, we found taking the Oath of Membership would be irrelevant for our application.

Reasons for applying for Observer Status:
  • As a non-democratic nation, we know we cannot attain membership status so we seek the next best thing.
  • Despite different political views, we too desire peace and stability which will lead to growth and encouragement of global trade.
  • We are a member of the TGNPTA like some members of the Democratic Union.
  • Becoming an observer in the Democratic Union, will facilitate our ability to meet your needs to successfully achieve your goals.

We hope the quality of our application shows our sincere interest and meets your approval for consideration. It is also our hope that members of the Democratic Union will see the benefits of granting us Observer Status.

To answer the first part of your question.

We do not aspire for democratic reforms as history shows this will only allow for eventual infringement on personal freedoms by the majority. Personal rights are paramount. It has been the basis of our nation since its founding. While there is a vocal minority inside the Allied States that campaigns for democratic reforms, they are largely ignored by the majority. One could say the democratic process has defeated democracy as the majority does not want it.

To answer the second part of your question.

From our understanding of your laws, as an Observer, we would not be entitled to any benefits of the Democratic Union, outside having non-voting representation from within. In fact, we see the Observer Status as non-democratic, in of itself, as Observers cannot vote. And we are okay with that. We do not seek "protection" by becoming an Observer, if this is what you mean by the "Union" part. And as an Observer we would not expect nor ask for "protection." If we misunderstood your meaning of the "Union" part, please clarify so we can provide a better answer.
 
After careful consideration, the government of Dalies supports the admission of the Allied States as an observer nation. Dalies recognizes that the Allied States are not looking to become a democracy, but welcomes the opportunity that comes with an observing membership.

However, I still fail to see what benefits you can gain from DU membership, as you say yourself that you are ineligible for DU protection, and are not bound by its laws (seeing a you do not get to vote on them). Is it then just for the debate that you are here?
I also struggle with having a non-democratic nation in the democratic union. But that's just me, and I do honestly approve of Bustos as a nation.

We hope closer association with the DU will promote peace, stability, and trade in The North Pacific. This is our way of showing overt support for your organization, if your organization would like to have it. Having a bridge of communication already in place (by being an Observer), we can add to the pool of ideas and resources.

I also struggle with having a non-democratic nation in the democratic union.

Yet you supported Funkadelia's (an Absolute Monarchy) admittance as an Observer and Aurora Orb (an Autocratic Monarchy Democracy, which is a contradiction of terms) as a member. Your statement confuses us on why you struggle with our application when your actions have demonstrated otherwise.

I do honestly approve of Bustos as a nation.

Does this mean we have your vote of approval for becoming an Observer? If so, thank you. If not, then we thank you still, for the respect and consideration you have shown towards our nation and application.
 
Parliament has reviewed and subsequently has decided to support this application.
 
We also thank the Andulan Union and Syrixia for their votes of support.

Seeing we have an official count of 3 votes in support, making 3/13 ~ 23%, I motion that the current chairman makes a ruling on the status of my application.

IC: Seeing as the Acting Chairman has admitted a member and commented on another application; We petition again on the motion for our application to be decided on by the Acting Chairperson. Although we attained 3/13 prior to the new member's admittance. with the new member total, an official vote at 3/14 is still greater than 20% to qualify for Observer Status.
 
Our government cannot in good faith endorse the membership of this nation. We would like to see the focus of the Democratic Union be democracy, and observer status should not be granted to nations that won't even attempt to focus on this core principle. The DU is meant to be a union for democratic nations.
