"Welcome to the new embassy program, due to the destruction of all previous embassies during the Eknorve Civil War taking place in Cronaal, all previous governments shall have to re-apply for an embassy. The leading government of Eknorvia sincerely apologizes for this inconvenience and hopes the program will not have to reopened again. If such an event does occour, our government shall attempt to preserve the application documents to avoid reapplying. "

In order to apply, you must comply to several terms and then complete an application.
If 1. or 2. are not met, the nation applying shall be given a consulate and shall not be given permission for armed soldiers and vehicles.

For example, Hong Kong and Macau basically have embassies of other nations in them but they're called consulates because the embassies are reserved for, quote, "MIGHTY BEIJING." That said, if you agree with this system, I recommend you add that if you are below the 1000 per capita you can still apply but you get a consulate, aka a lower level embassy.)

Sorry, I've never heard about consulates before so i'd get some things wrong.
 
It's fine. We don't have such requirements so your embassy in Syrixia (the gallery says you have one) will remain an embassy, but would you like to respecify the one we have in Cronaal as a consulate and then drop the conversation so you can actually process whatever applications come in?
 
if i apply for a consulate/embassy when i finally meet the requirements can my consulate turn into a full on embassy or will they stay consulates and have to fully reapply for an embassy?
