The reason for being that Tourism is Tenebritia's leading industry. Therefore, it makes sense that she would have a port city with easy access to the ocean, at least by navigable river, to allow for not only immigration but also tourists from cruise lines. And in fact, we do have a port city: Mizuno City, home of the Tenebritian Football League's Sailor Scouts.
(It should also be noted that with a population as of this posting of 99 million people, Tenebritia is large enough to have at least 8 major citiies. Please take that into consideration when defining claim size.)
I'll see if I can come up with a rough approximation first, and, time permitting, a detailed count later. Keep in mind that you'll find ridiculously high densities in the long run. Axeia, I think the new location is more what you were seeking. It was difficult to make this particular correction, so this is where you are going to be unless you can find a new player to adopt your territory in exchange for a location to be named later. It is far easier to erase a name than a nation. You had better have some interesting cat species in Axeia!
