If anyone was nominated that has not accepted yet the have one hour to accept the nomination.
Actually Nominations are still open for 10 minutes. After the 10 minutes are up those who were nominated may accept or decline there nomination.

I'll note that the voting booth stated that these elections opened elections for 6 days instead of 7 this month for some reason 
I think that guy was just following the Delegate's election calendar.

If you're starting at 0000GMT, then nominations would end at 2359 on the 7th; if nominations started later than that, then it has to run to the same hour on the 8th in GMT in order to get 7 days.

As stated in the election calendar a run off election is needed for the office of Delegate and it will begin on May 20, 2012.
