Yup, we've had forums for most of our existence, actually. It'd be really hard to keep track of all the legislation without them :P
 
Well, quite a bit has happened since I last posted. This is a long one, sorry guys :/

Here is the results of our Election:
  • Welsh Cowboy (Independent) was elected President.
  • The Wiggle (Synarist Party) was elected Vice President.
  • Aaraya (New Capitalist Party), Birkinghamia (Synarist Party), Commonwealth (Synarist Party), Minecraftia (Independent), and Zaharawi (Independent) were elected to the Congress.
  • Birkinghamia (my main nation, actually) was later elected within Congress to the position of Speaker.
  • Whovian Islands was later appointed to Chief Justice, which has been approved by Congress.
Currently, Congress, in collaboration with the President, other government officials, and ordinary citizens are working on a Regional Code of Law.

In other news, guess who came back, again?! Yes, our lovely friend Gladia, as Dromerdeener. He arrived during the first day of the elections (Friday).

Because of his past history, I would have banned him from the forums on the spot. However, he didn't make it so easy for us to figure out he was Gladia.

He signed up to the forums with a proxy IP, in order to vote, but I told him that we had no way of knowing whether his vote was a fraud vote or not (recall, at this time we didn't know he was Gladia). So, he proceeded to post somewhere on the forums with an ordinary IP, which was different than Gladia's. This gave him the okay to vote and participate.

Then just a few hours ago, he told me via TG that he was Gladia (http://i.imgur.com/N8gxk.jpg), and then proceeded to send most of the members of our region this message: http://i.imgur.com/Clpzl.png

Recall from above, Welsh Cowboy is our newly elected President. A member of our region contacted the NS mods to ask if it was a legitimate telegram, and the mod stated that he/she believed that the TG was probably photo-shopped (but wasn't 100% sure).

Having spent a bit more time examining the image, I believe it to be photoshopped. What should be a horizontal rule under Welsh Cowboy II instead appears to be a series of dashes. Also, the two checkboxes are too small. It's not definitive proof (as I have access to only two browsers, neither of them a phone), but it looks shopped to me.
This leads me to believe that he is trying to ruin Welsh Cowboy's reputation (Dromerdeener stated, "The telegram is accurate and correct. Believe it or not, but it is real. You would only be hurting yourself to ignore it.")

Then he stated that he deserved a trial before being banned. However, our new chief Justice stated:

Much of what Dromeerdeener says regarding due process for broken laws, etc. is true - but may, in fact, be irrelevant in his situation.

Let me explain. If the only thing that he has done (or is accused of having done) is "breaking a law" - then yes, there should be a trial, in which he would have the right to argue for his own defense, etc. Even if the accusation against him is treason.

But there is an extremely important distinction which he is overlooking (or, possibly, ignoring and hoping we won't see).

If he committed an act of treason (i.e. while he was a citizen) - yes, punishment must be preceded by due process.

However, protecting the region is something different from punishing the traitor - and may well include - indeed, may well demand swift action on the part of the president (or the vice president, acting in his stead - if the need for action to protect the region was immediate and the president was not available).

(Further, if he attacked the region while not a citizen of the region, then it is not at all a case of "breaking the law" - or even "treason" - it is, purely and simply, an act of war. In that case, the Supreme Court has no role. In such cases, the constitutional response is a declaration of war from the Congress - or, again, if a more immediate response is required by the circumstances, then immediate responsive action is indeed within the perview of the president (or acting president)).

(For example: When Trilobitia launched his "denial-of-service" attack on the Region forum, he was not a citizen (having left the region of his own accord (even though subsequently banned after his voluntary departure)). Therefore that attack was not a question at all of "breaking a law" or not - it was entirely an attack from a foreign region (or more accurately, a single nation from a foreign region). So, "breaking the law" was never the issue, nor was due legal trial processes, etc. Simply did not apply because he was not a citizen of the region - again, having left of his own accord before his attack.)

As far as I'm concerned, the president (or VP, in his absence) has full authority to protect the region from further damage from a known attacker.

(That said - I think there's lots of mistakes and sloppiness in our current constitution which we should address - but really, none of it helps Gladia's arguments).
In essence, he's screwed around with our region enough. I put my foot down on this issue, in order to protect DUAN's regional and democratic integrity, and banned him from the region and his IP's from the forums.

Quick update:

A trial was never held for Gladia, as there were no laws (legal trials cannot be held without the presence of laws).

In the President's first 10 to 15 days of office, he has completed most of his promised tasks, which is great!

Next election: August 24, 2012.
 
Everything's going well :)

We've had a few controversies, but nothing major.
 
Well, things have been going well.

Once again, DUAN was plunged into major regional drama - this time, about an apparent "inactivity crisis", even though our RMB was flying - about the "inactivity crisis".

This "crisis" almost split the region into multiple regions, as some members were dissatisfied. Two regional offshoots were created (The Union of Synthesis (which has CTE'd) and NOVAC). Luckily, however, we managed to reunite.

Also, two Supreme Court Justice resigned and we received a threat that was from (apparently) The Black Riders (http://i.imgur.com/9M4uU.jpg). However, "traditional" raider organizations would never give a warning as to when a region would be raided, so it led me to believe that this was not from TBR, but was still a legitimate threat - but from who? So the WA Delegate lost its executive powers (which is alright - our constitution does not even mention the WAD).
 
That is pretty silly.

But I'll note that the threat refers to infiltration, not normal raiding: if a threat exists it is one of sedition.

Hmmm....you may be right. We're keeping an eye out for anything suspicious or strange.

Congressional Election Results
  • Birkinghamia (Synarist Party), The Commonwealth (Independent), and Minecraftia (Independent) were re-elected. Free Kopenhagen (Great Tomorrow Party) and Typhlochactas (Bonapartist Party and Synarist Party) were newly elected.
  • Birkinghamia was reelected to the post of Speaker of the House.
  • 17 nations voted (however, two ballots were invalid), a record high, bringing election turnout to 25%.
Next election: October 22, 2012; the positions of President, Vice President, Representatives, and Speaker of the Regional Constituent Assembly will be up for vote.

Political and Government Updates
  • A merger between the Synarist Party, the Great Tomorrow Party, the Humanitarian Party, and the United Left is slowly taking place, and will be united under a party called the "Great Union of the Left". This merger will create the largest party currently in existence, with 16 members.
  • An official media was created, called "The Capitol Post".
  • A referendum will be held on several constitutional amendments - these amendments will create the Regional Constituent Assembly (something like TNP's Regional Assembly) and its procedures, clarifications on what permits a President's impeachment, changes all instances of "Congress" and "Congressional" to "Senate" and "Senatorial" (respectively), an expanded trial system, and expanded powers for the Justices.
  • Associate Justice Onza has announced his candidacy for the Presidency in October.
  • A few other bills have passed through Congress and two are up for debate, currently.
Foreign Affairs​
  • A huge inter-regional disagreement occurred - this disagreement included our region, The Allied Republics (our ally), and TAR's enemies, the United Front.

    This is what happened:

    A few members of TAR (The Allied Republics) moved to our region seeking amnesty. They were once members of the UF (United Front), a group of exiles from TAR who have declared war on the region.

    They explained that they got into a disagreement with some of the other members of TAR, and sought judicial action against those members while still TAR. The judges scoffed at the suggestion of holding a trial or any other Judicial action, so the they came to DUAN seeking relief.

    This happened to throw the suspicion of TAR's democracy over the edge, prompting Birkinghamia (myself) to create a committee to investigate TAR's democracy. However, the asylum-seekers explained that it was not a question of TAR's democracy - it was one of how authoritarian TAR was. So the committee's purpose was amended to investigate how authoritarian TAR was.

    This prompted one of our citizens to move to TAR and sign up to their forums. He filled out a citizenship application, and on it stated that he was investigating for DUAN. Because of this, his citizenship was denied, and he complained. Eventually, it turned into one huge RMB fight on both DUAN's and TAR's RMB.

    This fight strained TAR and DUAN's ties. While the members of TAR accused DUAN for "interfering with TAR", "committing espionage", and that the committee created by DUAN "violated the treaty" (one clause is that niether region will incite hostilities towards each other; the members of TAR took the committee creation as a hostile action), while DUAN members stated that "the government was not responsible for individual citizen's actions" and that the allegation were false, since the committee was neutral.

    After determining that the cause of this whole debacle was the UF (their members and ex-members kept coming to DUAN after they left/were banjected from TAR, over multiple occasions, each time increasing suspicion of TAR which damaged relations somewhat), I (as Birkinghamia, my main nation) helped initiate peace talks between TAR and the UF by creating the TAR UF DUAN Discussion Region, in the hopes that the UF members could move back to TAR. However, the peace treaty created in that region ultimately failed, and peace looks grim at this point.

No, but we've had two previously; both were repealed.

Having a military is pretty controversial in DUAN and so is what it should be used for, should one be created.

Sure :) I would have updated sooner but I was pretty busy with RL and my region.

Well, I guess the controversy decreases as people get used to the idea of having a military.
 
DUAN has been liberated from the constraints of its bureaucratic government!


It is now under the rule of a government called "The Directorate", which will work to establish a new clean, efficient, and orderly government - something DUAN lacks. The region will be much better off once The Directorate is finished.

Seems to be a lot of instability in this region. Also, I noticed its password protected? why is that.. It has a founder, surely a password is not necessary.

I assure you that everything is under control.

The institution had to be removed in order for a new institution to be created.

As stated by Typhlochactas (a DUAN citizen), "We cannot pass laws to fix an institution through the institution that needs fixing...You cannot possibly hope to fix our problems using the system that needs to be fixed."

The region is temporarily password protected to keep out foreign disturbances while the region is in a transition period.

It will be reopened soon, after the transition is completed.

So um... how "Democratic" is the "Democratic Union of Allied Nations" now?
It's almost as democratic as the previous government.

The members of the Upper House of the legislative branch are unelected, but otherwise, the government is the same. Citizens still have a say in the Lower House (which is like TNP's Regional Assembly), legislation must be approved by a majority within the Upper House, and the democratically elected President can veto legislation passed by the Upper House.
