The topic being covered here are also in so many other places *Delegate's Office, RA area, Nationstates discussion, for instance) it's hard to know where to post some source materials related to ideas that have been floated.

This is a link to the NPC-area constitution posted at Old Blue. This ia the last amended text prior ro the Constitutional Convention of 2005, and it includes language of directed elected ministers, a registered voter system including a system for legislation, and a Prime Minister as head of government and the Delegate as head of state.
