Anything can be changed as specified in the Revival Guide.
I may have come up with this and organized it....but at no time did I say I "dictate" how this proceeds upon opening or that I make all the decisions. Forum MODS were given control to run the event and Government Officials were contacted so that they may run the Government discussion prior to it being formed.
