I think we need to have a troop roster set up, maybe organized by how active a member could be and other crap like that.

Also, we might want to set up rudimentary squads and a chain of command.
 
I have puppets but no RA to spare. But which ever way...I'll organize all aspects of the Gov if I win the elections...so can we give this a few days any how?
