But Monte's Constitution states:

Section 1: Bill of Rights
1. All Nations and/or Players will be afforded a list of rights to be detailed in "Bill of Rights" to be passed shortly after this Constitution.

So will it have to be voted on again ?
 
What I really think we need to do is to increase separation of powers between the three branches to the point that each branch is free to do whatever it is constitutionally allowed to do without having to constantly seek approval from constantly inactive other branches, if you catch my drift.

If the executive branch is free to act in the capacity of executing its constitutional duty, and that executive authority is invested in a Prime Minister or Delegate, and without the need to have cabinet approval, then we will be ahead of the game in all aspects. AFAIAK, the Cabinet should be an advisory body and executive decisions need to be made by the chief executive officer.
