The Minister stands for PM and SC

Gracius Maximus

Tyrant (Ret.)
I will not provide flowing rhetoric or preposterous promises.

Most of you know my positions on regional government and my position on upholding the Law that is directed and ruled applicable by the sitting Delegate.

I will work with the Regional Assembly to get some much needed constitutional reform at the very least voted on appropriately. I will not entertain the thought of a complete constitutional convention as that would be chaos. I know in the right hands that such a platform can lead to anarchy in the region. The items within the constitution that need to be fixed will be fixed via amendment.

I will work with the Cabinet to secure peace with The Lexicon. How? Simple. I will push forward the military tactic of "We Don't Care". When they make demands we will reply "We Don't Care". When they SPAM our RMB we will reply "We Don't Care". When they threaten our region and our Delegacy we will laugh at this assumed position of power and very calming state "We Don't Care". It is my belief that those in The Lexicon pushing for hostilities with us only do so because they believe it bothers us. We simply need to reaffirm our position as a feeder and tell any upstart player created region (regardless of size) that they are no threat to us and never will be and quite simply "We Don't Care".

For those that do not know me, I have been in this region for a very long time. I have seen every form of organized government take root from the beginning and watched each crumble, with the current being the exception. I have organized largescale governments from the ground up and run a wide range of selective ideology administrations.

My opponents are perhaps better liked than myself in these quarters but I feel that given the right opportunity I can both redeem past actions here and show that I am a force to be reckoned with on friendly terms as well.

I will attempt to address any questions that you might have for me.

Thank you.

Along with The Minister's designs on the Prime Minister position we are also seeking a seat on the Security Council.

We feel that the attentiveness of the S.C. of late has been lacking and that more aggressive membership is required.

*Hersfold is doing this more as Election Commissioner than Admin... but thank you. :)

Good luck on your campaigns.

To be honest, when I first I saw your avatar I thought "who is he kidding?" More Puppetmaster or maybe even Green Goblin. But when I read your speech, I was like, oh yeah pure Thanos, the mad titan.

But um... (reverts back on topic) what constitutional changes do you feel need to be in place to make this a better region?

Care about what?

Many ministers tend to have difficulties doing their job or a bit of motivation to get any work done. How would you go about attending to this issue?

Well, I believe my Item 1 amendment addressed some of the issues regarding the structure of the government.

In regards to the Constitution as a whole directly I believe the powers and responsibilities of the Delegate should be more clearly defined and perhaps more liberal in scope.

I also believe that the enforcement of the judiciary should be separated completely (i.e. the removal of the Minister of Justice as a Cabinet position).

There are also some other issues regarding verbosity and structure that I would like to see addressed.

Public ridicule and embarrassment.

This sounds harsh I know but quite frankly, if you aren't up to doing the job then you shouldn't seek the job. If you are going to put forth a halfassed effort then I will call you on it and point out that better is expected from you.

If it continues and there is no marked improvement or there is continued negligence in duty I will take the issue to impeachment and replacement if necessary.

For too long this region has coasted along and let a few do the work of the many. It is time for government that works as it is supposed to.

As much as I think you uphold the principle of duality I seriously question how far you will hold it up in light of "external relations". Prime Minister and Security Council Member are some of the most important positions in the entirety of the region. What assurance do we have that you will be able to partition your knowledge from other personae?

I will have to answer this partially OOC.

OOC:

I have been a party to many different regions with myriad conflicting agendas over my years in NS and have never had to justify my actions in one because of my actions in another directly. Some players chose to capitalize on my OOC control of other nations during the NPD but at no point did my association with The Pacific conflict with or influence my activities here. The same can be said for the full year I spent in the old Meritocratic Senate. During my time there I was founder of a prominent region within the ADN, a spy in The Pacific and a leader in The Pacific consecutively without ever having information from the one spill over to the other and vice versa. I also spent some time as founder of a house in Lemuria without having that brief tenure influence my positions or actions abroad.

I have always played my personas separately and have never let one govern the others action without an appropriate RP resolution. While some disagree with this method of gameplay few can refute my ability to do so successfully.

IC:

The Minister answers to no outside authority. The Minister believes that a feeder is an island unto itself and can be viewed as such in all situations. While foreign affairs and good relations are important he believes it is more important to maintain the independence and integrity of the region first and foremost.

My only concern Ivan, and I hope you don't mind me asking- as I guess it is somewhat OOC again- considering your other positions not just in NS but in Cybernations, do you have the time to manage the key role in government here as well? If you believe you do thats fine, its just I would imagine those other roles would come first and I wouldn't like to see us losing out in terms of the amount of time you can put into being PM.

The Prime Minister in The North Pacific is basically held responsible for the success of the entire cabinet. If nothing gets done, he gets the blame. If progress is made by leaps and bounds, he gets praised as a great Prime Minister.

If you were the MoIIA, what would be your goals and how would you go about your business? As Prime Minister, how would you go about helping the MoIIA to be a better MoIIA?

If you were the MoD, how would you utilize the NPA and keep it active? As Prime Minister, how would you go about helping the MoD to do this?

If you were the MoA&E, what would you do to keep the parts of the forum centered around entertainment active and inviting to new members? As Prime Minister, how would you go about helping the MoA&E to do this?

If you were the MoC&E, what vision, if any, would you have for the North Pacific University and how would you go about gathering material for it? As Prime Minister, how would you assist the MoC in doing this?

If you were the MoEA, how would you go about improving TNP's relations with other regions and improving our public image? As Prime Minister, how would you go about assisting the MoEA in doing this?

If you were the MoJ, how would you seek to make the legal process in The North Pacific run smoothly? As Prime Minister, how would you go about assisting the MoJ in doing this?

If you were the MoC, how would you go about improving communication in TNP? As Prime Minister, how would you go about helping the MoC to do this?

As I'm sure this will take a while to write a response to, I'd like to thank you in advance for answering my questions.

Should there be a run-off and you were not on the ticket, who would you endorse?
This is a difficult question.

On the one hand you have Flemingovia, whom I have several strong gameplay disagreements with and whom has an interesting spin on some key historical facts. It would be difficult to endorse him.

On the other you have Heft, whom I believe to be an able candidate but I am still trying to get a firm grasp on his overall policy in regards to governance. In a lot of ways I can see him as similar to both The Minister and Flemingovia in his methods.

All in all, I believe I would have to look at historical precedent. I do not recall any striking or rememberable events or decisions from Flemingovia's term as Delegate or his times spent in Cabinet so I would expect (in general) more of the same if he were to be elected. Therefore I would support and endorse Heft in the hopes that his tenure would prove to be productive.

OOC:

While it is understandable that some would be concerned with my OOC involvements elsewhere I will state that I am consistently online throughout the day while I am at work which translates loosely (with some exceptions being busy days at the very end/beginning of each month) into online time of 60-70 hours per week. This is more than ample time to fulfill my duties in various arenas without compromise or loss of status. I will also state that my time in CN will be significantly less overall once the current war has officially ended (tonight). It was the largest such event to ever take place in that game and has taken quite a bit of my efforts but it is drawing to a close, leaving me with more time to spend here.

IC:

The Minister has never placed another region above the north and will never do so. He takes offense at the implication that he might be drawn away to attend to duties elsewhere as a priority over this region, his home.

I hope to answer these later tonight. Sorry for the delay.

In terms of foreign relationships, do you think that TNP should remain relatively isolated as it has done, or should we look to form closer relationships with other regions/organizations. And if we form relationships, do you believe it would be better to approach other feeder regions, organizations, or player created regions first?

Would you suggest any changes to the NPA?
I believe the NPA is structurally sound, if logistically underappreciated and undermanned.

I would hope to support an enrollment drive and get the overall numbers up substantially.

I would have to say that I agree with the minister on all of his campaign points as stated, especially on the sovereignty of feeders issue and strong regional defense.

My question for GM:

What is you opinion on the advantages and disadvantages of a 'Unified Feeder Defense Treaty' that is intended to promote cooperation between the feeders, preserve their chosen forms of government and promote general stability of the feeder regions?

To Fedele (sorry for the delay):

If you were the MoIIA, what would be your goals and how would you go about your business? As Prime Minister, how would you go about helping the MoIIA to be a better MoIIA?

This is one of the hardest and unpraised jobs in Cabinet. While some might believe it easy to simply review RA applications I believe the current situation with The Lexicon has proven that without a keen eye on those gaining admittance we could drive ourselves into trouble in a matter of days. I would support a more stringent application process and a more stringent review period (within the bounds of the Constitution) if I were MoIIA.

If you were the MoD, how would you utilize the NPA and keep it active? As Prime Minister, how would you go about helping the MoD to do this?

I would strive for more uniformity among member nations. Perhaps a unifying regional military flag that could be waved proudly while in region and on non-covert missions. I would also promote strong press recognition of all NPA outings and utilize those releases as enlistment tools. As PM I will design and submit a flag and work with the MoC to ensure that our military exploits are properly reported on.

If you were the MoA&E, what would you do to keep the parts of the forum centered around entertainment active and inviting to new members? As Prime Minister, how would you go about helping the MoA&E to do this?

While I have never placed much stock in SPAM games and the like, I do realize that they carry an important function for the region as a whole. They help build comradery and a sense of community. To that end if I were MoA&E I would do my best to keep the games active and current. As PM I will attempt to actively participate when the duties of office aren’t keeping me so busy.

If you were the MoC&E, what vision, if any, would you have for the North Pacific University and how would you go about gathering material for it? As Prime Minister, how would you assist the MoC in doing this?

I have always been an advocate of the “university” idea in feeder regions. I feel that historically we have some of the best resources available to new players plus some of the best outlets for communication abroad. As PM I will push for a more active university system and perhaps seek out assistance from other regions to help.

If you were the MoEA, how would you go about improving TNP's relations with other regions and improving our public image? As Prime Minister, how would you go about assisting the MoEA in doing this?

I believe our public image is great overall and that we have very few detractors aside from the current rabble-rousers. I will strive to uphold the integrity and honor of TNP to my utmost as PM.

If you were the MoJ, how would you seek to make the legal process in The North Pacific run smoothly? As Prime Minister, how would you go about assisting the MoJ in doing this?

If I were MoJ I would do my best to have trials move along at a faster pace than is currently available. As PM I will goad the MoJ to move swifter in judicial proceedings.

If you were the MoC, how would you go about improving communication in TNP? As Prime Minister, how would you go about helping the MoC to do this?

If I were MoC I would support the creation of a more interactive news service than the current regional update structure we employ. As PM I will ask the MoC to work on this.

What would you change about the TNP?
If I could change anything about TNP it would be the paranoia.

While I am intimately aware that my actions, along with some actions that preceded mine, precipitated some of those feelings and the road to recovery is long it has been over a year since the last upheavel in the region and over two years since Great Bight.

It is time to move on and not let the mistakes of the past dictate our future.

In terms of foreign relationships, do you think that TNP should remain relatively isolated as it has done, or should we look to form closer relationships with other regions/organizations. And if we form relationships, do you believe it would be better to approach other feeder regions, organizations, or player created regions first?
I support the isolation of the feeders. While I believe the feeder regions and a select few player created regions (super-regions of 500+ nations) should strive to work together I do not believe TNP should ever align itself with a group of regions that hold very little clout in terms of size but could use their "vote" on the alliance to dictate terms to us.

I place almost zero value on groups or organizations that seek to use TNP as a platform for their personal agendas. I also place zero value on any outside force that would seek to use our member base and military as a crutch for their personal campaigns.

I would support a feeder defense initiative.

"Feeders for Feeders First" should be our policy in all things.

What, in your opinion, is the best thing about TNP, and what is the worst? How would you improve that problem? (Note: I saw the bit about paranoia above. What else? ;))

In all honesty, it's a lot easier said than done. Trials are a complex matter involving a group of people not just the prosecutor, between getting judges with serious RL commitments to draw out long and heavily articulated rulings while also finding sometimes up to ten on demand jurors is more a statement of logistics not failings in the MoJ. Look at the Rostum case, I've poked and prodded like a woodpecker and proceedings have still yet to seriously begin.

So yeah, PM's poking MoJ's no mater how auto-erotic it sounds is a lot harder in reality. Wait a sec that sentence ended up in a place different from where it started.

I think the community is the best aspect of TNP. I have encountered many regions across NS and most of the prominent ones point to our region as a standard for what longevity in community is supposed to be.

While I (as I mentioned earlier) do not typically take part in SPAM games I can see that the community here goes beyond that. Many people here are friends on more than a gaming level and that is something to be prized. While I have my own personal convictions about whether such interactions should dictate ingame activities it is still revealing that so many here will stand up for one another regardless of the issues at hand.

Aside from the point I mentioned earlier there are few things in TNP that I believe are "wrong". Of course we could have more expediency in the judiciary, of course we could have less name calling and back biting. Of course we could have more nations willing to participate in governance and actually do the job and strive to do it well once they have achieved it. But in and of themselves those are not necessarily great "wrongs" for the region as a whole.

We will have to disagree a bit on this point. It has been my experience, both in this region and in close interaction with nations elsewhere, that Justice can be served without overly verbous regurgitation and excessive delays.

Regarding the poking issue, it is all a matter of the size of the stick you are using.

(OOC note: I find it a bit disturbing that you mentioned erotica in your post. While I can see your point in it that will undoubtedly reflect on my statement as well and that is far from my intention.)
