As far as I was concerned back in my brief stop over as MoEA, embassy treaties could be signed by the MoEA without approval of the RA. Any agreement or treaty that require a military relationship was required to have a cabinet vote (so I'm assuming the Lion Star Pact is heading that way if re-signed). And full blown alliances would require the RA's approval. At least that was the intended point of the new MoEA legislation we put through a couple of months back.

Actually, having looked at the constitution and the amendment that was voted through involving this, I notice the constitution hasn't been updated with these new changes.

Unless there was some reason why this amendment hasn't been made?

Not having read the convention articles I don't know the level of commitment required, but I'm reasonbly sure TNP Law 9 Article 5 inferes the same distinctions apply to agreements with multi-regional organisation as to those with individual regions(ie. if were forced to offer military support in some way it would count as an alliance, and therefore require RA approval).

Or at least thats how I read it. :blink:

What appears to have happened is that the RV?RA merger amendment used the language of the particular clause as it read prior to the amendment that changed the process concerning treaty approval. Approval of the merger amendment effective reinstated the former landguage of the section. There are a couple of other elements of the Constitution that should have been covered by the merger amendment and that were not, so I guess we are going to need a technical corrections proposal to clean up the changes caused by the RA/RV merger.

Getting back to the point of my original question, even under the treaty amendment, this convention does not appear to be a treaty dealing with military alliances or the establishment of diplomatic relations. It does deal with the creatuib of a list of acts that are declared illegal.

I would suggest that the adoption of any measure that deal with the definition of conduct as being illegal needs to be approved by the Regional Assembly. Article V Section 5 of the Constitution (that lists the grounds of court proceedings) includes acts concerning the threat or use of force, and as such this convention constitutes legislation that implements the Constitution, and thus, needs adoption by the regional assembly.
 
The RA Merger was written using whatever language was posted in the Constitution topics at the time. If that's what appeared in the RA Merger, that's what was in the Constitution.

If there are so many problems with the merger, why were they not brought up before it was passed? Why can people not seem to understand this simple concept?

candidly, not as successful as it might have been, and I am not going to engage in flim flam to pretend that more has been achieved than has been.

Those who know me well will know that I have been incredibly busy with RL work lately, especially over the past two months. As well as selling Big Issue on street corners, I have opened a side line washing car windowscreens at junctions. This follows the failure of my last business venture: placing a cardbord sign round my neck saying "I will drop my trousers for cash."

Seriously, I want to pay tribute to my cabinet who have simply and skillfully got on with the job with less input from me than should have been the case. They have seen a far more active NPA, reorganisation of the Diplomatic corps, tidying up on the legislative front and, remarkably for the NP, no trials or impeachments. in this I can take little credit, but they can take much.

plus, we are now in the longest period of stability and peace in The North Pacific most folks: certainly the longest period since before the Great Bight era. the fact that Hers and I were able to do an April Fool joke about us becoming a franchise of LWU without folks immediately lighting the torches speaks volumes about the stability of the region: A year ago that would have been unthinkable.

I will write more later today, I hope. The lights are turning red and I have windscreens to wash.

1. The frog and I are just good friends. The photos you may have seen in the tabloid press have a perfectly innocent explaination. The frog had got stuck in a hedge, and I was trying to push it through. I removed my trousers simply so that they would not get covered in mud.

2. Again, a tabloid slur. I was on a package tour to Istanbul, and I did not realise that I was signed up for a tour of a men's prison. I thought I was going to a swimming pool. That is why I arrived at the prison gates wearing nothing but swimming trunks and liberally covered in baby oil. The "handcuffs" referred to in the papers were simply swimming aids.

3. Airplane is a fine movie. the whole series is first class. Almost (but not quite) as good as the police acadamy movies, especially "mission to Moscow". Sheer class.

4. I enjoy all my jobs. Selling the Big Issue was, however, a career highlight.

me? Pretty much the only other region I am involved in is the West Pacific, where I am/was a member of the GA. But I have never been part of the government there, only a citizen.

I am an admin on the forum of a small region, 0000 Land of Scientific Reason, where my wife Cruithne is delegate. I became admin there just to help her set up the forum.

Pretty much, that is it. My focus has always been The North Pacific.

How do you feel TNP stands diplomatically now? When I was MoEA, I worked hard to improve our image with the outside world, but that task was far from complete when I left.

Why do you believe the NPA suffers so badly in membership, and could you have done more to help improve that?

This has been a quiet term, in some ways, but significant work has been done behind the scenes on the constitution, the merging of the RA and RV, etc. This cabinet has also had to consider our response to NS rule changes, and changes of regime in the West Pacific and the Pacific.

There is more I would have liked to have done, and earlier replies in this thread should show that I am far from personally satisfied. I look forward to the next PM building on the foundations we now have.

This question would best be answered by the MOEA, and I suggest you repeat the question in their office. Formally, we have seen new links with regions, but more important has been the informal links - chatting in IRC, etc. Our chat channel is quite cosmopolitan, usually there are folks from TWP, TP and other regions chatting on it.

Since we left the ADN, really, the NPA has lacked a sense of purpose and raison d'etre, which may contribute to a lack of numbers. This term they have been involved in a number of defensive missions but, yes, lack of numbers inevitably mutes such efforts - although I believe we have been successful more often than not.

Perhaps I could turn the question round. I have not joined the NPA because my wife needed our UN membership to be delegate of a region. If I had UN I would be in the NPA. Why have you not joined the NPA? Perhaps in ansewering that we may see why others have not joined either.

Many here now cannot remember the time, but there was a period in our regional life when there were regualar threats of real-life litigation, when impeachment procedings were regular, and our forums attracted like flies every wankerite in NS who just enjoyed a good punch-up.

In those days, an April fool joke such as that would have been unthinkable. It is a tribute to recent successive governments, starting with Tresville and Poltsamaa, that we live in slightly more relaxed times. We are close to a year of democracy, a year of stability. I do not count that as an achievement of my term, I count it as an achievement of the region.

"Wankerite" is indeed a word. It refers to those who bung a puppet in every region who lie doggo until there is turmoil in the region. Then they pop up, blathering forth and wading in, and when their right to do so is challenged, they whine "I am a native too; I have been in this region since 1789."

People who do this are "Wankerites".

By the way, doggo and Blathering are also words.

Should you take offence? I do not recall you ever threatening to call your real-life lawyers or sue anyone, so probably you should not. And the threats of litigation began long before the publication of any IRC transcripts, IIRC.
