Great news.

One further point of business: During the period of the Crimson Order, Equilism ratified a treaty of alliance with The North Pacific which is technically still in effect: http://www.equilism.org/forum/index.php?s=...ndpost&p=196993

We are in the process of evaluating whether or not to maintain this treaty, but even if we should decide to keep it, our decision is only half of the question. Your input would be appreciated.
 
The Equilism - The North Pacific Alliance

1. It must be understood that both regions remain sovereign as do each region's nations.

2. Both regions will agree to defend one another in the event of a military attack and/or a crashing or griefing invasion. However, full participation will be by the choice of each member nation of each region. The leaders of each region will encourage but not force nations of each region to participate under the guidelines of an Alliance.

3. Each region reserves the right to refuse to assist in the other region's endeavors whether it be in helping liberate invaded regions or in participating in war in other regions. Refusal to participate will not be grounds for immediate Alliance termination but will give cause to re-evaluate the Alliance.

4. Each region will place an embassy in the region of the other, in order to further communication between the two nations. The embassy will act as a voice of the allied region within the other, and will respect the laws of foreign soil.

5. The regions entering into this contract agree to encourage their nations to register and participate on the other's forum, so that each region can get to know their ally and so our Alliance and friendship may be strengthened.

6. This Alliance is between The North Pacific and Equilism only and does not affect any current Alliances.

7. Future Alliances will be discussed by the signatories of this agreement, however neither party will have any say over the approval of future Alliances by the other.

8. Both regions are encouraged to, but in no way required, to support each other in non-threatening NS matters. Regional sovereignty remains very important to this alliance, which is more friendship and security based than politically based.

9. Infractions of any of these points by either party may be grounds for Alliance termination.


Hello Equilism. :)

I respond to the statement made by Naivetry in your embassy in TNP.
First of all, it may well occur that my term as MoFA only lasts some few days, as we just finished elections. The new delegate may appoint someone different to the post, so I'm more giving my personal opinion on this than an official statement.

Concerning myself, I see no problem in maintaining the treaty, it would be a great step towards reconciliation. Just this:

Article 3 seems a bit contradictory to me. At first it seems like it states the freedom from obligation to participate in endeavours of the allied region, but then it is slightly reversed. I think TNP is more interested in having a defensive alliance with Equilism, nothing else. What I propose, is this:


3. Each region reserves the right to refuse to assist in the other region's endeavors whether it be in helping liberate invaded regions or in participating in war in other regions. Refusal to participate will have no effects on the alliance and will not alter its validity.


However, this is just my opinion. I still need to speak with our Minister of Defence and our Delegate.

Foreign Affairs Chancellor Naivetry has appointed Biyah as one of her Deputy Chancellors (in charge of diplomat training) and is looking for two additional deputies (one for contributing to the Weekly Update and one for assisting with the administration of the Chancellory in her absence).

The Foreign Affairs Chancellory is once again in the process of cleaning up old embassies and consulates and reassigning ambassadors. Since the last update, Equilism has reopened relations with The Meritocracy. The establishment of consulates with The New Inquisition and The New Revolution in mid-April was also not recorded in the previous update. After a delay in communications, the consulate with Audux has also been approved, and we look forward to meeting representatives from the region shortly. Finally, the embassy of Flying Spaghetti Monster has been closed and archived at the request of The Hypercube due to regional inactivity.

After a long period of unrestricted expansion of access to Private Foreign Affairs, Chancellor Naivetry has completed a week-long roll call to identify active members. ADMIN has begun masking changes to restrict access to the Triumvirate of Guardians, E-Army High Command, current FA Chancellory personnel (ambassadors, deputies) and those who have shown both enough awareness of goings on in the Private FA forum and enough interest in them to request continued access. 15 members have been removed from Private FA for failure to meet these qualifications, with this high number suggesting that the last clean-up of the Chancellory access lists took place as long as a year ago.

- Equilism Short News has been launched. These are short news bulletins posted on the Regional Message Board (RMB). Goal is to attract more nations/players onto the forum.
- The FEFA Equilism World Cup 2008 is about to start.
- Plans are being made for the E-Beach.
- A plan has been posted for a re-design of the Welcome to Equilism forum.

- The Equilism World Cup Stock Exchange has been created
- The Equilism World Cup 2008 will kick-off this Monday!
- Plans are still being made for the E-Beach festival. For those interested (friends from foreign regions are also welcome!), the planned opening date for this event is June 25th, just after the close of the Equilism World Cup.

- Plans are being made and carried out for cleaning-up of the Welcome to Equilism and Role Play forums.
- Brainstorming has begun (behind the scenes) for reviving the Role Play forum.

As of May 17, The Monkye has compiled a graph of Equilism's population recorded for almost every week since December 2004, and continuing until the last recorded population... the results are interesting.

Due to RL commitments, the Chancellor has been relatively lazy in his chancellory. This will continue for a few weeks. Have patience. He has, however, had time to find a willing accomplice to be his deputy: Whamabama! If things don't work and I'm not there, blame him. No others have yet decided to join the force that is the Chancellory of Immigration.

Also, The Chancellor has had the idea while writing this update that in the future, recruiter of the week updates will be combined with Chancellory updates in order to streamline conveyance of information.

At time of writing, Equilism has broken the 350 mark for nations in region for the first time in recorded history. Due to nations ceasing to exist, the current population hovers just beneath that number, which was noted on June 12. Congratulations, recruiters!


The College

Elections:
Congratulations to Felasia, who, after a delay in the elections, was confirmed Lord Chancellor and sworn in on May 17 for the May-July term. Within 72 hours, Felasia presented to the College the following appointments to the Chancellory:

Membership:
The College has welcomed four new members in the past month: Dalimbar (May 17), Biyah (May 20), Zorn Uzkul (June 13), and Numero Capitan (June 13). In addition, the following members have been removed as of June 13 for prolonged inactivity: Adyndril, Astarial, Cernun, Garneska, Restored Othalla, and Rodhama.

Legislation:
Legislation passed by the College in the last month includes: Alternative Membership Requirements (passed May 17), Endorsement Cap Law (passed May 17), and a Constitutional amendment involving the Military Liaison and E-Army High Command (passed June 14).

In addition, topics under discussion include a project to clean up old legislation, a competition to create a flag, seal, motto, etc. representing Equilism's regional identity, and a proposal to award Naivetry the Medal of Honor. Last but not least, Equilism welcomes back Westwind to his full duties as Monarch. We thank Chaucerin for his leadership and service to the region as Steward during the Monarch's extended absence.

Open Debate

Several threads have come back - Tycholand's fairly recent E-Poll of the US Presidential Elections and The Monkye's old Should the Atom Bomb have been dropped on Japan. Pensée's Intolerant Assertions continues, while the Sci-Fi thread seems to be quieting.


Events

The Equilism World Cup proceeds apace, with stocks being traded, the Golden Goal active, and team names being favorited. Matches rage, fans cry and cheer as their teams lose or win, and other such football occurrences.


Role-Playing

Negativity abounds as two RP threads were locked, the common denominators being All of Man Kind and Midiri, the latter of whom hates the former with a passion reserved, in his words, only for intolerant fundamentalists, politicians, extremists, his own countrymen, L. Ron Hubbard, and people who talk in theatres. However, in threads where one of the two stays out, they continue going strong, such as AoMK's Tycholandian Spy Executed, which Midiri has so far been uninterested in.

Beer, suicides, bar fights, and flamings - the literal kind, not the internet kind - abound in the E-Bar, as well as the request for a moosual by newly-returned Simpistan, formerly Equalist Communist, the recipe for which had been lost with Moo.


Main Street

The Street - technically, it's a 'high street', but this writer wasn't around when it was written - proceeds slowly, with only two new shops there - Hamstin's 89.1 WEQU Radio Station and the Equilism Bureau of Heraldry, administered by Iberian Empire.

In the Past Month

1) Nevadar has resigned the delegacy of Gatesville after more than 2 years (778 days) as one of the most visible players at the head of NationStates's largest user-created region. Nevadar, who has said she will continue to participate in the life of the region, has been replaced by Darkesia as of May 18, 2008.
2) The Pacific invaded Underwater Rifts in retaliation for adspam rules violation. See story in The Pacific Post and in the Trans-Pacific Times.
3) The West Pacific declared war on Global Union of Nations (GUN) for blatant disrespect and adspam violations. One Big Island supported TWP in the siege and eventual seizure of the region. After numerous insults, furthermore, Darkesia called in the Gatesville Guard, thereby "trumping everyone," in the words of TAO. Logs of the Regional Message Board during the conflict (posted for entertainment value) and a more detailed explanation of its causes are available in The West Pacific.


Breaking News: Reform in the Order of Gryphons, Gatesville breaks treaty with TP, TGR questions logs of Taijituan plot to oust Moo

Grand-Duke Biyah, Viceroy of the Order of Gryphons, announced at the beginning of June that reforms within the Order would be taking place shortly. The Articles of Revitalization have been suspended, and rule of the Order placed in Biyah's sole command, until the return of Thyatira. Current member knights have now been given one week in which to respond before the rest of the changes begin. See the Order of Gryphons forum for more information.

Gates posted today on The Pacific's forum, announcing that Gatesville has dissolved its long-standing alliance with the Pacific and declaring that The Pacific is now considered to be hostile towards Gatesville. Citing "betrayal" as the cause, Gates closed the Pacific's embassy on the Gatesville forums as well, following Nevadar's report that the alliance had been dissolved for undisclosed acts of dishonor committed by Moo-cows with Guns, present delegate of The Pacific.

While little has been confirmed in public, rumors in The West Pacific would attribute this sudden cooling in relations to an IRC log posted by Biyah, wherein Moo-Cows states that TWP's recent former delegate, Lots of Ants, was a Gatesville plant. The present Gatesville delegate, Darkesia, shortly started a thread claiming to have been Lots of Ants, but her post has widely been treated as a joke. The rumors may call to mind the "April Fool's Day" joke played this year in TWP, as the World Factbook Entry and several other regional features were altered or added, renaming TWP "West Gatesville." Gatesville concurrently advertised its membership in the New TAO Order (NTO), sponsored by former TWP delegate TAO. While the episode in April was soon revealed as a seasonal joke, the truth of these latest claims about Gatesville's involvement with Lots of Ants is as yet unknown.

New Kervoskia of the Trans-Pacific Times has posted IRC logs of a conversation between a number of prominent Taijituan citizens and Govindia, implicating Taijitu in a plot to take over The Pacific. The logs have been removed from TNP for Terms of Service violations, but are still available for viewing at time of publication on TWP's forums, where Invision ToS do not apply. In the course of the discussion, The North Pacific's recently elected delegate, Eluvatar, was mentioned as the means by which Taijitu "own[ed] TNP," later referred to as "Taijitu2." This has provoked protest from Eluvatar, who has denied knowledge of the logs, promised that his actions in TNP are undertaken in his role as TNP citizen alone, and has stated that he is investigating the authenticity of the logs in question.

The G Rebellion (TGR), co-founder and current delegate of Taijitu and one of the members implicated in the logs, has now appeared in TNP to attest to Eluvatar's character and to raise a number of questions about the plausibility of such a plot. At the moment, opinion is divided about whether or not the logs have been entirely, partially, or not at all faked. The majority of the discussion continues on TNP's forums, as most of the citizens of TWP seem to agree that the whole plot, while a worthwhile read, is inherently unlikely to be true. In another example of a Feeder refusing to give in to regional rule violators, The West Pacific's Black Sheep Squadron, including several allies, took over the region Global Union of Nations, after the founder was deleted for rule violations, and have just finished gutting the region. The region's natives had responded furiously and immaturely to the moderator's actions, resulting in further Mod action including the deletion of GUN natives for rule violations, and the argument spilling into TWP's RMB.
After this display, TWP delegate Biteland ordered BSS into the region, to the approval of many members of the region.
"Those stupid Pouchies have gone on far too long without being punished!!" snarled TAO, "It's about time them roo-fur licker's got what's coming to them!!"
After large amounts of whining and an insincere apology from the natives, Biteland ordered the region to be destroyed. But the stupidity from the natives continued, which included insulting the region One Big Island, who promptly declared war on GUN and moved in to bolster the TWP soldiers. GUN's biggest and most foolish mistake, however, was to insult both Darkesia, the delegate of Gatesville, and Gates himself. This resulted in the Gatesville Guard being deployed into the region, accompanied by the following statement by Darkesia: "I can not be responsible for injuries caused by your own gross stupidity."

Although there has been some controversy on TWP's actions, native of The West Pacific, The Faeyas,  had the following to say on the matter: "I think that it was sad that Star-san and Teachal-san had such two bad people in their region that it came down to this. In the end they couldn't force the two to apologize, and they didn't mind the action, so all in all , how could I find anything wrong with it?"

After gathering influence over a week, the BSS delegate proceeded to banject the remaining natives and ordered a pull out. The nation American Woman took the delegacy after BSS and its allies pulled out, with the stated intention of rebuilding the region despite still having no founder. However, the majority of the natives had already left to form two new regions, the imaginatively named The Global Union of Nations, and The Privateer Republic, the former containing the idiots who started this whole incident, the latter containing those who made some attempt to cool the situation. As to which split off region will be more successful.....The Pacific Post invites its readers to draw their own conclusions.

A drive-in chapel - Equilism

June is slowly displacing February as the most romantic month of the year. Barely a weak after Govindia said "I do", his daughter was popped the question by the Equilismer All of Man Kind. Love is truly in the air and it's infectious and airborne.

The bride, Ursula Ramaba, is the daughter of Govindia from a previous marriage to New Kervoskia. She works as a slaughterhouse supervisor for Happy Cow Farms in Francograd. We managed to track down hER estranged and alcoholic father to ask him about this happy occasion.

"She's an evil goat child. EVIL. Do you know how she was made? ME and GOV together. If that ain't cruel and unusual then I don't know what is!"

New Kervoskia could hardly contain his jubilation as he sucked down half a bottle of whiskey.

All of Man Kind, the groom, was just as joyous and a bit humbled, “Ursula is...is...everything I ever wanted in a woman goat. She's stimulating...intellectually, she has a stable job and she's a fantastic chef. A true gourmet. Before I met her I never knew what spices could do for an old leather boot."

The couple has decided to write their own wedding vows. The soon-to-be Mrs. Mankind was kind enough to give us a glimpse of hers (but we had to promise not to show the groom,;) )

"Bahhh, baaaaah, baaaah, BDSM, baaaaaaah, baaaaah, conversion to Islam baaaaaaaaaaaah"

We are in the process of evaluating whether or not to maintain this treaty, but even if we should decide to keep it, our decision is only half of the question. Your input would be appreciated.

June 22 - In the past week, Equilism was pleased to reopen relations with Nederland. Talks have begun with the FRA, a treaty draft with New Liberalia has been forwarded to the College for approval, and a number of other projects carrying over from the previous week are nearing completion. Equilism has also turned down an invitation to join the NationStates Union, a new joint embassies forum, since we are already sending an ambassador to the NationStates Public Embassies.

June 29 - Equilism formally reopened relations with the Meritocracy this week. A friendship treaty with New Liberalia is now under discussion in the College. Topics of conversation in the Chancellory this week included the FRA, SIREN, and Tycholand's proposal to institute a new cultural exchange program across several regions.

July 20 - The Chancellor has been absent for the past several weeks and apologizes for the lapse in communication.

Since the beginning of the month, talks with the FRA have continued, several additional regions have been contacted regarding SIREN membership, and at the request of the tyrannical motivational Lord Chancellor, Equilism has approached Antarctica, Liberty Republic, and Zurich with embassy requests. Several additional regions are under consideration as well. Equilism is currently considering embassy requests from NeoUnited Dictatorship and Walbard Union, in addition to an application for embassy reopening from The United Kingdom. As the term winds down, the Chancellor anticipates conducting another general embassy clean-up to free ambassadors for more active posts.

July 26 - Equilism Foreign Affairs has been busy redecorating our foreign embassies/consulates sector this week; an embassy exchange was approved by Antarctica, leading to the creation of their embassy in Equilism, and both The Last Kingdom and Walbard Union were granted consulates. In addition, we are pleased to announce the reopening of relations with Jethnea and The United Kingdom. NeoUnited Dictatorship is still under consideration.

Mutual statements of apology and reconciliation have been posted between the FRA and Equilism after a series of diplomatic incidents several weeks ago, and we look forward to the normalization of relations between our two fine organizations.

Staff Changes

As Chancellor of Foreign Affairs, I regret to announce that I have accepted Tycholand's letter of resignation as Senior Advisor to the Chancellory, due to differences of approach in foreign policy. I would like to take this moment to acknowledge the experience and service of Tycholand in the Chancellory of Foreign Affairs, and to express my continued appreciation of his presence and his contributions here. Tycholand will still be serving as Ambassador-General, and I thank him for the offer to continue doing so. Any questions or concerns may be directed to Naivetry.

- The RP-forum has undergone a revamp: there is now an Archive forum and a Current Roleplays forum. Threads have been updated and a new post has been created with old maps dating back a couple of years. Enjoy!

- The Equilism University plans are still being worked-out. Courses, forum layout and the new University Library are being worked on. A new Dean of the Equilism University will be appointed shortly.

Whamabama won the recruitment competition with 465 nations recruited. Monk recruited 100 nations. Simpistan recruited 151 nations. Go Immigration team! Naivetry recruited 24 nations. and Tycholand didn't post his list but recruited 100 (I'm including the 80-odd that mysteriously disappeared). A total of 840 nations were recruited in total. Names of lists will now be voted on to see which one is Equilism's favourite. The population hit 350 briefly last week, before settling down to the low 340's so far this week.

The Chancellor is pleased to announce that Simpistan and Greenburrow have joined the crew. Simp is in as a naturalisation officer, while GB is as yet un designated (though will probably be a naturalisation officer). The Chancellory is still interested in finding new peons to work for it. Applications go to the Chancellor or the Deputy.

100endos for the WAD campaign has continued slowly, albeit with a 13 endo increase this week (it has stayed around there for the last few days). Progress reports on this initiative will continue throughout the month. Help us out by sending a few TG's.

The Chancellor defeated his deputy in the EWC match. Whoed've thunk it, a Chancellor better than his protege?

Whamabama won the recruiter of the week with 400 nations recruited. Simpistan recruited 110 nations.. Greenburrow recruited 20 nations. Go Immigration team! Tycholand recruited 36 nations. A total of 566 nations were recruited in total. The population went back over the 350 mark a couple of times this week. More work must be done if we are to see it stay over that mark.

The Chancellory proudly welcomes Greezer as a new member.

The Chancellor is out at the current moment, but is expected to return to his duties in a few days. After his loss in the Equilism World Cup, The Monkye needed a little vacation to drown his sorrows.

Whamabama won the recruiter of the week again with 527 nations recruited. The Monkye recruited 60 nations, Greezer recruited 25 nations. Go Immigration team! Tycholand recruited 75 nations. Monk has now joined Fel and Whama in recruiting over 2000 nations this year. Keep up the good work! A total of 687 nations were recruited in total. Despite this we suffered our first loss across a whole week for nearly two months (which is in itself an achievement). During the week though, Equilism's 48,000th recruit was TG'd, and we are approaching 15,000 nations for the year, hopefully hitting that mark during this coming week.

The contest to see who’s named recruitment list in last weeks recruitment contest is Equilism's favourite is in voting, and closing in a few days. get your vote in soon or miss out. Currently, the monstrosity created by The Monkye leads with four votes, three ahead of its nearest rival (and many more syllables ahead as well)

100endos for the WAD campaign has suffered its first whole week decline (-2) as well. We need more new nations, and we need to contact more of them in order to get it going up again. Naturalisation Officers, where are you?

The Chancellor may be busy this week at the E-Beach, patrolling the beach to make sure everything is safe, whilst organising a sand castle building competition. He hopes to come back next week even more buff and with a better tan.

Whamabama won the recruiter of the week again with 300 nations recruited. The Monkye recruited 40 nations, Simpistan recruited 21 nations. Go Immigration team! A total of 361 nations were recruited in total. Indicators suggest that the summer slump has indeed begun (later than last year though I think). Recruiting has become more difficult, and levels of recruiting have reduced, and many CTE's have been occurring. Recruiting will need to step up a notch if we wish to remain a 300+ population region. The Chancellor suggests a target of 1000 nations a week between the region.

Whamabama won the recruiter of the week again with 479 nations recruited. The Monkye did not recruit...but new Peon Ruthgar did, and he recurited 50 nations. Go Immigration team! A total of 529 nations were recruited in total. After last week's massive slump, we stabilised, but an increase in recruiting will be needed if we are to maintain our status as a 300+ region.

This is far from our goal of 1000 nations a week, and far below my own usual weekly tally. We need to improve people. Pick it up. This is the dreaded summer slump, we need to recruit harder now than at any period in the year.

The College

Membership:
The College has welcomed two new members in the past month: Iberian Empire (July 9) and Simpistan. (July 11)

Medal Of Honor:
The College has voted 12-0-1 (Aye-Nay-Abstain) to grant Naivetry the Medal of Honor. Naivetry is the first person in the era of the Realm of Equilism to be awarded this honor.

In 2004 during the time of the Third Cabinet of Equilism, Military Minister Retepland and myself as Prime Minister proposed a law to provide for a system of Medals of recognition for the region, knows as the Equilism Awards Law.  The Medals were divided into catagories for Military Honors and Civilian Honors.  First among all these stood The Equilism Medal of Honor, the highest Award in the Region.

The Equilism Medal of Honor was defined to recognize "Exemplary and Commendable Service to the region" and was originally awarded by the Equilism Council, a predecessor of The College.

The first Medal of Honor was awarded by the Equilism Council to our Founder Equility, when he chose to no longer seek re-election as President.  Only a bare handful of individuals that have been of great service to the region have been so recognized since that time.  It is a true honor that the full governmental body of the region can bestow upon one of our citizens.

As it has been a long standing recognition of great service in the region, I felt that it would be most appropriate for The College to give consideration of reviving our greatest Award to honor the tremendous service and sacrifice of Naivetry for Equilism.  I am very pleased to see this Award so bestowed.

Naivetry has always proven herself to be one of the best.  I recall her early days in Equilism, and there was so much potential in her skills and interests.  I remember a pm exchange with her shortly after the commonwealth constitution had been dissolved and the region stood split in two.  She showed great capacity to be a cornerstone of the future for Equilism.  I couldn't be happier that she choose to wait out the storm and help us build our future out of the depths of inactivity that we had fallen into.

Nai, thank you.  Thank you for everything that you have done and accomplished for us.  Thank you for your great service, and your great vision.  Thank you for the application of your skills to the purpose of Equilism.  You have made an indelible mark upon the region, and we are all the better for it. 

I, Westwind, King of Equilism, in one accord with the The College of Equilism, do hereby award you with The Equilism Medal of Honor.  Stand tall and proud in the company of history.  You have more than earned it.

Legislation:
The College has voted to ratify the Equilism - New Liberalia Friendship Treaty.

Equilism has also passed a motion to remove New Eunomia from the position of Lord High Advocate due to inactivity. The College would like to thank New Eunomia for his contribution to the region. Chaucerin has replaced him as our new Lord High Advocate.

In addition, there are also many discussions in the College, including the discussion on the current Endorsement Cap, discussion about Equilism's University, change in the position of Chancellor of the Realm (WA Delegate) and discussion on an amendment to the constitution regarding the position of Heir and Lord High Steward.

Ejection Notice:
With advice from the E-Army Intelligence Agency, Westwind has ejected Ikistan from the region.

Westwind:
In accoradance with the Law and the Constitution of The Realm of Equilism, I hereby advise The College of the ejection from the region of the nation Ikistan.

Ikistan had endorsement swapped with most WA nations in the region, and had recieved 62 endorsements, just 10 endorsements shy of the WAD, Chaucerin.  Ikistan was telegrammed by both Lord Chancellor Felasia and myself over 72 hours ago, and was requested to make effort to reduce or remove his endorsements by leaving the region for one update, or withdrawing from the WA for one update.  Ikistan has not responded to our inquiries.

Under Equilism Law, a nation that is over the 15 endorsement limit, shall be contacted and given 72 hours to take action to come into compliance.  After such time, the nation is to be ejected and temporarily banned from the region for one update.

Ikistan has now been ejected, and has also been telegrammed to advise him that he is welcome to return after update.

In the last month, E-Army soldiers have been spotted in Pittsburgh, Rajahland, Dementia, Nineveh, Novus Orsa, The East Pacific (briefly in support of Gnidrah), Devins Domain, Kush, Austria, Narnia, and Cambodia.

The Rajahland mission was particularly noteworthy. Here is what Commander-in-Chief Westwind had to say:

I want to take a moment to express my personal gratitude to those of you that participated in the recent defense of Rajahland against the sudden raider onslaught in that region. It was a tight battle, fought by raiders, defenders, mercenaries, and interested parties from throughout NationStates. While for a long while it appeared that the battle could go either way, in the end the region was defended and secured against the terrors of raiders. Your participation in this battle was a significant contribution to this victory. You should be proud of your accomplishment on the battlefield, just as I am proud of you.

It is rare in this day and age to see such numbers of nations engaged in battle over the sovereignty of an innocent and independent region. Perhaps, in this time of anticipation of the new NS2, where old players lurk and new players have new possiblities to interest them, we will see further such engagements. Together we can be prepared to stave off the intentions of raiders against the sovereign and the innocent, and shine the name of the E-Army throughout NS.

To honor those that participated in this great battle, I present the E-Army Rajahland Campaign Ribbon. The Officers and Soldiers listed below are authorized to use the Campaign Ribbon in tribute of their proud service for the E-Army, and for Equilism.

Equilism discussed Eurasia’s declaration of war against Gatesville.

Discussion about the Cloth of Gold Conference in Great Britain and Ireland is ongoing. Discussions include a non-aggression treaty, naming rights, and an Open University program.

Currently the Foreign Affairs Chancellory is contacting prospective regions for the university program. So far interest has been high. Any region wishing to participate is encouraged to contact Whamabama.

Also under discussion is the change in government in The East Pacific.

Equilism Statement on Events in The East Pacific

The Realm of Equilism has been watching the events in The East Pacific with great interest and concern. As always, Equilism believes in the sovereignty of nations and regions to pursue their internal interests without outside interference. It is the freedom of each region to chart its own path, without intervening pressures from unwanted and unasked for external influence.

At this time it is our hope that the TEP community can resolve any conflicts between themselves and come to a successful and mutually agreeable resolution to the current situation. We support a stable region, a recognized and respected resident community.

We will continue to monitor the situation, and address any concerns we may have as the events continue to unfold in The East Pacific.

E-Beach 2008
Why does the sand taste lie spam?

Whilst Casa Equilism may have been the official place for drinks, the Beach was the real place to hang out at this year's E-Beach. Starting innocently, the beach was a haven of summertime fun, sandcastles were built, and skinny dipping unwillingly observed. However, lawsuits began as sandcastles started getting destroyed. In his own way, "Some Emo Guy was probably trying to help, but by building a death pit for mortal combat, he made his own enemies. However, after being fed to the sharks, Emo discovered his own unique abilities, in the form of what some have dubbed "Pain Mitosis". After trying to fish him out of shark guts, we discovered an Emo clone. Attempts to end the extra Emo's life, ended in tragedy, as more clones started to appear. The Emo Clones then took it upon themselves to start multiplying. Eventually, the clones were suppressed into a pan-dimensional rift, giving everyone time for a bit of a water fight. Eventually, the gang started to play wave tag, but somehow this devolved into a mosh pit. Who knows what is going on there anymore.

The E-Beach wasn't just a spam-fest; we also had great fun with various competitions around the whole area. The prestigious "Equilism Goes Graphicz" allowed the opportunity for citizens to create new flags, mottos and seals for the whole region. Winners got  5 Tse Points along with immortal fame.

Also, other awards, such as "Best Personality" and "Best RP'er" were held, and results can be found here.

Although fun was had, and all enjoyed the surf and sand, the E-beach was closed by Tycholand, amongst much tears and sighs, hopefully for a grand re-opening next year.

Hitchcalm:
The first Inter-regional Olympics opened with a rousing speech from Helvicstan of Fidelia, introducing the 33 nations from 7 different regions, who all competed vigorously for the top spot on the podium. Speeches by our own Tycholand and New Liberalia's Iwaqin followed, lifting the hearts and minds of all listening. After a mesmerizing fireworks display, and the lighting of the Olympic Cauldron, the games had begun!

The games opened with the individual and team versions of archery and badminton, leaving New Liberalia in the lead with 2 gold medals. However, Equilism flew ahead with 11 golds with the introduction of the track and field events. This seemed to set the trend for the rest of the games, as Equilism won the Olympics with a margin of 28 gold medals, leaving us with a total of 134 medals won. Fidelia followed, with 18 golds and a total of 55 medals, whilst New Liberalia came in third with 11 golds and 39 medals in total. Whilst some may have been worried about the unequal representation between the likes of Equilism’s 17 participating nations, and Antartica's single member, admiration has to remain for Todd McCloud of The Rejected Realms. Todd single-handedly brought his region to fourth place, with an astounding 4 gold medals.

On a national scale, Todd fared even better, getting the impressive position of 3rd place. The Monkye did us proud by achieving the highest medal tally, and landing himself in a glorious second place. Newcomer to the region Hitchcalm, however amassed 6 gold medals, and 7 other medals, storming away with the win. Our congratulations are with both these representatives of the region.

However, the Olympics didn't end there. With the Basketball, Football and Field Hockey events relying on WA rankings, all was to play for. In field hockey, Pengwiniah's Runners beat the Fourth Grade Drinkers from Bogans and Boozers. The Monkye's Monkeysticks secured a bronze, against Felasia's Falcons. Basketball gave some interesting results, as due to odd numbers, a "Wild card" system was played. This allowed the eventual winner, Hitchcalm's BasketHitch team to return from a sound defeat to take the gold, against Felasia's Ragriz Knight. Once again, The Monkye received a bronze against Silphco. Ederick's Fablehaven football team took the gold in a 3-2 victory against the Silphco football team, resulting in a cry of "UGH, Soooo close! No matter, good showing for Fidelia! Congrats Ederick!" from the latter. Suspiciously, The Monkye once again took another third place, against the Steroid Use team. Equilism was tempted to say something about third-rate teams, but instead rejoiced in such successes.

The Olympics ended as it had begun, with rousing speeches from all sides. The co-operation and inter-regional friendliness has evidently left it's mark on each region, as was the intention from the beginning. To boldly quote someone from within Equilism, "Huzzah!” would mark the feelings of all.

The College

Elections and Appointments:

On August 1, after a contest and application process to determine who would become the next World Assembly Delegate (a.k.a. exalted WAD) of Equilism, Westwind announced the selection of Dalimbar, former 'rouge daligate' of The North Pacific as the new Chancellor of the Realm.

Following the resignation of Neo-Conservatism as Governor General, Westwind and Chaucerin exercised emergency powers as the two remaining Guardians of the Realm to provide a means of conducting elections at the beginning of August. Biyah, Naivetry, and Whamabama were the candidates for the position of Lord Chancellor. With 46.67% of the vote, Naivetry was sworn in on August 9.

On August 10, E-Army Chief of Staff Zorn Uzkul presented E-Army Private Pensée to the College for advice and consent as the new Military Liaison, responsible for reporting to the College on the doings of the military.

On August 15, Naivetry presented the following appointments to the members of the College for their advice and consent:

All three Chancellors were approved and have taken office effective immediately.


Legislation:

While elections were still in progress, Lord Chancellor Felasia submitted an amendment to remove the Heir of Equilism from the Constitution. The amendment was passed and signed into law on August 1.

Legislation involving the regional Endorsement Cap was also brought to a vote during this time. The legislation was approved by vote, but King Westwind returned it to the College for additional consideration given concerns over a lack of specificity and flexibility in the wording of the document. A new draft has been mostly completed, but is awaiting a vote on a Constitutional amendment before final revision.

On August 16, Westwind introduced a slate of proposed amendments to remove the Governor General from the Constitution. A heated discussion followed, with over 100 posts generated in 10 days. Several members of the College objected to the removal of the Governor General, who was meant to provide the College with a voice within the unelected Triumvirate of Guardians, insisting on the importance of a counterbalance to the power of the Monarchy. Proponents of the amendments argued that little to no actual power was being taken from the democratic legislative body, given the structure of the Triumvirate and the number of options available to the College to ensure the balance of power. A compromise was reached, wherein the Lord High Steward, who serves as the Monarch's designated successor and substitute during the Monarch's absence, is now charged with serving as an advocate for the College, and emergency powers have been more strictly defined. The massive slate of reforms is now up for vote; voting will conclude on September 6.

Finally, a discussion on a Sovereign Naming Rights Agreement for NationStates 2 is underway, with a simultaneous discussion held at the Cloth of Gold conference in Great Britain and Ireland.

Breaking News: Gnidrah loses delegacy of TEP; new delegate proclaims a new Empire

After 836 days in the delegacy of The East Pacific, Gnidrah has been replaced by an otherwise unknown nation, Lady Phedre, who declared herself Empress moments after update. The upset was supported by movement from outside troops, predominantly from raider or imperialist groups - observers speculate that the alphabet soup of organizations includes TLK, TNI, TBH, MM, CLT, DEN, and the Gatesville Guard, but currently only Gatesville members are confirmed.

The invasion was opposed by a wide range of defender organizations, including TITO, FRA member regions, and Equilism. Equilism and several other groups pulled out before update, however, when evidence was provided that prominent TEP natives were supporting the switch, making the situation an internal coup or revolution. More coverage on who was where when, as well as updates on the new regime in TEP, will follow as more information becomes available.


Breaking News: The Empire in TEP and Gatesville sign treaty, Gatesville dissolves TNP treaty and declares war, TNP returns the favor

Lady Phedre, Empress and Delegate of The East Pacific, announced today the signing of a treaty between The East Pacific and Gatesville. The treaty formalizes a relationship of mutual defence and intelligence sharing, among other things, between TEP and Gatesville.

Gates posted a declaration today issued by the Gatesville High Council dissolving a treaty held with The North Pacific. The statement highlights the activities of Flemingovia and Kharkistania in The East Pacific in "slandering members of the Gatesville High Council," and states that the treaty may be reestablished if the two are officially reprimanded.

Less than three hours later, Eluvatar, Delegate of The North Pacific, responded with a statement cosigned by Heft, Minister of Defense, recognizing the state of war declared by Gatesville. Pointing out the fact that Flemingovia and Kharkistania are both members of several other regions that were not singled out for similar treatment, TNP claims that Gatesville's "intentions from the beginning appears to have been simply to drum up an excuse to void the treaty. Breaking news: TEP joins conflict between Gatesville and TNP

The East Pacific has declared for Gatesville in the third announcement of hostilities to be posted in last 5 hours. In a post laden with religious phraseology, Lady Phedre declared that, "All resources of The Empire shall be mobilized to help Gatesville remove the meddlesome pest that the government of The North Pacific has become." More on these latest developments will be posted as information becomes available.

Talks continue in the New Liberalia - Equilism summit taking place in New Liberalia.

The Chancellor has had to accept the resignation of Midiri as deputy Chancellor due to RL concerns. The Chancellory wishes him good luck, and a speedy return when he is able.

The College

Legislation:
Constitutional reforms replacing the Triumvirate of Guardians with the Monarchy passed on September 7, with nine members voting Aye and five voting Abstain. This unprecedented rate of abstention caused some concern, and King Westwind sought the interpretation of the Judiciary to clarify whether the amendment had garnered the 2/3 vote necessary to pass. Citing several different sources, Chaucerin stated that the definition of 'Abstain' was clearly 'to refrain from voting' and that as such votes of "Abstain" were not to be calculated in the vote tally. As a matter of definition rather than interpretation, the matter was returned without a Judicial finding, and Westwind accordingly signed it into law.

This sequence of events spurred discussion of whether a fourth option, that of voting "Present," should be added to the ballot, which would allow noncommittal votes to count towards the final tally, possibly blocking legislation without the need for an active Nay vote. Most members, including those who had voted Abstain, agreed that such a measure would be unnecessary, if not undesirable.

On September 14, Equilism ratified the Sovereign Naming Rights Agreement, an inter-regional agreement created during the Cloth of Gold conference held in Great Britain and Ireland. On September 20, the College approved an Open Campus Program with a number of other regions. The revised version of the Endorsement Cap Law was opened for voting on September 21.

Discussion has begun on reforms to the Laws and Procedures of the College of Equilism, to bring the L&P in line with the new Constitutional amendments.

The Monarch delivered an address to the College on The State of NationStates: Of Wars and Rumours of Wars, discussing the recent delegate change in The East Pacific and the dramatic political realignments that have resulted from it.

Equilism Culture

Hitchcalm and Wesleism, as per the usual, have been racking up major posts in the spam section of the forum. Everything from "The Neverending Arguement" to "Answer/Question" got posts to freshen them up, and then some. Hitch's spate of sucessive guessing in "Who'll Post Next" came to a close, as a new face on the block broke in. Known only as Blogster, the entrant has achieved an impressive 49 posts per day average, surpassedo only by Hitch's 56. Whether Blog can keep this up remains to be seen. Top spammers, Hitch and Wes clashed somewhat in the "Double Letters" game, with a 12 streak of words beginning with Oo-, only to be interrupted by a passing Samaritan.

The re-appearance of Zaamathi again, has , once again, led to some crazy goings on in the E-Bar, resulting in extreme digestion, a reversion to communism, and the hiring of the mercenary forces of Some Emo Guy. Explosions around the globe have lead to many suspicions that the dreaded Emo Clones may be back in force, and are now working for booze.

In the Attack Shop, Wham gained a staggering amount xp, to equal Hitch in the level fronts at 49, whilst Sedge remains way of ahead of the group at level 86, despite efforts from The Monkye and Felasia (55 & 65 respectively).

Fan favourite Star Trek: Equilism re-opened up for business, after Tarlisea ended his well deserved vacation. Will they escape the unknown gravitational force unharmed? In an identical post left on the forums of Equilism, The Empire, and The West Pacific, Biyah posted a confession of his role as Lord Rahl in The Empire, inviting Equilism and TWP to join him there. Levels of surprise have varied, as have other judgments, ranging from congratulations to boredom to new-found distrust. In response to the latter tendency, Biyah has submitted his resignation as Chief of Intel in Equilism and has been removed from sensitive areas of the forum.

Equilism is currently in talks with The Empire after receiving an invitation to join The Empire. Also under discussion is our relationship with the FRA.

GB&I declared war on The True Revolution after members of TTR were caught sabotaging their forums with spamming of porn. In accordance with Equilism law and the COPS treaty Equilism has severed relations with TTR.

Equilism Foreign Affairs Statement on the Declaration of War between The True Revolution and Great Britain and Ireland

Equilism is saddened by the attacks on the Great Britain and Ireland forum, as well as disappointed and dismayed at the response that has come from The True Revolution.  As a signatory region of the COPS Treaty, we stand in strong condemnation of any and all forms of forum attack.

Equilism law states:

1. Equilism will not recognize agreements with governments that promote, condone, or overlook acts of sabotage committed by their members.

2. Equilism will hold no foreign relations with any such region.

3. Equilism will condemn all sabotage against off-site property, regardless of the perpetrator or victim.

4. Equilism will actively encourage other regions to condemn any and all acts of sabotage.

In Equilism we maintain a respect for the contributions that have been made in the game by defenders, raiders, imperialists, feederites, userites, and other players. These regions and armies have all acted in game, bringing character, culture and activity to the game as a result. Yes, we hold respect even with those that we stand in opposition against, until the line is crossed into the violation of off-site intellectual property and community.

The True Revolution has made it clear that they claim themselves to be lawless, and that even if their members have carried out such heinous acts, they will not be held accountable. Beyond that, they have engaged in a childish and wanton display of disrespect and derision, stooping to the lowest forms of name calling and personal attacks. The defense of crimes against RL forum Terms of Service and potential RL legal violations by TTR members is unconscionable.

In consideration of this situation, Equilism takes the following steps:

1. Equilism without reservation condemns the attacks committed against the Great Britain and Ireland forum.

2. By order of the E-Army High Command, all SIREN access for TTR members has been terminated with immediate effect.

3. In accordance with Equilism law, the Embassy of The True Revolution in Equilism is closed. And we declare our Embassy in TTR closed as well. Diplomatic relations between our regions are hereby terminated.

It is with sorrow for the loss of our friendship with TTR that we take these actions. It pains us to experience the loss of the respect that we held for them. It is a shocking revelation, to find such wanton acts of terror being carried out from the heart of a region we called friend. And even more disheartening to read the defense of such actions by the same.

The College

Legislation:
On October 5, Westwind signed into law an amendment to the Endorsement Cap Law which clarified the responsibilities of the government with regards to setting and publicizing the endorsement cap. Rather than enshrining the endorsement cap in legislation, this new version of the law allows the Monarchy and Delegate to set the endorsement cap, with recommendations from the E-Army's Intelligence Agency.


Legislative Order #2:
On October 5, Dalimbar unexpectedly resigned from the World Assembly, leaving Equilism without a WA Delegate 3 hours before update. Lord Chancellor Naivetry made use of the LC's Emergency Powers, the second use of such powers in the history of the Realm, to appoint "Some emo guy" as interim delegate until a more permanent replacement could be found. As mandated in the Constitution, the use of Emergency Powers was ratified almost immediately by Westwind, who then ordered the E-Army home to garrison the region. Westwind has since issued a call for applications for the WA Delegacy to find a more permanent replacement.


Appointments:
With the position of Lord High Advocate vacated thanks to the recent Constitutional reforms, Tarricoe has been appointed and confirmed as the new Lord High Advocate, head of the Judiciary. This resulted in a vacancy within the lower ranks of the Judiciary, and so Felasia was appointed and confirmed as Advocate General to replace him. The third and final spot on the Judiciary is also under consideration, as the College votes on whether or not to remove Advocate General Tse Moana after over 2 months of inactivity.


Membership:
Equilism members were informed on September 21 that Biyah, then Chief of Intel and member of Foreign Affairs, was Lord Rahl of The Empire. Biyah quickly resigned from his posts in Intel and Foreign Affairs. On October 4, Dalimbar revealed his own identity as Lady Anastasia within The Empire, shortly before resigning from the World Assembly. Following Dalimbar's resignation as Delegate, Biyah resigned from the College of Equilism, but has since reconsidered following assertions from Westwind and others that "to presume that Equilism will oppose your continued involvement due to your roles elsewhere is incorrect." Both Dalimbar and Biyah currently remain as members of the College of Equilism.

In other news, John Ashcroft Land has applied for membership in the College of Equilism, and is currently undergoing the Rite of Passage.

Broken News: TTR accused of spam attack on GB&I et al., Lady Phedre's identity revealed, Lady Anastasia's identity revealed

Great Britain and Ireland reported a spam attack conducted on their forum today (as well as the forums of The New Inquisition and The Brotherhood of Blood) which they subsequently traced back to members of The True Revolution. Prime Minister Bilrow's original statement to the region on September 22 was followed by a statement to the interregional community on September 23, a second interregional statement on September 24, and finally by a declaration of war on September 26.

In the Global News Network article dealing with the attacks, TTR claims to have posted an apology; GB&I personnel confirm the postings, but say that they were first from an unregistered and then from a registered source not known to be connected with TTR.

Lady Phedre confirmed today her identity as Neenee, long-term citizen of The West Pacific. As Empress of The Empire in The East Pacific, Neenee/Phedre reaffirmed her commitment to activity and reiterated her desire for TEP to "shine and be a cornerstone of NS," while admitting that part of her motivation has been pride, to show people that it could be done.

In the latest in a string of Imperial confessions, Dalimbar announced today in The Empire and in Equilism his identity as Lady Anastasia of The Empire. Dalimbar's announcement was followed by his resignation from the World Assembly and therefore from the delegacy of Equilism less than 24 hours later, resulting in an emergency delegate appointment and the recall of the E-Army to garrison the region.

The Chancellory has implemented a new policy regarding single thread and subforum consulates. Embassies will continue to be subforums, as will all consulates currently in existence. Equilism has also closed embassies with Walbard Union due to inactivity. Equilism's Foreign Affairs team would also like to welcome the refugees from the DUN after the founder ejected them from the region and took the forum offline. Texas, The Black Market, Yggdrasil, and Paradisia have been contacted for embassy exchanges.

Foreign Afffairs is considering The Commonwealths embassy request. The Commonwealth consists of the regions The Kingdom of Ireland, The Kingdom of Sparta, The Kingdom of New England, The Kingdom of Hawaii, and The United Islands.

Talks with the Empire continue, albeit slowly.

After a lengthy debate Equilism has decided to close relations with The Founderless Regions Alliance.

Equilism statement regarding the FRA

Recent events during the failed liberation of Central Eastern Europe have brought the status of relations between Equilism and the FRA into question. After the E-Army had coordinated a liberation attempt, officers received word less than two hours before update that Falconias of the FRA was also planning a liberation attempt for the same night. This lack of communication was regrettable, but not offensive in itself. Likewise, Falconias's assumption that the E-Army's plans should be subordinated to his displayed no more than the usual lack of consideration for independent regional forces that characterizes the FRA, and the emergency recall of all E-Army troops to garrison Equilism soon negated the issue of command authority for that particular mission.

However, after defender forces were ejected from the region by DEN, members involved in the failed liberation engaged in the creation of derogatory puppets to spam Central Eastern Europe's RMB. This demonstration of immaturity and incivility flies in the face of the standards of conduct once espoused by defenders and is a disgrace to that name, as well as to all involved.

The lack of concern for cooperative effort, the continued failure to demonstrate a change in culture or attitude, and the disgraceful behavior displayed in Central Eastern Europe, on top of past offenses such as the unrequested founding of Equilism and other alliances in NS2, have made continued association with the FRA an unappealing prospect. Equilism hereby closes its consulate with the Founderless Regions Alliance and from this point on will pursue cooperation with its individual member regions alone. The FRA has shown time and again that it is incapable of promoting defender cooperation and/or unity, and so Equilism has no interest in pursuing any further relationship with the organization.

Appointments:
On October 10, The Monkye was appointed as the Chancellor of the Realm, Equilism's newest World Assembly Delegate. Due to the extraordinary circumstances, The Monkye began endoswapping as soon as his appointment was announced, and took the Delegacy on October 14; after confirmation by the College, the reign of The Monkye WAD was officially begun on October 18.

Membership:
Zorn Uzkul resigned from the College this week. In an unrelated incident, Numero Capitan has also been removed from the College at his request; a Judicial hearing has begun on the circumstances of the latter departure.

Breaking News: Fresh fuel for feeder war

Delegate-elect Tresville of The North Pacific posted official logs today of a conversation from TNP's government IRC channel. In the logs, Tresville (Cisco) answers questions from TNP government members about his policy on everything from RMB spam to the Empire. In the course of discussion, the activities of Flemingovia and Outer Kharkistania on behalf of the Confederacy of The East Pacific (cited originally as the cause of the war) were mentioned as a potential obstacle to opening talks between TNP and The Empire. The discussion closed after an apparently controversial (but publicly undisclosed) quote selection made by Eluvatar from the simultaneous commentary occurring on The Empire's IRC channel.

Tresville has made a speech requesting that TNP present a united front on the issue of the war, and making it clear that any chance for peace will have to wait for another administration. Tresville (WA nation: The Tresville Element), whose election to the delegacy has not gone without controversy, is presently 35 endorsements short of overtaking the current delegate of TNP, Zemnaya Svoboda (aka Eluvatar). Observers speculate that it could be a matter of several more weeks until the delegacy change is effected.


Breaking News: Gnidrah resigns from WA, retires from NS

Gnidrah, former delegate of The East Pacific, resigned today from the World Assembly. Since his forced removal from the Delegacy, Gnidrah's continued presence in the region, hovering at just below 100 endorsements, had served as something of a rallying point for the Confederacy of The East Pacific, the former government of the region. In a letter posted on 1 Infinite Loop's forums, Gnidrah explains that he is officially resigning from all positions within the region and the forum, and retiring from NationStates as a whole, after approximately 4 years. Citing both Real Life(tm) considerations and his opinion of what was best for the region and for NationStates as a whole, Gnidrah bid his friends and associates farewell.


Breaking news: Fae gains delegacy of TWP, announces cabinet

At update today, The Faeyas gained the delegacy of TWP following her election as First Minister in that region. Fae has announced her cabinet, which includes a number of prominent West Pacificans as well as several more-unanticipated picks.
 
E-Army Policy statement - The Post-Defender Age

Citizens, Soldiers, and Officers of Equilism, and NationStates residents, I come before you today in this Post-Defender Age.

Equilism and the E-Army were founded upon the original ideals of defenders in NationStates to fight against griefing and defend the innocent against the uninvited and unprovoked invasion of regions throughout NS. We collaborated in the grand effort for Defender Unity, joined in alliance with the Alliance Defense Network (ADN), the Allied Liberation League (A.L.L.), Juxtaposition X, The North Pacific, Nasicournia, closely cooperating with The Proletariat Coalition, EAA, Pacific Defenders, GLA, Force 10, and many others. We stood upon the ideals of freedom and self-determination - the sovereign rights of nations and regions. We were once one of the top three armies in all of NationStates. We waved the banner of "Defenders Rock!" high. Our intelligence capabilities were feared by our invader enemies.

That was many years ago now.

The Age of Defenders was fading before the implementation of Influence in NS, and that implementation put a final end to that age. The ADN-NPO/PRP conflict faded, the invader-defender dynamic collapsed. Our allied organizations went inactive and died, as did many of our allied regions and friends. Most of the very best that the defender world had to offer to NationStates left the game in disgust and despair. There was nothing more of interest left to them.

Invaders and Raiders adjusted to Influence and continued their efforts, though they also were greatly affected by the decline that resulted from the implementation. Small numbers of defenders carried on the effort to oppose them, but the original ideals were no longer there. Influence removed the curse of griefing. Raiders targeted small inactive and founderless regions that show no active self-determination to be defended.

The Dark Ages were underway. In the midst of those dark days, the government of Equilism failed, as we faded into inactivity as our allies had. We had to change, or fade into the silent night of NationStates history. Thus began the Great Schism of the region, after I dissolved the Constitution and government. While there may still be a few that hold my actions against me, I still stand by my actions to save the region from its death. It is my firm belief, that we would not be here today, still and active member of the interregional community, had I not taken swift and decisive action together with those that helped worked for our future. The end result was the Realm, which has been successful for nearly two years now. We have taken time periodically to realize that we live in a different age than the one we were formed in, and taken those opportunities to adjust and recalibrate our policies. However, in some ways, it is my belief that we have failed to make a few key policy positions clear, to help guide us, in this Post-Defender Age.

As I mentioned in my previous address on the State of NationStates, the interregional world has been caught up in mighty changes and realignments. And in the midst of these worldwide events, we have seen the inheritors of the 'defender' label behave in uncivilized and vile manner. They do not deserve to be called 'defender'. Their actions and behavior are an abhorrence to the proud and honorable defender ideals. They do not follow any code or ideals. Opposing an invading/raiding force is simply a counter-invasion. That's all they are. Counter-invaders, not defenders. They sit on their ego-driven high-horses and act as if everyone should consider their efforts to be honorable, no matter what their actions and behaviors.

It is in consideration of such things, that Equilism closed all relations with the Founderless Regions Alliance. The FRA was founded upon honorable intentions and ideals, but has long strayed from those once honorable days. They have sought to infiltrate Equilism with hopes to incite rebellion against the government. They rejoiced in the effort of one of their members to found over 33 regions in NationStates2 without permission of those regions - in complete contradiction to the ideals of freedom and self-determination. They came to our forum to insult us and make demands of us while claiming to want our military assistance and cooperation. They continued their insults during private discussions, seeking to throw derision and accusations rather than to discuss resolution. No, they do not deserve the title 'defenders'. They are an insult to the name.

There are many raiders that are more honorable than the FRA.

But this is only a symptom of this Post-Defender Age. In NationStates, the primary military tactic that can be carried out is to invade a region. Invade and counter-invade, that is the military action.

It had long been E-Army policy, that we only use the counter-invade/defender side of the tactic. Long ago, there was an ongoing debate among Defenders, as to whether or not using invading to attack our opponents was a valid tactic. In those pre-Influence days, and with significant opposition, Equilism decided that we would err on the side against direct attacks.

At the start of this year, with NS wide activity at a critical decline, we took upon ourselves the effort to begin a fight against inactivity. And as we won the war against griefing, we won the immediate war against inactivity and decline. NS survived a summer slump without the lingering effects this time, helped by the anticipation over NS2.

As a part of our efforts at the beginning of the year, the E-Army reconsidered our old policies. We added new training to make sure that our soldiers understand both parts of the invasion/counter-invasion equation. We have sought to make sure we are prepared to address military needs that may arise.

However, the idea of Defenderism has continued in our collective psyche. We still have the concept of our ideals, but tempered with the understanding of the realities of game mechanics and the Age in which we live. We worked on the SIREN program with friends from The New Revolution, Antarctica, Zurich.....and it was a success as far as it went. It provided an independent, non-binding means of cooperation to carryout defensive missions. But I am afraid that we have confused defensive missions with the idea of being defenders.

Therefore I wish to state clearly: It is the policy of the E-Army that we are an Independent Army, not a Defender Army, as 'Defending' as it was once known is long gone and no longer relevant.

As such, we reserve all rights to perform any and all forms of military engagement - invasion and counter-invasion, and all other game legal efforts and tactics.

The E-Army will continue to carry out missions as it always has. We will 'defend' regions that are worth defending, or where we find that the effort is prudent. We will be prepared to use invasion to further our policies as we see fit. We will work together with other regional militaries as appropriate to the situation. We will seek to make more use of our non-updaters in missions to carry out our policies. We will continue to be a military force in NationStates, and invite all citizens to join us.

The journey through the Ages has carried us this far, and will continue to carry us into the future that awaits. We will not limit our options; we will not be restrained by the past. We will continue to develop as the NS world develops, and adapt to the Age in which we live. Today, we recognize the Post-Defender Age in Equilism.

Equilism's Statement on the Occupation of Egypt

The Equilism Foreign Affairs Chancellory has noted that many regions have expressed concern over the recent E-Army occupation and refounding plan of Egypt.

The E-Army moved into Egypt when it came apparent that DEN forces had moved into the region in an attempt to seize the region when the founder ceased to exist. This move by the E-Army was done in order to prevent DEN from occupying the region, and infringing on the region sovereignty. 00000 A World Power (AWP) had also moved in later with the same goal as we.

However, due to a lack of communication on both sides, assumptions were made. AWP assumed we were done, and took over the job. We assumed that the AWP's Regional Defence Forces were the Founderless Regions Alliance forces who had deliberately interfered with the E-Army troops in Egypt. The E-Army then made contact with The West Pacific and the Empire of the East Pacific, who moved troops in to support the E-Army, and we thank them for their assistance.

The facts about this incident are now clear, and the matter has been settled between Equilism, Egypt, and AWP. Equilism cherishes our friendship with AWP, and respects and support what they do. We look forward to a long and working relationship with AWP in the future and hope that this incident will not create a rift between our two regions.

As of 07:00 GMT, November 26th, 2008, Egypt has been returned to the control of the natives. The E-Army would like to apologize for the inconvenience to the natives of Egypt during the two days of occupation.

Lastly, we would like to note with disappointment the action of the Founderless Regions Alliance during the occupation. It is to our great disappointment that diplomatic negotiations were interrupted by military action from the FRA Rangers led by the Chief of Defence. We are pleased, however, to note that Numero Capitan, Sedgistan, and Neasmyrna did not authorize this mission and after learning of the incident, moved quickly to ensure that the FRA did not intervene during the negotiation and transition of power to the natives.

The E-Army launched Operation Hidden Sword in Lazarus to ensure a smooth delegacy transfer to Killer Kitty, along with several smaller missions in Communist Communism, Arsenal, and A Yellow Submarine.

The E-Army also occupied Egypt for a brief two days after first deploying there in a defence mission. A miscommunication between the E-Army and AWP led to a confrontation, but we are pleased to announce that the dispute has been settled and the region has been returned to native hands.

The E-Army Commander-in-Chief appointed Naivetry as a Commander of the E-Army.

E-Army Intelligence continues to ensure the security of the region, but we're not allowed to tell you anything, as this is "public" news.

Special Announcement: Reunification 2009: The Revelation

Greetings Friends,

According to Equilism law, January 4th was Reunification Day, an official holiday of the region. The day we celebrate the reunification of the region, following the Schism between Imperial Equilism and the Commonwealth of Equilism Government-in-Exile. It had been my intention for some months now to make this posting to you at that time, so forgive me for being late.

It has been two years since the Reunification. Many of those that were here in those days are no longer with us. Those that are still here will remember those exciting days, and I hope that they will freely share their thoughts and remembrances.

Those days have been presented as a time of irreconcilable disagreement over the direction of the region, largely between me and Neo-Conservatism that led to my coup against the Constitutional government of the Commonwealth of Equilism. I had banjected Neo and his primary supporters from the region, and dissolved the Constitution. In its place, I established the Codex and Imperial Equilism. After three months of conflict, we came together and negotiated an end to the Schism, and established The Realm of Equilism. That was the day of our Reunification.

However, as with many things in NationStates: The truth is often a bit different than what is presented publicly.

I want to take the time now, to tell the story of the events that lead up to the Reunification. To tell the true story of how the Schism came about. It is a story known only to a few people, and only a few of those are still active. In the process of telling this story, I will be declassifying some material from that time.

Inactivity in NationStates

Sounds like a familiar subject, I know. But the decline in NationStates extends back to 2005. There was a lessening of interests, some confusion of purpose, and frustrated departures of 'old timers' in 2005, prior to the establishment of Influence. We were one of the pillars of the Defender world in NationStates, and we suffered the losses of excellent experienced players across NS. Yet we continued to thrive in Equilism. Once Influence was established, the frustration of many Defenders became critical and large numbers left the game. Our allied regions went inactive, and the invader/defender game was no longer what it was.

We were headed down the same road as our long time allies - just getting there more slowly. Down a road into inactivity, to fade away and die. We had played the defender game, and the game we knew no longer existed. Many of our friends were long gone. Most posts on our forum were only for posting games. Members logged in less and less often. Posting less and less.

An opportunity, and a committee of thought

The Council of the government was discussing events in The Pacific. The delegate, Pierconium (aka Ivan), was purging the region (read - banjecting nations). He posted on their WFE:

By order of the Holy Ordo Hereticus this region shall be cleansed.

All non-UN nations are subject to Judgement and Relocation without notice. All UN nations should endorse the Delegate or face similar Punishment.

As it turns out, this banning spree was in preparation for him to step down, so that the current delegate (and former Equilism President) Moo-Cow with Guns could take the delegacy. The banjection of so many nations was also a bit of an experiment in Influence.

These events in The Pacific provided some drama and interest in NationStates. It has been proven time and again, that NS needs the refreshing of player interest in the form of dramatic actions. No matter how much some may call names against those that have instigated such events and generated such interest, it is a truth that NationStates would have faded long ago without them.

As we watched and discussed the events unfolding in The Pacific, Equilism President Neo-Conservatism noted:

Traditional defenders are clearly on the outside of all the current political machinations in NS. Simply put, the game has moved on into a new conflict and our traditional stances just aren't issues any more.

This simple and true observation launched Equilism into a discussion of our path and place in NationStates, and provided the impetus to save the region from a slow fading death. He continued:

As artificial as it may be, we might want to consider picking a side in the current NPO/ACCEL conflict and running with it. It would mean abandoning some old positons, but there's not much left to guard. The old order under Nasi and ADN seems to be long gone, and if we don't make things interesting around here, we may be headed down that road as well.

But there were a number of options available to us. Chaucerin added:

You want activity? Let's mess with everyone's head and side with NPO.

The discussion moved into OOC discussion, as the previously unspoken understanding by many came through - we needed to do something in order to continue being relevant in NationStates, and in order to keep our future viable. We found that we were in a position, and had the ability and the will to create an event in Equilism, that would be dramatic, and have repercussions outside of the region. We were a community of people that play the game of NationStates.

Together, we planned and plotted. And together, we created the Schism.

A decidedly undemocratic direction, diametrically opposed to our established persona of a region was the direction we choose. We knew that there would be consequences to such actions, and we did what we could to mitigate those effects. Neo stated:

It's safe to say we'd never be the same again. While there's not much activity as it currently stands, we do have a duty to make sure that what we'd be losing isn't more important.

We found that survival was our interest. And our survival required making a dramatic change. We could not hold onto the past, yet we did want to hold a respect for our past. Sovereignty and a recognition of game mechanics gave us continuity. There was some discussion as to whether or not we should establish a Government-in-Exile. Discussion as to whether the split should occur before or after the upcoming elections. Discussion over who would be on what side.

We choose up the sides in the conflict. We choose to be in conflict. We choose the points of conflict. We each played our parts. I struggled to play the part of the 'bad guy'. Neo helped re-write my announcement speech, as it was too much like the 'old Westwind'.

Lenin didn't leave the Romanovs alive for long, and the guy knew a thing or two about revolution. The problem I think is that this still has the ring of warm and fuzzy West--we need it to be slightly more apparent I think just how dramatic a departure this will be.

The two sides of the Schism, Imperial Equilism and the Government-in-Exile were always in contact, coordination and cooperation the entire time. We also informed key individuals among our remaining old friends outside of the region. We encouraged them to join in the protests and condemnation against my actions, and the actions of the new Imperial Equilism government. Neo and I became opposing polarizing figures in ADN, which also rejuvenated a bit due to our event, as we had hoped. Neo became a rising star, while I became a polarizing condemned villain.

A Time for All Things

We had in mind from the start that the event should last about three months, and we were successful in transitioning in that time frame. There were changes and adjustments that we made along the way. Such as happened when Chauce left Imperial Equilism for the Government-in-Exile.

I anticipated that if we were successful, I would have to leave the region and the game at the end, in order that Equilism would survive for the future. I was fully prepared to do so, and to this day I am surprised that it was not needed (and everytime I try to leave someone ties me to my rocking chair).

The fact that we succeeded in what we attempted to do, is one of the most amazing things I have seen in my time in NationStates. We restored activity and vitality to our region, gave it a fresh outlook for the future internally and externally. We gained a new lease on life, and forged a new system of governance that has served us well for two years. It has been phenomenal.

The peace negotiations that lead to the new constitution for The Realm, also contained role played debates and arguments, as we knew that those discussions would soon be made public. We could not agree or reunify too quickly and still maintain a semblance and appearance of real conflict. On the other hand, we could not allow the conflicts and disagreements we developed be used to bring trials against anyone in the aftermath. So we 'agreed' to no repercussions against anyone on any side.

All the World's A Stage

And we are merely players. Performers and portrayers. We stepped out of the box of our past, stood together as a community of NS game players, and took the opportunities that were presented to us, and played it as best we knew how. We had seen coups in other regions develop, launch, and fail. We avoided their failure by playing both the antagonist and protagonist ourselves.

Those that participated and performed their parts in those events - it was an honor. You played your roles brilliantly and flawlessly. Thank you for all you did. Thank you for making the past two years possible. Not to mention all those years before that.

Those that survived those events, living through those traumatic days of conflict and interest - I hope you understand why we carried them out, and will forgive us for keeping you in the dark. You also contributed greatly to the past two years - without you, we would not have the great community that has survived to this day. Thank you for all you do each day.

E-Army Mission News

The E-Army continues to participate in defence and liberation missions, with Monkey Island and Vampire Underground defended by the Thunder Platoon. Buddhist Region of Jambudvipa and Mediterranica were also liberated by our Lightning Platoon.

We also launched an anti-Nazi mission in Nazi with our friends in The Black Hawks who share the same hatred for this racist group. This mission has confirmed our position as an "independent" force in NS and that the E-Army will no longer blindly follow an ideology, but protect Equilism's best interest.

E-Army Intelligence also continues to ensure the security of the region, but we're not allowed to tell you anything. Whamabama, the recently re-elected Lord Chancellor, appointed Dalimbar to be Chancellor for Foreign Affairs of Equilism. The new Chancellor previously held the role of WA Delegate and Chancellor of the Realm from August 1st to October 5th 2008.

In an address to the College, and a subsequent notice posted in the Chancellory, the new Chancellor stated that he intends "to review the current practices and institutions of the Chancellory to find areas where we as a region can improve in the area of foreign affairs, while at the same time inviting all interested citizens into the service." Dalimbar also stated, "I will be working with the Lord Chancellor to make sure our foreign interests remain secure, what ever they may be. We live in a decaying world, but there is no reason for Equilism to give up just because others are."

As a notice to all regions that currently have embassies and/or consulates with us, the Chancellory will be enforcing our "Inactive Embassy Policy" shortly, which states that Embassies that are inactive for more than six weeks will be closed. We will be more than happy to re-open Embassies or Consulates that faced closure should there be a request from their respective governments.

Finally, the Chancellor appointed Biyah to be Deputy Chancellor.

Legislation:
Voting for a revamp of the Constitution is underway, as is a discussion of a new NS charter that will be necessary if the Constitutional vote passes. The Constitutional reform removes all mention of NationStates from the Constitution, and replaces it with a provision for game-specific charters to govern member activity in online games. As Equilism explores the possibilities of moving beyond NationStates, this is an important first step in maintaining our government and community while providing a means for members from other games to become Equilism citizens.

Membership after roll call has resulted in some empty seats. Currently Neenee is undergoing the Rite of Passage for membership in the College. Discussion is also underway to determine if members of the nobility should be made honorary members of the College.

Equilism RP Update



Star Trek: Equilism continues to be popular. On board the Equilism, Captain Lodo Ashe (Chaucerin) has offered himself as a hostage while attempting to negotiate with the aliens attacked by his hijacked ship, while Counselor Rix Albrun (Tycholand) questions the hijackers in the brig. Meanwhile on Kemaris Station, Admiral Jerry Taylor (Tarlisea) has approved a total station lockdown while the crew investigates links between the alien hijackers and Starfleet personnel... including Captain Ashe.

Meanwhile, the new Dungeons and Dragons RP is now in full swing! On their way to the city of Tulum to rescue the grandchildren of a local priest from the dark elves (and pick up a little loot along the way), our band of would-be heroes shortly runs into trouble - bandits on the forest road. Can they avoid battle, or will the group get its first taste of combat?

All new Starfleet cadets are welcome in the Starfleet training facility, while anyone with a taste for adventure can contact Whamabama for more information on the D&D campaign. Come join in the fun!

Announcement by the Realm of Equilism

Many in NS have long questioned Equilism’s involvement in the feeder regions. Here, today, we will explain it for you.

Many in Equilism and outside are aware of the long held and continuing presence of nations such as Moo-Cows with Guns, Dalimbar, Biyah, Neenee, John Ashcroft Land, Naivetry, Westwind and Whamabama in the affairs of the Pacifics, particularly The Pacific, The North Pacific, The East Pacific and The West Pacific. You may notice that nations such as Felasia have slid out of frontline action of late, while Equilism’s WAD has never been in the picture. You may ask now what I am getting at.

Now is the time that I remind you of Equilism’s claim to own NS, And now is when I give a very real reason for it.

When 'The Monkye' is an Australian and, myself, Max is an Australian, clearly it makes sense for an Australian to play as an Australian in my opinion. At least, The Monkye has been my mask since 2007. You need to change every so often, and it will be sad to move on from this loved misspelling.

In my time enjoying my creation, I have of course visited many places, under many guises. It has been most fun influencing how my game has been played, acting as a god behind the curtains, never playing the leading role, but always there wherever anything interesting was going on.

Right from early on it was very easy for me to get the enthusiastic newer players to believe who I was, and carry out my manipulations behind closed doors, either kept secret or not discussed from the majority of NS users. Right from the start of Equilism’s existence I was there, guiding and manipulating its progress. It was, and still is, a difficult lifestyle to keep up, and it has taken a toll on my family, and on my blog at times. But not on my ability to grow ginger moustaches for Movember

I could not have done it alone. My good friend currently under the mask of Felasia has been very much helpful, especially in times when I have not been able to be as involved as I would have liked in the affairs of the game I created.

All of the great players of modern times in Equilism at the moment will be able to vouch for the claims which I am making which may seem absolutely absurd to most readers of this announcement at the moment. As much initiative as they have shown during their gameplay, the one constant in between different nations appearing and disappearing (Even if my name has changed) has been the involvement in an outside force, in the planning, in the execution. Now we know that it was me. I played my part in The Empire, I played my part in the Crimson Order, I played my part in the New Pacific Order.


Seeing the recent decline of NationStates, to the point where I do not know if there will be another April Fool’s day to make this announcement on, I have decided that now is the time to step back, and rather than play as the meddling god, to step back and let the children preside over the crumbling empire. Many players will not believe this message because you know it is April Fools Day. That’s why it makes it such a fun day to make announcements, especially for those who remember our transition to the World Assembly.

Which brings me to my next announcement – due to problems being experienced with Jolt, as my final act I have decided that the official Nationstates Forum will be moving, to be housed in the Equilism Forum, found at www.equilism.org/forum, a home which has served me so well over the years, for the foreseeable future as Nationstates winds down. It feels fitting to me that this should be my last gift to my cronies and minions in Equilism.

So long and thanks for all the fish. I hope everyone was pleasantly surprised by what was revealed today, even if the sceptics don’t believe a word of what is written.

Citizens of Equilism,

A State of Emergency is hereby declared by the Monarchy of The Realm.

I Westwind, King of The Realm of Equilism, do hereby invoke Emergency powers as provided in the Constitution of Equilism. I have consulted with and obtained the concurrance of Chaucerin, Lord High Steward in order to enact this State of Emergency.

A full announcement of high importance on the nature of this State of Emergency will be made to the region in 48 hours.

In the meantime, all Forum, Government, Civil, Military, and Judicial offices, mechanisms, and policies are placed under the full authority of the Monarchy. All Chancellors, Officers, Soldiers and Advocates shall carry out any directives given by the Monarch.

Specific directives are as follows:

- The E-Army is ordered to immediately garrison the region. All soldiers shall return to or stay in Equilism until further notice. All soldiers are ordered to endorse the following nations: The Monkye, Westwind, and Chaucerin.

- Regional Control of the region is now turned off.

- The Equilism Intelligence Agency is directed to raise the regional security level to 'Elevated' as a precaution.

- The Lord High Advocate is directed to continue the current Election Cycle as scheduled. No interruption of Elections is to take place.

- The Chancellory for Foreign Affairs shall direct all Ambassadors to post this notice of a State of Emergency in Equilism in their respective Embassies immediately, within 24 hours of this posting. The Chancellory is also notified to be prepared to make a similar Embassy posting of the announcement to be made in 48 hours.

- No new Embassies shall be accepted or established until after the announcement.

- Immigration and Domestic Affairs are directed to continue with their normal operations.

The Monarchy requests that the citizens of Equilism direct their attention to the forthcoming announcement for further information. Additional directives will be given as necessary.

Citizens of Equilism and friends across NationStates,

Thank you for you kind attention, and for your concern over the issuance of the current State of Emergency. I appreciate the interest you all have in the well being of our region. I have sought to draw your attention tonight to a matter of importance concerning the region of Equilism.

First of all, let me assure you that the State of Emergency does not mean that there is a problem or threat against us. At no time has the security of the region been at any risk from internal or external threats or forces. The region is secure. Nor are there any personal issues of concern in regards to this State of Emergency. It is my desire at this time to put your minds and hearts at ease. There is no cause for alarm or worry.

Now, I hope you will bear with me, as I explore a bit of Equilism history.

As most of you know, Equilism was founded in January 2004 by Equility (Max...no, not that one). And shortly thereafter I was recruited to the region. Within two weeks I was drawn onto the forum and elected into the first Senate of the region. At that time, our main leaders were Equility, Rhonanvin, Tomika, with the advice of Ostendt from Belgium. (Our first alliance was with Belgium, BTW.) Our first Constitutional Convention was in process. Equility had presented the first Constitution, having largely based it upon the as yet unratified ADN Constitution. Both of those Constitutions established a shared Executive. In ADN, it was the President and Director, while in Equilism it was the President and Prime Minister.

Another early advisor from outside the region was P-topia. I doubt that anyone still in Equilism will remember him. He and Ostendt helped us to structure, prepare and organize the region’s Military and Intelligence capabilities in the beginning. Tomika though, is the true founder of the E-Army. He devised our first rank structures, awards and training. He stepped down as Prime Minister, so that he could concentrate his time and efforts on the Military. (Which lead to me becoming Prime Minister in his place.) The foundation that he set for the E-Army was built upon from that day forward, all the way to the present

In the summer of 2004 as the game slumped and players took time for vacations, Equility shared the founder nation password with Ostendt and I, to look after the nation and region when he was absent. He said that he considered the two of us to be co-founders of the region.

Yet eventually, Ostendt choose to resign as a Commander in the E-Army, and withdraw from the greater gameplay of NationStates. ‘O’, as we knew him, showed up from time to time over the years to say ‘hi’, and his ancient nation was often found in Belgium. But it seems he has been gone now for quite some time.

Equility and I sought to guide the region as we could, while clearing the way for new players to have the opportunity to rise and take the reins of the region. Yet we held the concern that someday there could come a player that would rise up to the Presidency or Prime Ministership that would be a danger to the region. We basically decided that should such an event occur, that one of us would run for office against this person. We also sought to take turns in being the primary person taking care of the region in the background – advising and taking care of the administrative tasks. But finally one day, Equility went on vacation and never returned to full activity. He found that wide world of Real Life.

For a very long time I hoped and waited for him to return. I tried to maintain the vision and ideal for the region with which he founded it. And I admit, that I did not fully agree with all of his positions. And so I felt restricted in what I could do. But that was not healthy for the region. We always believed in making sure that Equilism was flexible, and I slowly edged towards more flexibility. Yet, time and again, my own interest was waning. I have been often ready to ‘retire’ from NationStates. I couldn’t abandon Equility’s region though. I was it’s caretaker. I was still waiting for him to return.

In 2006, the summer slump came and went. Activity did not recover. The Defender world of which we were a part, was dead. Influence was merely the final nail in the coffin, as the invader/defender dynamic had been fading for some time prior to the establishment of Influence. The government of Equilism was essentially dead as well. The only few posts on the forum were in the games areas. And that was waning too.

We still watched events in the other regions of NS. We were getting passed by as the whole NS World interregional dynamic had changed. We were failing to change with it. This precipitated the ‘Schism’ in October 2006, which revitalized the region, and established The Realm which has served us for nearly 2 ½ years. It was at this dynamic pivot in our history that I was able to shake myself from being a simple caretaker to being the founder in whole, of Equilism. That pivot is something that I used as a tool in our roleplay in carrying out the Schism.

So what has all this got to do with the State of Emergency that I declared 48 hours ago ? Why am I wasting your precious time with all this ?

Because another crucial moment, another pivot in the history of Equilism is upon the region. And because it is a rather personal and somewhat difficult moment for myself.

To everything there is a time and a season. And change is an immutable constant of the universe. Change is an endless stream that travels through this life, this universe in which we live. And change is what I have to give to Equilism, one last time.

And now the Announcement that you have been waiting for….

I, Westwind, King of The Realm of Equilism, do hereby abdicate the Monarchy of Equilism and relinquish the founding nation Equility, effective May 8, 2009 20:00 Mountain Daylight Savings Time. At that time, the Lord High Steward Chaucerin shall become Monarch of The Realm of Equilism, and Keeper of Equility.

The Steward is in possession of the current founder password, and will change the password at that time.

The State of Emergency shall continue in effect until Monarch Chaucerin orders otherwise.

In a time of endings, there are opportunities for new beginnings. Make full use of this opportunity. There is nothing but blue sky ahead of you. Nothing but possibilities. Do not let yourself be bound to the past. Do not let history hold you back. Refresh your vision, step forward renewed. Think out of the box and outside of the past.

Let me reassure you this one thing: I am not wholly leaving. I’ve accomplished everything that I wanted to, and more that I had ever imagined. I will be continuing to assist with the administration of this forum, and if you ever need advice or an opinion, I’ll be right over there.

My time of leading and guiding intrigue, events, and ideas are done. I’ve provided a parade of puppets as I’ve moved them home to Equilism, or revived them and brought them home to Equilism. I’d suggest making use of that apparent bump in population to the advantage of further recruitment. (I might even be willing to 'sell' a few puppets if anyone finds one interesting)

I know that the region couldn’t be in better hands. ‘Be with The Best’ isn’t just a slogan, we’ve lived it. Each and every one of you proves that. So many people past and present have given so much of themselves to make our region, our community, the great place that we have today. Thank you so very much for everything that each of you have done. We’ve proven that quality that can be built from such diversity from all over the world. We’ve proven that a world community can come together, work together, play together, and make our collective home a better place.

Thank you all for the opportunity to enjoy this game with you. Thank you for the opportunity to get to know some of you. Thank you for the opportunity to work with you, to choose sides with you, choose directions with you, build ideas together with you. Thank you for the time we've shared here in this corner of cyberspace. In this place called Equilism.

Chaucerin, King of Equilism: Westwind Steps down, Steward accepts the Crown

Chaucerin:
It is with mixed emotions that I have agreed to ascend to the throne of Equilism and become only the second King of this great region.

While I am excited at the opportunity to grow and rebuild, I am feeling a profound sense of loss at what is surely the end of an age; and the Age of Westwind was a good one.

I have been in this region for nearly five years, and even when I was new, Westwind had already imprinted this region with his spirit and personality as one of The Founders. The contributions of Westwind in this region are literally too numerous to list. There will be another time and a place to give him his due for the peerless service that he has rendered to this region. Suffice it to say, for now at least, that no one has ever done more for us than Westwind.

Our task now is to look ahead.

We have all heard time and time again that we have come to the end of NationStates. We have all been told that the game is in decline and soon to die.

I have been hearing this for at least three years. I did not believe it then and I do not believe it now.

The game is very different now – the rules have changed and the names that once were legend are now forgotten. But that does not mean that the game is coming to end. New regions are still being born and new players are still joining. If we are to remain relevant and survive we must grow. We must adapt and join this new generation of players; we cannot remain married to old dogmas, we must evolve.

There is no secret to power and relevancy in Nation States. If you are a power at home, you will be relevant across this world.

We must become a power again, and together, we will. Our best days can still be ahead of us if we can unify to a single, higher purpose. Equilism, ancient and proud, can stand among the new titans of this game and be counted as the best among them. But we cannot do this as players; we can only do this together as a region.

In the next few days, I will consult with the newly elected Lord Chancellor as well as a circle or advisors who will represent this community. Together, we will lay out the direction for Equilism and announce our new imperatives. These new imperatives will not please you all, but they will ensure that we survive and that we thrive.

It has always been true that you will only get a region that is as good as you make it. Westwind showed us how true that can be, and now we will move on once again.

We will make a new region together, and it will be grand.

Effective immediately, I hereby name Naivetry as acting High Steward. This is a provisional appointment pending the outcome of the current elections for Lord Chancellor.

The Monarch Addresses the Region: Can You Hear Me Now?

Friends of Equilism:

It has now been better than a day since Westwind stepped down from the Monarchy and I ascended to the throne.

I would like to take this opportunity to address the region as King for the first time.  There is nothing groundbreaking here, but there are a few importance notices to give out – it is my hope to communicate with all of you as often as possible.

First, the State of Emergency declared by Westwind is still in effect . I have not declared it closed, nor did West before retiring from the throne. The state of emergency will remain in effect until after the current election.

In order to remain within the confines of our law, I will ask the High Steward to confirm or deny extending the current State of Emergency.

Second, after the election of the Lord Chancellor, the High Steward and I will be making some announcements. A large reform of the government is in the works – easily the most extensive since the Schism.

Third, until further information is given the E-army is instructed to remain on garrison in Equilism (Army Commanders may contact me personally if a choice mission presents itself) and all WA nations are asked to endorse Chaucerin and The Monkye.

Lastly, I will be issuing a Royal Declaration within the next 24 hours – please keep an eye out for that.

I know that this is an odd time and that we are in limbo while we wait for the start of my rule as King to fully take shape. I do have a different vision for Equilism; I am a practical and goal-oriented man. My time as King will be equally practical and equally oriented to accomplishing some very important goals.

I would ask that any nation and any member with any concerns or question either air them here, or contact me privately.
 
Royal Proclamation

On the night that Westwind ended his tenure as our King, I declared that there would be another time to celebrate the deeds that our friend and leader had accomplished.

Now is that time.

Equilism is old among the user-created regions. Our history stretched back to an older time in Nation States, back to when this world was new. In the ages that have passed great powers have faded and gone.

But we here in Equilism have remained and we have not faltered.

Paramount among the reasons for this is Westwind, and this proclamation will serve as the start of a period of celebration where we will trumpet the man and commit his name to our highest pedestal.

For the time that most of us have been here, Westwind has been constant. Not always agreed with and not always central to all events, the presence of this one player has acted as the foundation for our region and no one has ever had greater effect. There are a few of us who hoped to preserve the full identity of Equilism by preserving the past. Westwind did this all the while building the future as he went. It is no exaggeration to say that had Westwind not persevered as caretaker and leader of Equilism that Equilism would not be here.

People of Equilism:

Chaucerin, King of Equilism hereby declares that May 15th shall be known as The Feast of The Western Wind and be celebrated annually as a token of thanks to the great character and contributions of our first Monarch.

The King hereby directs the government of Equilism and the Chancellor for Domestic Affairs to see that an appropriate celebration is arranged for the first observation of this new regional holiday.

Further, the King also declares that Westwind be honored henceforth with the title The Father of Equilism for his unique and timeless leadership of this region.

All residing within this region should be prepared to offer their thanks to The Father of Equilism; the author of so much of our history.

By the power of my Royal office I do proclaim these titles and observances to be held as the law of this region.

Equilism Condemns Macedonian Empire

Equilism has always stood for sovereignty—ours and that of every other region in the game. Of late, there is a group who is violating regional sovereignty for kicks by taking over regions and ejecting the natives. These are not dead or dying regions, but regions who have long-standing communities.

Mencer and the Macedonian Empire have been responsible for destroying the following regions since 2006: Chad, Cyprus, Czech Rep., Andorra, Azerbaijan, Bahrain, Bangladesh, Belarus, Bolivia, Bosnia, Herzegovina, Brazil, Burma, Eritrea, Hungary, Jordan, Kyrgyzstan, Libya, Lithuania, Mali, Malta, Mauritania, Moldova, Nepal, Niger, Nigeria, Serbia, Slovenia, Sri Lanka, Tajikistan, Tunisia, Turkmenistan, Venezuela, Yemen, Persia, Finland, Latvia, Estonia, Albania, France and Pakistan.

The latest is Belgium, one of our oldest friends and allies. Equilism will do all in her power to aid the refugees from Belgium and to prevent this from happening anywhere else. We cannot let this travesty stand without comment. Region destruction is not acceptable, and we will not allow it to happen. We cannot stand idly by while acts such as these go unchecked. We condemn Mencer and the Macedonian Empire for the ruination of Belgium, as well as France. Enough is enough and this must stop now.
 
A New Ambassador

An enlivining of Equilism's establishment eventuated earlier, eliciting extra envoys to enlist, enabling equal endowment upon embassies. Executed enigmatically, an effusive elective emigrated and entered, explicitly.

E-Army Policy Statement and the Liberation of Belgium

On July 21, the Parliament of Equilism passed a new statement of policy for the E-Army. The statement was formulated by the Cabinet and then presented to the region at large for further discussion and voting. This marks the first time since the dissolution of the Commonwealth in Oct. 2006 that military policy has been reunited with civil government, and we are pleased to present the results of this regional decision for the scrutiny of our friends and allies.

E-Army Policy Statement

Equilism and the E-Army are dedicated to the principle of protecting regional sovereignty from those who seek to destroy it for their own gain.

We define regional sovereignty by control over the WFE, activity on the RMB, and the freedom of nations to associate peaceably with each other in the region of their choosing. We have always taken, and will continue to take, measures to protect against breaches of sovereignty.

We also recognize that not every incursion is a breach of sovereignty, since many such acts occur without interrupting any active talk on the RMB, and have little or no effect on the region at all. An incursion that affects an active delegate or an active RMB will be considered a breach of sovereignty. An incursion resulting in the ejection, or ejection and banning of native nations from the region, is still considered the highest crime against regional sovereignty possible, and must always take priority. Total regional destruction is both unacceptable and inexcusable.

To combat these actions, the E-Army will mobilize against incursions of this nature. We will be proactive in preventing them from happening whenever possible by helping the natives refound, or by refounding the region in danger for them. We will strive never again to sit idly by and watch a griefer lock down and empty a region of all natives, while we find ourselves powerless to do anything about it.

However, it is not enough to merely protect what sovereignty is left in the NS world. The E-Army will endeavor to increase the game territory over which sovereignty is exercised. We will reform regions which have fallen to the ravages of inactivity: regions without RMB activity, control over their WFE, or a delegate/founder. Such communities will be nurtured until they can retake their rightful place as sovereign regions, contributing to the NS world.

The E-Army aims to create a reformed and vibrant NS world. What was once dead shall flourish under guidance. The role we will take is alternative to what is currently being practiced. We are neither defender nor raider; we are a Reform Army.

The officers of the E-Army are in the process of formulating a Standard Operating Procedure for refoundings that will protect the sovereignty of natives with the absolute minimum of intrusion. Further information will be made available to those of our friends in the defender world for whom the details of such a policy may be of concern.

In the wake of this statement of policy, the E-Army was privileged to participate, along with the FRA, Texas, Liberty Alliance, and NasiCorps (represented by Goobergunchia) in the most high-profile mission in recent history: the liberation of Belgium.

E-Army High Command was informed that there was a chance to liberate Belgium, which had been under an invisible password for almost 2 months, approximately 13.5 hours before update. Upon reception of the message, E-Army soldiers were notified of an important mission in an undisclosed target region, with less than 12 hours to mobilize. In the end, Equilism provided the largest contingent of troops (8) from a single region, including not only E-Army soldiers, but civilians and reserve members as well. E-Army Chief of Staff Whamabama has awarded all participants a campaign medal (created by Commander Tarricoe) in honor of their contribution.

Unexpected Changes in Equilism: Chaucerin Resigns, Naivetry Becomes Monarch

In a region known for its deliberation, the sudden resignation of the Monarch has come as a surprise. Citing Real Life pressures as well as a sense of exhaustion after five years of being involved in regional leadership, Chaucerin has stepped down as King and left the Founder nation in the hands of Naivetry.

Chaucerin's original announcement can be read here. Later in the thread, Chaucerin clarified his intentions:

I'm going to book-end this now so that the people who will replace me can get on with running the show. This is likely going to be my last post quite a while, so I'll keep it brief.

The community here has done nothing wrong, in fact, the strength and allure of this community is what has kept me here and active for as long as I have. My departure is predicated only on one thing; I'm tired of being at the center and I'm tired of having to steer the ship.

Since yesterday, I've changed my mind a little bit and I probably will not be ending my time in Equilism entirely, but I will at least be taking a huge step back and a break that I expect to last well into the fall at very least. I'm not making any plans other than that but my unhealthy fondness for this place leads me to think that I'll not be gone forever.

Having said that, I have no intention of ever serving in government again -- ever -- seriously. I've disposed of all my puppets, but I will park my original nation back in the region now that I've had an update to shed my influence. I won't be logging in again any time soon, so anyone who needs to get a hold of me can do so by PM.

Thanks to all for the kind words. West, you are gracious as always and the only King that Equilism could ever possibly have. Nai, you are just too precious for words.

Naivetry has also posted her first address to the region as Monarch, discussing Equilism as a community, the direction she envisions for the region, and her reaction to her unexpected change in status:

In June 2007, Chaucerin resigned as Lord High Advocate and left me with the job.  At the time I told him that I was honored – terrified, but honored – to be considered as his replacement. 

Two years later, I find that Chauce has resigned again, and left me in charge once more.  I must say that while I'm flattered at the show of confidence, I really wish he didn't trust me quite so much.  :P

I hope you will forgive me the quip; while tongue-in-cheek, it betrays a deeper truth. I have never been eager to hold the role of the Founder in Equilism.  There is one very simple reason why: I knew that if I ever found myself in that position, it would mean Equilism had suffered losses I could scarcely imagine – the loss of Neo-Conservatism, Tse Moana, Westwind, and Chaucerin, and perhaps others I did not then know.  And over time – slowly, but all too soon – that almost unbearable thought has become reality.

To be sure, it wasn't as bad as I pictured it.  New members have joined us and become as dear to me as the friends I knew at first.  And though Tse is still absent, Neo has returned; Westwind (thank God) is still here; and Chaucerin (conspicuously not thanking God) may still return someday to finish trouncing me in the religion thread on the Open Debate Board.

But the fact remains that I'm only speaking to you today because someone else is not.  The ascension of a new Monarch means the loss, to at least some extent, of the old one.  A sort of death is inextricably connected with change.  Those of us who are left to make a new beginning have to face that shadow as we move on.

If there's one thing I can promise you, it's that Chauce's shadow will be felt very strongly as we move on.  It's become a commonplace to note that NationStates forum life is a remarkably good simulation of real life politics.  In truth, however, NS is a remarkably good simulation of real life because it is real life.  None of us are government leaders outside of these forums, but while we're here, the conversations we have and the decisions we make shape our time together – at least that portion of it which each of us chooses to spend here.  That is the curious reality behind our virtual world – the reality which makes each member's departure seem like a death and each return like a resurrection.

Like most of us, I think, I've occasionally been guilty of forgetting that the real reason we're all here is to enjoy each other's company.  It's easy to get lost in the rush of government business until visiting the forum seems like a chore.  I know that sometimes when I'm absent, it's because I don't feel I can face the to-do list that will be waiting for me here.  I can't help but think that that feeling has been behind most of the departures we've seen in our history, including this most recent one.

If there's one thing I want to see change for us as a community, it's that.  Some of our newer members may not feel it; but I think all of us who have been in leadership will understand – and I think we would all agree that that's not something we want the next generation of leaders in Equilism to have to face if we can help it.

I'll put it simply: I'm tired of projects.  I'm tired of keeping up activities which began from the enthusiasm of members when the enthusiasm to keep them up is no longer there.  We are a region with rich traditions, but Equilism is not a tradition – it is a community.  I want us to hold off on asking what we can do for our community, until we've asked what our community wants to do.

I may hold the Founder nation today, but Equilism isn't about me.  I have ideas about where we can go from here, but I don't want to go there without each and every one of you.

Over the past four months, we've experimented with a number of new initiatives for the region – some of which have worked, and some of which we've had to correct as we went along.  This process of correction will continue, but, I hope, in what may come as an unexpected direction.

In my mind, the constitution of the Confederation was meant to recollect the old Commonwealth constitution under which I joined Equilism.  In the end, we also took so many clauses from the constitution of the Realm, and rewrote so many others in the quest for activity, that it became more unwieldy than either of the documents it superseded.

I propose to correct this by a simple expedient.  I hereby request that the Prime Minister bring before Parliament a vote to restore the Commonwealth.

Many of you may not realize the significance of that proposition.  Those who do remember the Commonwealth may be scratching your heads.  After all, under the Commonwealth, Equilism fell into such a state of inactivity that the leading members of the region decided it would be better to stage a civil war than allow Equilism to fade away under a broken system.  Am I asking that we return to a system that has been proven not to work? 

No.  As a region, we learned important lessons from the Schism that it would be foolish to discard.  The Commonwealth constitution will need to be amended to account for the realities of NationStates gameplay that we have come to recognize since.  In particular, we must recognize five specific principles: the role of the Founder as a safeguard for the ideals of the region, the centrality of the E-Army to our regional identity, the as-needed nature of the work of the Judiciary in NationStates, the importance of recruitment for our continued well-being as a community, and the necessity of encouraging new members to bring their ideas to the table as equal partners with those who have more experience.  I have in mind changes that I believe will address those goals and principles; but if this effort is to succeed, I will need the input, criticism, and support of Equilism as a whole to ensure that we as a community choose to govern ourselves by a document acceptable to all.

In other words, the vote I am requesting puts forward one simple question: will Parliament sanction my proposal of a new constitution for our region, and allow discussion and voting on the matter to be opened to Equilism as a whole – or failing that, opened at least to the consideration of Parliament?  If so, then I will refrain from appointing a Governor General until the question of the constitution is settled.  If, in the end, we cannot reach a better compromise document than the one under which we currently operate, then first of all I will eat my hat; and afterwards I will appoint a Governor General as called for by the current constitution, and request sponsors for amendments and other legislation less sweeping in scope to be voted on piecemeal.

This is not only about the legal structure of our government, but about a return to the spirit of cooperation, trust, and give-and-take that has always characterized Equilism at its best.  It is about reclaiming our past and using it to shape our future. It is about reimagining our community.

In conclusion, I want to draw your attention to a small change you may have noticed recently: the security status has been lowered from 'Elevated' to 'Guarded' on the recommendation of the Equilism Intelligence Agency. More than a simple cosmetic alteration, this goes hand in hand with my conviction that the changes we have ahead of us are not ones we need to fear.  NationStates is stirring with innovations in the code and the return of old players, while shifting dynamics between raiders and defenders have brought us back closer to our friends and allies in the defender world.  We are not alone.  We have our friends, and most importantly we have each other.  In the end, that is what truly matters.

I leave the question of the constitution in the hands of the Prime Minister and Parliament, and wait with anticipation for your response.

In the mean time, please join me once again in thanking Chaucerin for the foundational role he has played in our community over so many years.  We could not have asked for a fiercer guardian of our laws, a stronger defender of our community, or a better friend.  Cheers, Chauce.

E-Army Special Forces engaged the entrenched enemies in Feudal Japan at 04:09 GMT, and with the Combined Liberation Army removed The Ever Vigilent Shogun of Hamagatama Zenshi from the WA Delegate's chair, nearly two years after the initial invasion.

The liberation occurred about six weeks prior to the fourth anniversary of the founding of Feudal Japan.

The region Feudal Japan was founded by Nobunagas Revenge in November 2005. Its stated objective was to protect small regions from invasions; ones too small and insignificant for larger defender organizations to look after. It is our expressed pleasure to be able to show our appreciation for this noble objective, through our efforts to gain the region's freedom.

The liberation delegate, The Successful Sedges of Marshgrassistan, updated the World Factbook Entry to recognize the contributions made to the Combined Liberation Army:

Liberated by the FRA, TITO, Equilism, Texas, Europeia, 00000 A World Power, Yggdrasil, The United Kingdom, Crusaders of Justice, Liberty Alliance, Antarctica, and Royal Federation of Nations.

Feudal Japan had been captured and password protected against the natives in 2007 by Catlandatopia. The natives established the new region Tokugawa Japan as their refuge in the wake of the terror that lay upon their homeland. Today's liberation was made possible by World Assembly Security Council Resolution #6, passed by a vote of 4,575 to 894 on August 25th, which lifted the password that Catlandatopia set in place.

Equilism would like to thank all the participants in the liberation, and is pleased to welcome home the natives of Feudal Japan.
