Cycling elected group would be good. Keeps power out of a single nation, keeps the nations changing, and they're elected by the people. The only trouble is that the power might be too diluted compared to the power directly wielded by the delegate.

I personally think that it is important enough for this section - since I joined the north pacific, it has always seemed like a region with an emphasis on freedom, and I think that this should be expressed in the constitution. Then again, I'm out of the loop, and I'll defer to your judgement here.

Out of curiousity, if the RA number 60 people, then the SC would be made up of 6 people, correct? Would the single 'tiebreaker' be included with this? If so, then what would happen in the event of a tie?
