I agree with tis idea. Full stream ahead. I only see benefits nothing possibly bad could come out of this I believe.

Nations would be grouped by their starting letter. Thus letters A-D would be a group and so on and so fourth. Each group of letters would have X amount of members. That number would be divided by 10 and rounded down. That would be the number of electors and they would vote on who they want...

None of the above is already in effect in a sense. By not voting you are selecting none. However such an option I think should be added in. The none of the above option is used in real world countries such as Russia. I think if you do not like anyone that is running, you should not have to...

I think the law is fine as it stands. The Ministory of Defense pretty much just gets to run it the way that they like. Also if lets say a UN nation did leave the region to go do something that was not sponsered by TNP, then if the person messes up the act may come back to hurt the TNP...
