The Security Council,

Noting with cautious glee the spread of good tidings and peace across the multiverse, resulting from a marked decline in the skill, activity, and numbers of marauding invaders, and the sharpening of the ever-vigilant eyes of liberating forces willing and able to stamp down any attempts at rejuvenating invader organizations;

Understanding that the advent of peacetime has given rise to numerous unusual cultural activities, to which the now-victorious liberators have turned their attention in place of constant war, none more peculiar and widespread than the practice of battling tanks;

Tracing the genesis of this sport — as it pertains to our multiverse — to long winter nights in the Plains of Perdition, where bored Lightbringers and allied forces put their military might toward frantic wars of tanks, set in custom-built, destructible environments;

Recalling the quick spread of this practice, most significantly to the future titans of the sport in The League & Concord, and The Outback; swiftly joining the aforementioned in forming the elite 'big three' that would go on to dominate the early months of the sport;

Reflecting fondly on the ensuing arms race, culminating in an inaugural individual tournament featuring national militaries, hosted by The League and Concord, in which the Perditian tank operators from Doge Republics swept the competition; and the subsequent Perdition-hosted second individual tournament resulting in a resounding victory for the Minutemen of Gagium, representing The League and Concord;

Observing the timely spread of tank battling into several other regions, reflected most truly in The Outback’s creation of the World Tour, a team-based tournament where regions and organizations could submit their very best to compete in a race to five victories;

Celebrating the World Tour as a roaring success that would go on to become a monthly cultural event, inspiring over a dozen large communities to submit teams in pursuit of its accolades — with undisputed victors in The Outback, who won a record six times, with the tank fighters from Miravana being recognized as most valuable 4 times — with the tournament culminating in the tenth and final Tour, hosted by the Plains of Perdition on the twenty-seventh of this here June;

Appreciating the spread of talent into regions outside the progenitors of the sport, with notable successes in Talonia, Starlight, The North Pacific, the West Pacific, and the government-in-exile of Solidarity, creating a vibrant interregional sporting scene without parallel in multiversal history;

Considering the fact that this enormously successful cultural event fully observed international sanctions against regions with histories of disrespecting regional sovereignty, vindicating the idea that severing ties with those who would undermine or attempt to destroy any community for their own pleasure served no threat to the continued fruits of international culture;

Praising the extent to which this activity has helped to strengthen international relations, being mentioned, non-exhaustively, in several bilateral treaties — including the Genesis Compact between The League and Concord and the Plains of Perdition; and the Treaty of Delvin-Paluri between The League and Concord and Talonia — with The Order of the Grey Wardens being denied a World Tour team directly contributing to reconciliation with Balder over a previous diplomatic fallout, and cooperation in the World Tour directly resulting in the construction of embassies between the West Pacific and Commonwealth of Sovereign States;

Noting the influence of the third individual tournament, The Outback's Walkabout Royale tournament, which saw a record-breaking thirty six participants take part in what would become a rather iconoclastic event, in which upset after upset led to a second victory for Doge Republics;

Astonished by the way that this tournament highlighted the various media contributions to the sport, including a dedicated betting scene, countless official attempts at ranking participants, and comprehensive video documentation of matches;

Believing that, despite the bruised egos, lost sleep, and aggressive competition that characterised the sport, the battling of tanks represented a non-bloody and entertaining activity, one that has undoubtedly changed the face of cultural foreign affairs for a long time to come;

Hereby recognizes tank battling as a significant and original contribution to multiversal cultural foreign affairs and encourages continued participation in and development of tank battling as a means of fostering interregional cooperation.
