Digital Addiction Protocol

The World Assembly,
Realizing that through various electronic mediums, digital addiction has become a prevalent problem throughout member states. Of which can lead to diminished mental health, reduced productivity, and social isolation.
Further noting that, to date, no comprehensive World Assembly framework exists to set baseline protections for users against exploitative digital engagement mechanics.
Defining, for the purposes of this resolution;
a. "Digital platform" as any online service, application, or website that offers interactive content (e.g., social media, video streaming, gaming);
b. "Addictive features" as interface elements or algorithms designed to maximize user engagement through intermittent rewards, personalized feeds, or content delivery without explicit user consent;
c. "Digital Addiction" as a compulsive, excessive use of digital devices or online platforms that interferes with daily responsibilities, relationships, and mental or physical wellbeing.
Clarifying the purpose of the resolution, of that to decrease digital addiction and improve digital platform awareness.
Enacting the following regarding engagement controls,
1.Member states shall require that all digital platforms offer users the ability to;
a. Limit daily usage time, with automated lockouts or reminders once limits are reached.
b. Disable addictive features, such as but not limited to auto play and push-notifications.
c. View a dashboard of time spent as well as engagement patterns.
d. View statistical odds in reference to chance based interactions, such as but not limited to lootboxs and crates.
e. Noting with regards to [1] that the WA only gives users the option, but they must take necessary steps to access these features.
2. Member states shall require that these features implemented in [1] will be able to be accessed without additional cost or time in order to prevent disparity between users using said digital interface.
Mandates that digital platforms that do not adhere to these updated engagement controls be temporarily shut down until said controls are implemented.
Understanding that many of these features may have been added non-maliciously, and ordering three warning messages sent to said digital platform in a timely intervals before a temporary shutdown occurs.
Additionally encouraging member states to integrate curriculum on healthy digital habits throughout different levels of education.

Information For Voters

Overview

This proposal, in acknowledgement of the issue of addictions to digital devices/services, attempts to take some basic steps toward helping consumers become more self-aware of potentially abusive or dangerous practices. Its mandates are basic and broad but relevant to its purpose: among them requiring apps allow users to set daily usage limits, limit notifications, and see their usage statistics.

Recommendation
Despite some minor spelling errors, the requirements it imposes seem all-around fairly easy to enforce and good tools for combating digital addiction through awareness. Only requiring that platforms provide tools to view engagement data, view the odds for random chance interactions, etc, ensures that all nations are able to follow this law accordingly and minimizes consequences to businesses.

Therefore, the Ministry of World Assembly Affairs recommends a vote FOR Digital Addiction Protocol.

Against, although this actually seems like quite a reasonable law for the most part it was submitted and not marked as such on the forum thread without even fixing some basic typographical errors.
