General Assembly Resolution #703 “Consular protection Arrangements” (Category: Civil Rights; Strength: Mild) shall be struck out and rendered null and void.

The General Assembly,

Acknowledging that member states have an interest in endeavoring to protect their citizens abroad,

Certain that the resolution overreaches by requiring home state missions abroad to:
  • Facilitate any adoptions permitted within international law, even those that are performed under dubious ethical circumstances or in contradiction of home or host state guidance,
  • Aid both financially and materially in the relocation of corpses, no matter how costly, based solely on the wishes of the deceased,
  • Provide guidance and legal assistance, while disregarding the fact that attempting to assist in such a manner might be considered interference in internal matters,
  • Meet with a citizen to offer support if requested in "a setting with sufficient privacy", without considering the potentially malicious intent of the requester and whether it is even possible to curate such an environment in foreign lands,
Concerned that the resolution strains the potentially limited resources of home state missions abroad by:
  • Requiring support for mental health services, something responsible travelers should no doubt be able to account for on their own,
  • Orchestrating visits of family members of the detained citizens, without specifying how many of the detainee’s family can visit and how often they can visit,
  • Forcing the home state to request help of another WA member if no mission exists in a host state, even fully indemnifying the assisting state for all costs incurred, regardless of how high the cost might be,
Baffled that this resolution requires member states that are home states to extend the aforementioned assistance into non-WA member states, something that would no doubt further complicate any proceedings and strain resources,

Shocked that the host state is compelled to fully cooperate with the home state in the rendering of all assistance as defined in this resolution, even if such assistance might end up harming it in the long run, or if such disputes can be resolved without embassy involvement,

Disappointed that the resolution says that host states may not even entice citizens of another state to not seek assistance, even when it may factually provide more benefit for those citizens to not seek relief,

Hereby REPEALS GA#703 "Consular Protection Arrangements".

Vote FOR Repeal "Consular Protection Arrangements".

Overview
This proposal seeks to repeal GA#703 "Consular Protection Arrangements", listing the issues it takes with its mandates. These gripes are mainly divided into points of overreach and points which place undue strain on nations.

Recommendation
Most of these points are very specific, but merited. For example, it correctly points out that the requirement to facilitate adoptions blatantly disregards local laws and ethical considerations. The requirement that WA member states provide these forms of aid to non-WA states is especially egregious, given they are not required to return the favour or comply with any World Assembly laws.

Therefore, the Ministry of World Assembly Affairs recommends a vote FOR "Repeal 'Consular Protection Arrangements'".
