Delegate Directive No. 3
World Assembly Policy
Preamble
The vote of the Delegate of The North Pacific is the largest in the world and must be used responsibly.
To provide the World Assembly residents of The North Pacific an opportunity to exercise their free speech and hold the government accountable for its position in the World Assembly, this Delegate Directive establishes a process to achieve this while encouraging our democratic values.
It is therefore by the authority vested in me as Delegate, by the Constitution and Legal Code of The North Pacific, that I direct the following:
Article I: Internal voting
- The internal vote is intended to advise the Delegate on their voting policy, but does not hold binding authority over the Delegate’s vote.
- The Ministry responsible for the Delegate’s World Assembly policy shall make forum-based voting threads on every resolution that is either at vote, in queue or nearing quorum.
- By order of the Delegate, the Minister responsible for the Delegate's World Assembly policy may establish a classified vote for the Executive Council to replace the corresponding internal vote.
- People who are neither a resident of The North Pacific nor the author of the resolution that is being discussed in the voting thread are asked to refrain from participating in the discussion.
- Eligible voters are residents with a World Assembly nation in TNP and/or NPA personnel. Voters who do not satisfy these requirements are asked to refrain from voting and are required to announce their non-eligibility by adding a “[Non-WA]” tag to their vote.
- Voting will exclusively occur in an internal forum thread or a classified space. External voting methods will not be taken into consideration when advising the Delegate’s vote in the World Assembly.
- The Delegate retains the discretion to choose their voting position in the World Assembly, independent of the outcomes of the internal forum vote, thereby exercising complete autonomy in their decision-making process.
- The Delegate will endeavour to vote in the World Assembly per the majority’s wishes in the internal vote whenever possible.
- In instances where the in-game World Assembly Delegate (WAD) differs from the Serving Delegate (SD), the WAD must adhere to any command issued by the SD concerning the WAD's voting position in the World Assembly.
- In instances where the Delegate veers away from the internal vote, they shall endeavour to post a statement in the voting thread explaining their reasoning.
- If the Delegate determines that the reasoning is classified, they are entitled to withhold a complete explanation by citing this section.
