The Free Associated State of Caruia is a self-governing territory of Predice stretched along the northeastern coast of Iteria. It is one of the most environmentally diverse regions in the world. The land is bound in the south by Astragon and in the east by the Meterran Sea. Their capital. Marinella, is a modern planned city. It was originally built as a suburb of neighboring Baku, the largest of the nine historical Aydini Khanates.

The first Caanitic migrations brought in the early inhabitants of ancient Caruia. In 725 BCE, the ancient Iraelian city-state of Sharon was founded. In the 1st Century CE, Kaidainist adventurers founded the Kingdom of Bazen. It was followed by the rival Kingdom of Gideon, in the 2nd Century CE. The pre-Karuyans, a group of nomadic Oghuz people, arrived in the 5th Century. They built their first permanent settlement, Baku. Many sedentary pre-Karuyans, fearful of Astragonese raids, sought the protection of the wealthy Shaddaist rulers. In the 10th Century, the Astragonese Empire vassalized the conquered Kingdom of Sharon. Astragon took much of the kingdom's southern territories and reorganized them into the provinces of Aksum and Semien. The neighboring city-states and petty kingdoms became Astragonese tributaries. Local leaders intermarried with Astragonese nobles and merchants from Shaivan and Syrixia. This popularized conversions to Mehrabism, Shaddaism, and Rakanism. In the 16th Century, the Grand Sultanate of Aydin launched a series of invasions in Iteria. They annexed the Astragonese tributaries and provinces in Caruia. Shaddan II reconquered their lost territories in Caruia until these were finally lost to the Predicean-sponsored Caruiano Revolutionary War of 1846-1848.

Much of Caruia's climate is tropical. The majority of the population and largest cities, including the capital Marinella and the commercial and cultural center Baku, are situated in the flat, coastal plains extending east from the coastline to the Catena Madre mountains. The people in the rural, interior highlands either cultivate coffee, cotton, and corn or mine for bismuth, silver, and copper. The outlying areas in-between the urban centers are dominated by large livestock haciendas. Nearer to the coast, the fishing industry mainly harvests anchovy.

Caruianos have an intermingled Predicean, Astragonese, and Karuyan culture. The people became largely meticcio, a blend of Ubgandi-Canaatic and Karuyan bloodlines. The society developed with the Predice-owned manufacturing plants and military bases, the Aydini mercantile oligarchy, and the Astragonese landed aristocracy that monopolized rural economies and politics. Democratization in the Predicean reforms transformed the feudal structure of former Astragonese Caruia to a parliamentary federation of duchies ruled by each of the great Astragonese houses. The continued permanent union with Predice has been controversial, but it has been continuously approved by referenda voters. However, there is no consensus supporting unification with Predice. The nationalist movement is small and has fringe support.

"...The Predicean Armed Forces’ Caruia Command is a tri-service command responsible for the defense of Caruia. The Predicean Army’s contribution is the II Corps composed of two divisions, the 8th Infantry and 4th Mechanized divisions. II Corps also has supporting elements that allows the Corps headquarters to accept up to two new divisions on short notice. The Commander of II Corps is billeted as a Lieutenant General. The Royal Predicean Navy, Caruia is composed of a number of permanently deployed units, largely patrol boats and two permanently deployed frigates. In addition, there are vessels on rotation, with four destroyers and eight frigates typically deployed on a rotational basis. The Commander of Royal Predicean Navy, Caruia is billeted as a Vice Admiral.

The Royal Predicean Air Force contribution is composed of the 5th Air Division, composed of a permanently deployed fighter wing and a rotating fighter wing, as well as some supporting assets and other flying units. The Commander of 5th Air Division is billeted as a Major General."

2.1 Post Fascist War "control" period up to the "decontrol" of the 1960s

Among the colonies in the Post Fascist War era, only Ascalon and Caruia remained in the possession of their colonizers. In 1934, Caruiano nationalists and Predicean anti-colonialists successfully lobbied for the Caruiano Government Act. It provided a 10-year transition period, where a semi-autonomous government run by local Caruianos would govern, until a referendum to decide its future status was held at the end of the period. In 1941, during the Fascist War, the Caliphate declared war on Caruia. The need for unity forced both Caruiano nationalists and Predicean anti-colonialists to approve the postponement of the referendum. Peace was restored in 1947 when the Predicean and Caliphate governments agreed to a status quo ante bellum.

Predicean support proved vital in Caruiano postwar reconstruction. Utilizing a reformed Imperial Preference system, a combination of protectionist tariffs and import-substitution industrialization, the Prediceans oriented its policies to establish Caruia as a major source of cheap and easy-access raw resources. Hundreds of thousands of Predicean soldiers, their families, and Arianese labourers, were granted with lands and employment to help restart the economy in the countryside. In addition, the rapid economic growth for the Caruiano primary-based economy created a viable and exclusive market for Predicean consumer and industrial goods...

...To support growth, Council President Kifle Dembe renationalized the coal, shipping, railway, electricity, banking, and the iron and steel industries. During the initial phase of the war, they were requisitioned to supply the Predicean war effort. Much of it was destroyed in the massive air and naval raids by the Caliphate. Once the war ended, they were returned to their owners who raced to sell or downsize their remaining assets to revive dwindling fortunes or save costs...

...Protectionist policies in place were designed to support the mainland manufacturing industries, not its counterparts in Caruia. The small manufacturing base the local industrialists were able to develop was built on import-substitution policies, targeted for local consumption.

In the mid 1960s, a growing Predicean industry started to look beyond the empire for markets. The import-substitution policies shifted to create room for foreign trade, but it was not entirely abandoned. The Imperial Preference laws were amended to relax trade restrictions. In part, to also provide growth to Caruia. Count Dembe redirected efforts to expand the agricultural and extraction industries by inviting foreign manufacturing industries, to link or establish new supply chains in Caruia. He travelled with the Predicean foreign ministry on trade missions to Saintonge, Great Sutherland, Syrixia, Iraelia, and Kyowara to attract investors. In Predice, the major export-oriented industries were granted incentives to expand their capacity by building new facilities in Caruia.

3.1. From the 1970s to the 1990s


The adoption of free trade policies, like the Investment Incentives Act of 1967, and the participating AMs, encouraged by the Export Incentives Act of 1970, became imperative to export promotion. Initially, the Export Incentives Act demarcated special economic zones to stimulate Predicean and local investment, which designated the exploitation of natural resources and real estate as deregulated "pioneer areas," and banking and public utilities as subsidized "priority areas."

Council President Seife Tamer Elharar, via a series of royal decrees, expanded AM access to priority and pioneer areas. The Board of Investments, established by the Investment Incentives Act, granted tax and non-tax incentives for AMs. The Export Processing Zone Authority demarcated export processing zones, areas with special treatment for export-oriented industries, including AMs. To centralize and smoothen AM regulations, the Foreign Investments Act of 1968 granted BOI special powers to issue AM licenses. The regulation of local credit use by AMs were transferred from the Central Bank of Predice to the Central Bank of Caruia.

The improper or unserious implementation of any comprehensive legal structure will result to ineffectiveness. Despite reports of cronyism, the Caruiano government's efforts to attract foreign investment was successful. FDI inflows reached record heights in the 1970s and in the 1980s. By 1990, the manufacturing industries comprised 45% of the Caruiano economy. 54% of manufacturing was owned or operated, partial or fully, by AMs. AM ownership especially grew in the 1980s after a debt-equity swap program was enacted to control rising external debt, loans used to fund the expansion of public works, focused on the improvement of railways and electricity capacity.
