If you are on an NPA deployment without being formally registered as an NPA member, name your deployed nation in your vote.Noting that a significant rise in ambient noise throughout various residential areas has been catalogued in numerous World Assembly member states, presenting innumerable dangers to the mental and physical well-being of nations,
Acknowledging, further, that exceptionally high sound measurements have shown to result in various negative impacts in both animal and residential life, including shorter lifespans and birthrates for both, presenting long-term dangers to the development of communities and economies across nations,
Believing that such issues may be resolved through a series of requests and mandates,
Requires that member states take the following measures to assess and treat excessive notice in residential areas exceeding average noise levels safety tolerated by the areas inhabitants for four out of every seven days:
- Placing new hubs of transportation, such as train stations, air and sea ports, and public transportation centers away from residential centers;
- Residential centers are to be defined by respective nations, with baseline qualifications including no less than 1500 housing units.
- Re-paving and constructing roads with porous materials;
- And constructing road barriers, particularly those of hygroscopic or other absorbent natures.
Instructs member states to submit an annual compendium of sound output measurements from major urban centers and randomly selected residential areas to the WA Scientific Programme to assist other nations in reducing the effects of noise pollution,
Encourages member states to conduct biannual measurements of areas wherein traffic levels, both foot and mechanical, are high and in locations commonly reported as excessively loud by residents,
Urges member states to establish a regulatory agency holding the powers to conduct sound output measurements and assist in the enforcement and maintenance of this resolution.
Recommends to member states that the following be adopted as preventative measures against noise pollution, defined as an area possessing high levels of ambient noise for four out of every seven days:
- Establishing production and design regulations regarding the maximum level of noise output for various construction tools and vehicles both land, air, and sea;
- Building roads, railways, and additional transportation systems underground as to greatly stifle noise output;
- And the dissemination of educational references regarding the effects of noise pollution on both the public well-being and the environment.
