23. "Proxying" is defined as use of a proxy server to render a forum user anonymous or any practice which allows a member multiple accounts.

@Former English Colony I would like to clarify that in my country, due to severe internet restrictions following the 2021 coup, the majority of online services are inaccessible without a VPN. This is not a matter of bypassing rules but a necessity for basic internet access, including communication and participation in international forums like this one. If needed, I am happy to provide further context on the situation.

In a country where restrictions dictate our choices, and access to basic freedoms is controlled, we find ways to survive. Believe me, necessity is not deception, and circumstance is not intent.

@KingHoward the proxy notice is not a legal threat against you, and you do not have to defend your choice in front of the Court. Proxies can prevent you from attaining citizenship (As per 6.1.5 of the Legal Code, unless your resident nation is also your World Assembly nation as per 6.1.7) but that is not an issue you have to litigate in front of the Court. The notice is to make the Court and the Government aware such that a public record is established, but it is not an accusation of deception or ill intent on your behalf.

@KingHoward You are over-roleplaying this. Allow me to explain this in clear out-of-character detail.

1. You applied for citizenship.
2. It was determined that you had used your phone or some other cellular connection to apply for citizenship.
3. Because the IP address that was linked to your application was considered to be a Mobile Phone IP, Administration flagged it and marked their portion of the citizenship checks as a failure.

Now, what happens when a citizenship application is flagged for being posted from a mobile IP?

4. Is the NationStates nation that was presented as part of the application a World Assembly nation? In your case, the answer is Yes.

Therefore, as long as your nation remains part of the World Assembly, you can have Citizenship here in TNP as long as the Vice Delegate is okay with it, because NationStates itself is able to determine that you are a unique individual. How NS determines that is unknown to us, but that determination is good enough for us.

The fact that you are using VPN after having applied for citizenship from your phone may present a bit of concern, but that should be mitigated by the fact that your NationStates nation is in the World Assembly.

I acknowledge that my application was flagged due to a mobile IP, and I’m glad to hear that my World Assembly membership serves as verification. I also understand that the Vice Delegate’s approval plays a role in this process.
