Acknowledging the World Assembly as an important, symbolic, and cultural body that does not belong to individual governments or bodies, but to the sapients they represent, and therefore should not be licensed or marketed;

Believing that all sapients have the right to free and fairly use the shared symbols and icons of the governmental organizations that represent them;

Reminded of the incident involving the famous International Web Game, CountryGovs, its purely-fictional International Congress, and the legal trouble stemming from its initial, innocent usage of the name "World Assembly" in game;

Therefore, the following shall be enacted:

1. Defines "IP" as the intellectual property of the World Assembly, member states, or subdivisions thereof; this includes, all names, flags, seals, or logos.

2.Member states and subdivisions thereof are required to release their flags and names into the public domain.

3. The IP of the World Assembly, or subdivisions thereof, shall be defined by the General Accounting Office (GAO).

4. The IP of member states, or subdivisions thereof, apart from those defined in Article 2, shall be defined by said member states and may be expanded beyond that defined in Article 1.

5. Member states are required to provide an updated list of IP from Article 4 the on a routine basis to the GAO.

6. The GAO shall be required to maintain a catalog of the IP of the World Assembly, member states, and subdivisions thereof.

7. All IP as defined above, except for those defined as military symbols by member state law, shall be usable by sapient citizens of member states freely for artistic expression with the following exceptions:

a. Usages involving impersonation, fraud, deception, or other forms of misrepresentation of either a member state government or their subdivisions, the World Assembly, or a representative thereof; or

b. Limitations in place from previous law enacted by the World Assembly.

8. Member states shall be required to protect by law the use of theirs and World Assembly IP for artistic expression by their citizens.
