The World Assembly,

Recognizing ecological warfare as one of the most heinous forms of warfare existing to date,

Believing that the environment and the lives of people are worth protecting, and

Hoping to prevent inhumane ways of conducting war concerning the environment,

Hereby:

1. Defines “ecological warfare” as any form of warfare in which express purpose is the deliberate and intentional destruction or alteration of the environment at a large scale, including hostile and intentional depletion or modification of natural resources intended to prevent a population from benefitting from such resources, excluding nuclear warfare,
2. Outlaws ecological warfare except where it is an absolute military necessity, meaning the act:
   1. is essential to achieve military victory over an opponent, and
   2. does not cause civilian or environmental harm than proportionate to the military advantage of said act,
      
3. Stipulates that in cases of ambiguity, an act will be considered not an absolute military necessity,
4. Requires member states to:
   1. Enforce rules and regulations within military organizations to prevent ecological warfare,
   2. Train all relevant parties to understand the new rules and regulations.
