General Assembly Resolution #565 “Volcanic Activity Convention” (Category: Regulation; Area of Effect: Safety) shall be struck out and rendered null and void.

The World Assembly,

Recognizing the humanitarian intentions of GA #565 to help cooperation in the event of volcanic events, and the importance of coordinating international responses when one or more member nations are affected;

Concerned that the legislation focuses heavily on the actions of individual member preparedness and response, while largely avoiding how nations may best leverage an international body to aid in the preparation and recovery of such a catastrophe when promoting international co-operation as the supposed main goal;

Disappointed at the definition of "volcanic activity" only as "the activity of a volcano", which is not only a circular and self-defining term, but also erroneously restricts the resolution to only activity caused due to magma or gas buildup within the core chamber of a volcano, to the exclusion of other volcano-related events, such as lahars, tsunamis, post-eruption famines, or earthquakes;

Recognizing that the main provisions and duties of GA #565 are duplicated, expanded upon, or more detailed in other resolutions, making it unnecessary; for example;
  • GA #51 "Humanitarian Aid Coordination" establishes the IHACC, the International Humanitarian Aid Coordination Committee, which would already be responsible for the deliverance of humanitarian aid for both manmade and natural disasters and has been employed in subsequent resolutions;
  • GA #570 "Disaster Precautions and Responses" provides for emergency responses and preparedness for a variety of natural or manmade catastrophic events, which covers both volcanic eruptions but also secondary non-volcanic activities such as the dangers mentioned above; and
  • GA #585 "Emergency Broadcasting Standards" requires that member states create, maintain, and employ emergency broadcasting systems when necessary, which may include before, during, and after volcanic and non-volcanic activities such as the dangers mentioned above;
Believing that the original legislation's articles and mandates used ambiguous or passive language making implementation or integration a possible challenge with other extant legislation, and;

Understanding that removal of this legislation causes no detriment to natural disaster preparedness in the case of volcanic activity due to aforementioned resolutions, while causing unnecessary bloat in the legislative body;

Repeals GA#565, "Volcanic Activity Convention"

Overview
The original resolution, GA #565 "Volcanic Activity Convention," aimed to ensure that member states cooperated during volcanic events, mandating disaster preparedness measures and facilitating international assistance. This resolution also sought to mitigate the damage caused from such events and address the aftermath through evacuation protocols, availability of emergency shelters, and collaboration among affected nations.

Recommendation
While the intention of GA #565 were commendable, this repeal proposal identifies several key issues. Firstly, the original resolution’s focus on national preparedness rather than global assistance undermines its intended goal of promoting international aid. Additionally, the vague definition of "volcanic activity" limits the resolution's scope, omitting significant secondary disasters such as tsunamis and earthquakes. These shortcomings diminish the effectiveness of the resolution.

Besides, other WA resolutions already cover natural disaster preparedness and humanitarian aid in a more detailed manner. GA #51 "Humanitarian Aid Coordination" and GA #570 "Disaster Precautions and Responses" offer more comprehensive framework for managing both volcanic and non-volcanic catastrophes. GA #585 "Emergency Broadcasting Standards" ensures member states have emergency systems in place, making GA #565 redundant.

For the above reasons, the Ministry of World Assembly Affairs recommends a vote For the GA proposal at vote, "Repeal: Volcanic Activity Convention."

It has been raised in the forums and there's a sua sponte legal challenge that IA has moved that the assertion is not scientifically correct, namely that "activity of a volcano" could certainly include items outside the scope of the activity as described in this clause. For example, a brief search shows that some volcanoes have more than one magma chambers, which would seem to contradict the assertion here that "volcanic activity" only applies to buildup within the core chamber (it could be found in a secondary chamber, for instance).

I am not a geologist or interested in volcanoes, so I have no clue what happens.
