The Delegate:
Noting there is a vacancy to the Election Commission, I appoint @Kaschovia to the EC.
@Kaschovia has been appointed Election Commissioner by Delegate @Simone. I hereby open the floor for debate and discussion on this matter. I would also welcome a statement in support of the nominee from the Delegate.

Should this reach a vote, I intend to put the following motion to the Regional Assembly:
Motion:
The Regional Assembly, acting on the nomination of the Delegate, appoints Kaschovia to the Election Commission.
 
I believe @Kaschovia needs no introduction. As the most recent delegate (term limited), I believe he understands TNP inside out.i also believe he is highly competent and will be a valuable addition to the EC.

I don’t think you have been a Commissioner previously(?), is that just because appointment hasn’t been offered to you previously or have there been previous offers you’ve not taken up? If the latter, why take up this on?

How do you think you would have approached the issue of the edited private vote in this recent election?

I can't say with absolute certainty whether or not I will run in the next three scheduled elections, but right now I think it's unlikely that I will. I haven't been a Commissioner or been offered it before, I took up the offer now simply because I want to learn how to fulfill the role and help supervise elections.

As for the edited private vote, since it is impossible to verify whether or not the vote was edited within the voting period, I would have approached the issue the same way the supervisors did by counting the original vote instead of the edited one and aiming to revise Commission procedures to prevent it from happening again.

It's an issue that no solution has been agreed upon and written into the official procedures yet. I agree with extending the challenge period to at least twelve hours, with ensuring that the results are certified by the EC at large even if the challenged ballots do not change the outcome of an election, and with separating citizen petitions based on whether or not an election is ongoing at the time, though further deliberation does seem to be in order.
 
In that thread, there is some discussion over whether the Election Commission may overturn the results of an election if they are found to have been miscounted. Do you believe that the Election Commission has the power to do this, and what is your opinion on how the EC should proceed in such a nightmare scenario?

If by 'overturn' you mean remove the wrong officeholder and instate the rightfully-elected one immediately, the EC does not have the power to do this. I believe once we're in that scenario, there should be provisions laid out in Legal Code which would launch a judicial or legislative process to enable said correction of office. However, if by 'overturn' you simply mean declare that the results are invalid once the election results have already been certified, and therefore confirm that the wrong person has assumed office, then I do feel the EC should be able to do this as a first step, since they're inherently obligated to certify election results. Once again, these are questions that also need revisiting in the debate, though I believe a large part of the issue stems from the inability of both our law and EC procedures to set out separate provisions for correcting invalid results after they have already been incorrectly certified.
