General Assembly Resolution #164 “Consular Rights” (Category: Civil Rights; Strength: Mild) shall be struck out and rendered null and void.

The World Assembly,

Acknowledging the efforts of the target resolution, Consular Rights, to mandate requirements for diplomatic assistance to citizens abroad;

Noting however that following the passage of GAR 695, Dual Citizenship Arrangements, and GAR 703, Consular Protection Arrangements, as well as other citizenship related resolutions such as GARs 386, 552 and 686, the rights and responsibilities of diplomatic missions abroad to help their citizens, if such help is required, have been expanded considerably beyond the scope of the target resolution;

Further noting that, as a result, the target is serving no substantive material purpose in protecting the rights of citizens abroad not already detailed elsewhere;

Hereby repeals the target resolution, Consular Rights.

Overview
This resolution seeks to repeal GAR 164, Consular Rights. It notes that following the passage of GAR 695, Dual Citizenship Arrangements, and GAR 703, Consular Protection Arrangements, as well as other citizenship related resolutions such as GARs 386, 552 and 686, the rights and responsibilities of diplomatic missions abroad to help their citizens, if such help is required, have been expanded considerably beyond the scope of the target resolution.

Recommendation
We believe this is largely a clean-up exercise since consular rights have been considerably expanded via GAR 703, and GAR 164 is largely redundant. It was not done as a "repeal-then-replace" as the entire GAR 703 granted only new rights and did not take away any existing rights according to GenSec, thus not necessitating a "repeal-then-replace".

For the above reasons, the Ministry of World Assembly Affairs recommends a vote For the at-vote GA resolution, "Repeal Consular Rights".

For as author. As the same resolution came up last time (and missed quorum because I forgot to campaign for it), this is largely a clean-up exercise since the replacement (GA 703) has actually long passed.
 
This is uncontroversially repealing an obsolete resolution. As such, I am voting for the proposal.
