Rum & Eagles Solidarity Agreement

WHEREAS the Governments of The North Pacific and The League, hereafter jointly referred to as "the signatories", are cognisant of their shared status as governments of The North Pacific and The League & Concord, respectively; and

WHEREAS the signatories wish to develop closer ties with one another;

THEREFORE, the signatories agree the following:

Section I - Mutual Recognition

1. The League & Concord recognize The North Pacific’s legitimate government as defined by the aforementioned’s Constitution and constituent laws, represented by the legal Delegate.
2. The North Pacific recognizes The League & Concord as defined by the Constitution of the Republic with the Consulate as the supreme executive, and notes that all provisions of this agreement apply to both the regions of “The League” and “Concord” as a union of regions under one government.
3. The signatories recognise one another’s territories. For the purposes of this treaty a territory is a protectorate that has been incorporated by regional law and communicated to the other signatory.
4. The signatories will maintain in-game embassies (i.e., on the NationStates site) and off-site embassies (i.e., on their respective regional forums) with one another.

Section II - Non-aggression

1. The signatories shall not engage in any military hostilities against one another's home region or territories. Participation by the signatories on opposite sides of a military engagement that does not constitute an attack on either signatory's home or declared territory regions shall not be considered "military hostilities against one another" for this purpose.
2. The signatories will not undertake covert operations against one another.

Section III. Communication

1. In the event of a security-related contingency or compromise of a mutual ally, the signatories will inform each other of their respective positions and share pertinent information regarding the matter without unduly risking sensitive information or jeopardizing operations.
2. All information shared shall be kept confidential for use of the receiving signatory’s government only unless the release of such information is explicitly allowed by the providing signatory.

Section IV. Areas of Further Cooperation

1. The signatories shall cooperate, where feasible, on mutually beneficial World Assembly matters; including, but not limited to, supporting recognition of their members in the Security Council.
2. The signatories, excepting where they have the consent of the target government, will not support any World Assembly resolution targeting the other’s region or territories.
3. The signatories agree not to specifically target new nations which are created in each other's regions or territories for recruitment.
4. The signatories agree to conduct joint military training exercises and operations where appropriate.

Section V - General Provisions

1. This pact shall come into effect upon its ratification by the Regional Assembly of The North Pacific and the Office of the Consulate of The League & Concord.
2. The signatories reserve the right to nullify this pact with the approval of their duly authorized individuals or bodies. In the event of such, the nullifying signatory must notify the other as soon as practicable.
