The World Assembly,

RECOGNIZES the importance of regulating alcohol consumption to promote public health, safety, and well-being among the diverse members of the international community;

ACKNOWLEDGES that excessive alcohol consumption poses serious risks to physical and mental health, contributes to social issues, and may lead to a burden on healthcare systems and economies;

UNDERSTANDING the need for a comprehensive approach that balances individual freedoms with the protection of public health;

  1. TO DEFINE:
    1. "Alcohol" as any beverage containing ethanol, including but not limited to beer, wine, and spirits;

    2. "Consumption" as the act of ingesting, drinking, or otherwise partaking in alcoholic beverages;

    3. "Government(s)" to mean the governing bodies of each WA state, including sub-national governments;

    4. "Public spaces" to include but not be limited to parks, streets, sidewalks, public transportation, and any other areas accessible to the general public;

    5. "Retail establishments" to encompass bars, restaurants, liquor stores, and any other venues selling alcoholic beverages for on-site or off-site consumption;

    6. "Underage individuals" to refer to individuals below the legal age for alcohol consumption in a given WA state;
  2. REQUIRING THE WORLD ASSEMBLY HEALTH COMMITTEE (WAHC) to:
    1. Conduct ongoing research and provide updated information on the health impacts of alcohol consumption, including guidelines on safe and moderate drinking, to all WA states;

    2. Promote public awareness campaigns regarding the risks associated with excessive alcohol consumption, targeting diverse populations within each WA state;

    3. Collaborate with relevant international organizations to share best practices and evidence-based strategies for alcohol harm reduction;
  3. REQUIRES THAT GOVERNMENTS:
    1. Implement and enforce laws and regulations to establish a legal drinking age for the purchase and consumption of alcoholic beverages, with due consideration for cultural and regional variations;

    2. Enforce restrictions on the advertising and promotion of alcoholic beverages, especially those targeting underage individuals;

    3. Establish and enforce guidelines for responsible service of alcohol in retail establishments, including training programs for servers and staff to recognize signs of intoxication and prevent underage drinking;

    4. Implement measures to prevent and penalize driving under the influence of alcohol, including setting legal blood alcohol concentration limits and conducting regular sobriety checkpoints;

    5. Encourage the development and promotion of non-alcoholic alternatives in retail establishments to provide choices for individuals who choose not to consume alcohol;

    6. Promote and support treatment and rehabilitation programs for individuals struggling with alcohol dependence and addiction;

    7. Establish public health campaigns to educate the population on the risks of excessive alcohol consumption and promote responsible drinking habits;

    8. Prohibit the sale of alcoholic beverages in public spaces, except in designated areas specifically licensed for such purposes;

    9. Encourage local communities to establish support networks and initiatives for individuals affected by alcohol-related issues;

    10. Requires governments to collaborate with each other and with international organizations to share best practices and coordinate efforts in addressing the global impact of excessive alcohol consumption.
  4. GIVEN:
    1. The competent authorities of a government are responsible for the implementation and interpretation of this resolution;

    2. The World Assembly Health Committee (WAHC) is responsible for providing ongoing guidance and support to WA states in the implementation of effective alcohol harm reduction measures.
    3. The World Assembly Health Committee (WAHC) may, through subsequent resolutions, further refine and expand the provisions of this resolution to address emerging challenges and opportunities related to alcohol consumption.
    The WA Office of Building Management is responsible for providing support to WAHQ and other offices of committees, bodies, and organs of the WA in creating environments that discourage excessive alcohol consumption and promote well-being among members of the international community.

Against. No forum draft being a big no no for me. (Or at least I can't find it nor search it).

I mean, I have written resolutions where there's hardly any comments, for example #673, maritime cargo general average, was a very obscure topic and had no substantive comments forumside. But I think in general no reason not to draft forumside.

I am firmly against this proposal. This is a good policy, but it is poorly executed, likely as a result of a lack of drafting. It is a shame, however, about the collateral damage caused by the quorum-raid against this proposal.
