The World Assembly

Recognizing the importance that pollinating species play for the flora of individual member states;

Believing that specific provisions within GAR #224 hinder natural processes, allowing the forced relocation of species that may be contrary to a species normal migratory patterns and behaviors;

Mildly entertained by the acronym carefully embedded into General Assembly Resolution (GAR) #224;

Noting that bee populations are endangered in certain member state;

Acknowledging that as GAR #403 (Trade Of Endangered Organisms) prohibits the sale or transport of endangered bee populations therefore making the requirements of GAR #224 conflict with the goals of GAR #403;

Further acknowledging that GAR #465 (Preventing Species Extinction) charges member states and the WA Endangered Species Committee with establishing conservation plans which would include the beekeeping protections intended to enhance endangered bee populations outlined in GAR #224;

Realizing that subsequent GARs such as 531 (Trade and Tariffs Convention) provide a better framework for trade of non-endangered bees between member states;

Further noting that GAR #376 (Pesticide Regulations) covers the insecticide requirements outlined in GAR #224;

Considering that broader legislation now provides a sufficient legislative framework to achieve the same aims as GAR #224, and its removal will remove parallel processes, protect natural processes, and simplify the overall regulatory system;

Therefore, the World Assembly hereby repeals "Promotion of Bee-Keeping".

Overview
This proposal seeks to repeal GA224, Promotion of Bee-Keeping, largely on the grounds of redundancy. It acknowledges that "noting that bee populations are endangered in certain member state (sic)" but then cites a number of agriculture and trade related resolutions such as GARs 376, 403, 465 and 531 as adequate replacements for this resolution as grounds for repeal.

Recommendation
Bee populations are an important part of the biodiversity and botanical systems of various member states across the multi-verse (as well as IRL). The resolutions cited in the repeal, such as GARs 403, 465 and 531 do not actually actively promote bee-keeping for the benefit of states that require an active bee population, merely to prevent a collapse in bee populations or to facilitate trade in agricultural goods, and not an adequate replacement for 224 itself. Further, the repeal makes a claim regarding 403 we believe to be outright false—it says that 403 "prohibits the sale or transport of endangered bee populations", however 403 merely prohibits international sale and transport of such populations. All in all, we believe that the repeal target is not redundant at all for certain member states where bee populations are important for their societies, and do not support a repeal without a replacement, as is proposed here.

For these reasons, the Ministry of World Assembly Affairs recommends a vote Against the General Assembly resolution at vote, "Repeal: Promotion of Bee-Keeping".
