INT. INTELLIGENCE MEMORANDUM NO. 137 20 January 2023
SUBJECT: Remnants


Most participants involved in the events and conspiracy surrounding the bloody New Year’s coup d’etat attempt have been placed into state custody. But members of this group that underwent “the interview” have revealed certain stragglers which, unbeknownst to us have slipped under the radar. This includes several members of the standing National People’s Congress, alongside members of both the Orthodox Church and the Central Council of Trade.

This includes multiple notable men and women who, as of this moment, have been designated as threats to the standing Politburo and the functions of the Republic and must be taken into custody as soon as possible. The following names are the list of those that must be handled alongside their personal addresses.

The task of capturing and neutralizing these individuals must be taken extremely seriously. The Chairwoman/General Secretary has ordered that no leaks of their arrests can occur, as current diplomatic agreements with Goyanes and Esthursia may be put into jeopardy, which would be unacceptable under current circumstances. Handle objectives with care!

SUBJECT: Sorovian Futures


We have accumulated a series of assessments via datasources within the government of the Sorovian Republic. Assessments which have provided us with a large amount of information pertaining to the opinion of Rayvostoka by the several political parties based inside Sorovia, alongside the national government of Sorovia. The assessments below are based on the combined intel of multiple sources inside Sorovia and provide an important perspective on the way forward involving Sorovia.

Assessment 1. Sorovian Government - Sees Rayvostoka as a possible long term partner economically wise; partners in convenience. Would be concerned about Rayvostokan Human Rights Violations if any. Can be placated for the time being, more efforts required in distracting Sorovian attention from past “Incidents” Can be achieved by garnering Esthursian support.

Assessment 2. Sorovian Democrats - Sorovia's right-wing/nationalist party, doesn't wish to keep a growing partnership with Rayvostoka, instead wants to take a much harder stance against the communist state on the continent. (sanctions,etc.) Must be discredited, via propagation of perceived “fanatical lunatics” who both distract the party and turn it into a laughing stock among Sorovian electorate. (See Document. S23457)

Assessment 3. Social Democratic Party - Sorovia's Social Democratic Party, is moderately anti-communist and has worked to interfere with internal communist activity before. Possibly open to keeping a partnership of convenience, however, would be willing to undermine Rayvostoka long term if necessary. (Selling off information, working with nations who see Rayvostoka as a threat, possibly by selling off shared information.) Not to be trusted, but must be slowly pushed towards friendship via increased diplomatic efforts alongside multi-party infiltration.

Assessment 4. Left Party - Sorovia's major socialist party, ceased calling itself a 'communist' party in the 1970s. The more hardline communist groups left the party in the 1970s, open to having a partnership with Rayvostoka as it is currently done. The most promising area for infiltration, despite main party heads being hesitant to visit requests three party members have been selected to visit Rayvostoka and undergo the recruitment process. These individuals include.

All individuals will be groomed for assignment individually alongside being prepared for further infiltration of the Left Party and the propagation of a Pro-Rayvostokan partnership narrative across the multi party system.

Assessment 5. Centre Party - Cooperates with the Social Democrats, most likely to have a similar response. Would have a less anti-communist stance compared to that being used in the Social Democratic Party.
Via the infiltration of the Left Party, the center party must also be eventually infiltrated so as to develop reliable Pro-Rayvostokan relationships. Will provide an inroads to both the Green League and National Coalition.

Assessment 6. Green League - Works with the Centre Party and National Coalition, most likely to follow their lead.
Through the Centre Party the Green’s will be pushed as a distraction party to siphon votes from the National Coalition.

Assessment 7. National Coalition - The most anti-communist party out of all the major parties, apart from the Sorovian Democrats. Sees itself as the 'defender of democracy against a communist threat'. Many times has criticized communist activity. Has fired several Communist ministers in it's past due to ideological reasons. Still the most influential party within Sorovian Politics. Both the Presidency and Prime Minister seats are held by the National Coalition, with it's pro UAS stance. (Critical on Rayvostokan Human Rights Violations) The National Coalition would also be willing to sell off information much like the SDP if offered enough.
Must eventually be infiltrated or through other means divided so as to break solid anti-communist and therefore anti-rayvostokan resistance.
Assessment 8. Public Opinion - Heavily divided with many concerned about human rights within Rayvostoka. But are vulnerable to foreign influence via the Esthursians who if are swayed Sorovian public opinion will follow.
This must be exploited as much as possible.

Assessment 9. SUPO - The direct successor to the Sorovian State Police. The SUPO sees itself as 'The Defender of Sorovian Democracy against radicalism' which stands to be an issue in the realm of infiltration. But due to its inherent constitutional and legal restrictions is less able to act against covert actions.
Its presence in Rayvostoka is limited to that of the Sorovian Embassy, all SUPO agents in Lebedevgrad have been marked as is standard protocol.
Future endeavors must be made to neutralize their capabilities, most likely through the utilization of public outrage, infiltration, and disinformation distribution. (See Document S17456))

Overall, Sorovia presents a multitude of futures all of which point towards a more cooperative and friendly Sorovian government with the assistance of Rayvostoka. It is recommended that in tandem, the Council of Ministers and Politburo acknowledge the necessity of improving relations with nation’s such as Esthursia and to allow for the display of “liberalization” within Rayvostoka to take centerstage.
Please also take into notice the willingness by the Sorovians to take advantage of Rayvostoka, they are not to be fully trusted as of yet. And require further cultivation.
