[Draft #3] - Declaration on the World Assembly Strangers Bar

Obviously I am trying to add a bit of lighthearted comments (regardless of whether it is seen as funny) to SC. Since GAR#8 (and there are some indirect quotes paraphrased from there) and SC#367 had some lighthearted comments in it, there is good precedent. Also, by popular request, I mentioned both Unibot III and mesothelioma in the same resolution, so hopefully everyone is happy. I am not going to show minor changes to the various RP and in-jokes made.

This will loiter for a couple of months (at least) but I am considering submitting this to coincide with the 7th anniversary of the Strangers' Bar in January 2023 (using the current version) or the 14th anniversary in April 2023 (counting the first version).
