The World Assembly,

Observing that, due to the word "strictly" in section 1(a), the immunities against punishment given to reporters of sexual assault are extremely narrow,

Believing that sexual assault reporters should not be punished for making such reports against marital partners, police officers, or persons in positions of power,

Concerned that reports would be chilled by the lack of such immunity and that such chilling would be a severe disservice for justice, and

Hopeful that the appropriate actors will soon advance legislation resolving flaws while integrating the necessary safeguards in a single cohesive resolution, hereby:

Repeals GA 632 "Protection of Sexual Assault Victims".

Overview
This proposal aims to insta-repeal "Protection of Sexual Assault Victims". The repeal argues that the target only prohibiting state discrimination "strictly" for reporting sexual assault opens the doors to prosecutions for reporting sexual assault by "marital partners, police officers, or persons in positions of power".

Recommendation
We agree with the repeal's argument, that this singular flaw significantly weakens the target. Further, the author of the target supports this repeal, and is drafting a replacement to protect sexual assault victims in the event of repeal of the target.

For the above reasons, the Ministry of World Assembly Affairs recommends a vote For the General Assembly resolution at vote, "Repeal 'Protection of Sexual Assault Victims'".

The resolution in question is extremely vague and narrow in scope. The original resolutions intent should apply however a more detailed resolution would achieve more for victims. This resolution also creates a problem in regards to malicious false reporting or "revenge" reporting as under the current resolution it would be almost impossible to take action against those who abuse the system.
 
For, given the repeal and replace is in progress. Although I think the so called "loophole" is really a vague one. But as I mentioned on Discord and on the gameside forums, no point in arguing - simpler to just repeal and replace.
 
Present. It seems the WA at large doesn't know if it wanted this or not in the first place. Vexilia will waste little time on this.
