Article I. Statement of Mission
I. This body takes as its mission: to assist in ensuring fair price and equitable access to necessary pharmaceuticals for all those in medical need.

II. This goal shall be accomplished by means of diplomacy by which bilateral cooperation is tantamount.

III. This document hereby establishes the International Pharmaceutical Alliance.

Article II. Membership

I. Any sovereign state that wishes to join the International Pharmaceutical Alliance (forthwith referenced as IPA) and is not a founding member may do so by petitioning this body for entry into its membership.

II. An applicant may be questioned during a session of the IPA’s meeting by current members before a motion for a vote on the application is called.

III. A simple majority of voting members is necessary to accept an application for entry.

IV. A member state may be removed from IPA by a two-thirds majority vote.

V. A state may also obtain observer status by petition which is immediately granted upon request.

Article III. Rights of Members

I. Member states have the right to be heard by the convened board of representatives of IPA which together convene a session of the Alliance.

II. Member states are entitled to one vote on the board given to one representative who has the mandate of each state’s respective governments.

III. Each representative has the right to question fellow members regarding matters related to state policies governing the sale or distribution of medicines, actions of a particular pharmaceutical company licensed or residing in that state, or proposals that have been brought before IPA.

IV. The board has the right to remove observer status of a state by a motion that is both seconded and thirded.

Article IV. Responsibilities of Members

I. Member states must send a representative to IPA who is well informed on matters of market and practice in regards to pharmaceuticals.

II. That member must have some power to influence or even change practices in their nation regarding the sale, pricing, and/or distribution of pharmaceuticals.

III. It is the primary responsibility of representatives and the board as a whole to evaluate the current state of pharmaceutical prices, government regulation of medicines, and the accessibility of medicinal care of all residents of member nations for the purpose of producing solutions in those areas that cause an obstruction to IPA’s mission.

IV. The board of representatives shall nominate and confirm two representatives to sit among them who are well educated in matters concerning the mission of IPA. One nominated and confirmed must have an academic degree in medicine and demonstrate competency in the administration of pharmaceuticals to patients. The second nominated and confirmed representative must have a degree in economics and have experience studying the pharmaceutical economy at an international level.

V. The chairperson of the board shall be one of the nominated representatives and serve a term of two years when the other nominated representative will replace them as chairperson.

VI. No representative may currently or have previously been employed as an executive of a private pharmaceutical company or private insurance company nor may any representative receive contributions or donations from such companies for the duration of their time on the board.

VII. No member state may place tariffs on the import or export of pharmaceutical goods to or from other member states not including ingredients or components found in those pharmaceuticals.

VIII. Any member state which chooses to reject a resolution of IPA must provide reason for disregard to the board.

IX. Member states must provide current and complete information regarding the inflation rate of their currency and statistics concerning current pharmaceutical prices in that state. Information regarding current laws along with the practices of insurance and pharmaceutical companies that operate in that state.

Article V. Resolutions and Laws

I. The board of representatives may by majority vote publish a resolution which advises member states on a certain course of action regarding IPA’s mission.

II. The board of representatives may by majority vote enact a law which governs IPA and its practices. Such laws shall be added to this document under Article VII.

III. Any law that wishes to amend any portion of Articles I through VI must obtain a two-thirds majority support to succeed.



Article VI. Enactment

I. A sovereign state comes under the force of this document upon its ratification by its government.

From the Diplomatic Office of the Grecoideatian Office As One
It is with great joy that we ratify and send one of our own to the first meeting of this alliance. There is certainly not a lack in number of causes that require the attention of the worlds governments today, but the address of medicine shortages due to conflicting business or government interests is duly ranked high among them. Grecoideatia is willing to study its systems and take on any reforms that are proven to have a positive impact on the increased safety on our people and the sick of the world. Very few causes are above the health and safety of the world's citizens, and so it is both our hope and our duty to take part in the difficult conversations that will come out of the ongoing studies which the IPA will oversee and publish. On a diplomatic note, we are happy to be working alongside other nations who also see this as a pressing issue even though profits or political capital may be the price of this endeavor. The problems of the world require equally proportioned world sized solutions, and each nation here will equally feel the force of that sacrifice for the sake of finding a greater good. Such an example may spur even more nations to take part in this experiment as well.

We send with this letter of good will Dr. Derren Garralange who has dedicated over twenty years in service to health policy as a renowned Grecoideatian professor from the Doctrini Commonwealth and has been an official advisor to the government of all four realms of Grecoideatia, a rare and commendable point of agreement among the four corners of the nation. Caring for people and providing the safest means of care available is at the center of Dr. Garralange's career and teachings, and we know he will represent the Grecoideatian conscience well while being a dependable resource to IPA's mission. We wish the Alliance well in its mission and express our full support as it begins its pursuit of its mission.

It honours me to send this nation's application for membership in this alliance of fair health. The nation of Esthursia has, for as long as any Esthur can remember and then some, been committed above all else to providing universal and fair healthcare to its citizens in a way that allows it to supply the world markets and bring down world prices with excess products. This nation proudly boasts possibly the largest healthcare sector and service within these continents of the Aurorias, and it is therefore our duty to serve the world fairly and proportionately in order to move towards the eventual goal of health equity.

To represent us, we will send the Minister of the Union Health and Care Service (UHCS) of 11 years, between 1999 and 2010 - Wilbert Twain. Twain has served as a UHCS worker for over thirty years and its elected minister for over ten, and remains an influential figure fighting for global health equity to this day, and would be in the perfect position to serve this out by representing our nation to this essential alliance.

May this correspondence bring about a worldwide reform of healthcare for ages to come,

Their Majesty’s Imperial Government is proud to proclaim the newfound relationship between the Empire and the International Pharmaceutical Alliance. Access to quality healthcare and medical products has long been a cause championed by the Malor-Kanadian Empire, with several initiatives having been partaken in recent years to ensure equal access to products and services that increase the quality of life for Malorian-Kanadian citizens. Now the time has come to share those successes on a global scale.

This alliance will serve as an example and a beacon for global cooperation and as one of many steps that sovereign nations can take for the betterment of life for those on a worldwide scale. As our representative o aid in the growth of this newfound organization, the Imperial Government is proud to announce Dr. Borys Ostapchuk. Dr. Ostapchuk has had a long career as a physician in immunology and as a Vice Secretary in the Ministry of Health & Wellness.

If membership is granted, any pharmaceutical advances made would be shared freely along with any and all data pertaining to their use, effectiveness, and potential drawbacks.

International Pharmaceutical Alliance,

The Kingdom Republic of Ceretis, having reviewed the charter of the International Pharmaceutical Alliance (IPA), and having found common interest in the matters contained within, seeks to take a further step toward cooperation. We seek membership with the IPA in hopes that together the members of this organization will help to make medical care more accessible to the people and nations across Eras.

Accessibility of medical care is a strong priority of the Ceretian people, and has been made accessible by cooperative efforts of the private sector, charitable organizations, societies, religious institutions, and the Crown. Our people believe it is a duty to keep the body in good health, otherwise, we shall not be able to keep our minds strong and clear, nor carry out our endeavors. Just as our people have cooperated in making medical care accessible in our nation, we believe that cooperation with others of like mind shall help to bring similar care to the world.


Upon acceptance of the Kingdom Republic of Ceretis, we shall send as our representative Dr. Lambert D'Aureville. Dr. D'Aureville has a distinguished career in biopharmaceuticals and nanomedicine and is recognized as a pillar of the medical community. May this alliance serve as the bedrock on which we can build a better, healthier tomorrow.
